HomeMy WebLinkAbout10.26.2021 Tentative minutesPage 1 of 2 Heritage & Arts Commission Minutes October 26, 2021 HERITAGE & ARTS COMMISSION SPECIAL MEETING – OCTOBER 26, 2021 DRAFT MINUTES Consistent with Executive Orders No. N-25-20 and N-29-20 from the Executive Department of the State of California and the County Public Health Department’s May 18, 2020 Shelter-in-Place Order, commission members attended this meeting by teleconference. Members of the public were invited to participate in the meeting by live streaming the meeting on the Town’s website and submitting comments to comments@townoftiburon.org to be included in the public record for the meeting. MEETING – 5:30 P.M. Chair Noguez called the special meeting of the Tiburon Town Council to order at 5:30 p.m. on Tuesday, October 26, 2021. ROLL CALL PRESENT: COMMISSION MEMBERS: Noguez, Etemad, Ferrin, Fong, Hall, Mujica-Beavers ABSENT: PRESENT: EX OFFICIO: Liaison to H&A Commission – Patti Pickett ORAL COMMUNICATIONS None CONSENT CALENDAR H&A July 27– Action Minutes - approved H&A September 20 – Action Minutes – approved ACTION ITEMS AI-1 Public Art Community Input Survey – Update on current results. Discuss how to quantify and use the survey results. Consider approval of a final closing date for the survey. No action taken. Commission discussed a forum as follow up to the survey, using the emails given by interested parties. Commission asked that the Public Art Selection Panel consider how to use the survey, create a forum and report back. AI-2 Historic Walking Guide - Discuss and consider approval of new layout, insert, and pricing for the “Discover Tiburon” Walking Guide. Consider approval of a request to Town Council for special funding for the Historical Walking Tour brochure reprint. No action taken. Page 2 of 2 Heritage & Arts Commission Minutes October 26, 2021 Staff report presented changes to the existing brochure, the reasons behind cancelling both the insert and panel extension. Suggestions were given as to placement of QR code. Commissioners asked for clarification from Town Historian, Dave Gotz, on the proper naming of the trestle trail to avoid confusion on the verbiage presented. Commission discussed the need to make sure the print was accessible to all via ADA regulations. Liaison Pickett will follow up with changes and report at next meeting. AI-3 Review responsibility and consider approving a plan and clarification for contacting Town entities concerning public art by H&A or PASP. Examples of entities include but are not limited to the Chamber of Commerce, the Bel-Tib Library, and various foundations and private citizens or businesses. No action taken – item continued to future meeting. DISCUSSION ITEMS DI-1 Jean Pierre Rives proposal – Review updated proposal and donor agreement. New proposal was presented along with draft Donor Agreement for discussion. A percentage cap on the Atthowe proposal was suggested as was an appraisal. DI-2 Marin Open Studios – Discuss request by Marin Open Studios to collaborate on using Town Hall as an artist location for their event to be held in early May 2022. Moved to the next meeting as an Action Item. DI-3 Town of Tiburon public parks, pocket parks, open space – Policies and use. Discuss existing use policies and how to request use of public space for art installations and projects. Staff report was presented with information concerning the current use policy for Town Parks and Open Space. Discussion was had about approaching the Town to request policy be created in the new General Plan 2040 to include public art. An ad hoc committee of Noguez and Ferrin was chosen to work with staff on contacting the Community Development Director for information about any existing or future general plan options that would include space dedicated to art in various forms. DI-4 Review and discuss Draft Bylaws for PASP. Commission arrived at the decision to tie the Bylaw discussion into the AI-3 and bring it back as one action item at the next meeting. Page 3 of 2 Heritage & Arts Commission Minutes October 26, 2021 DI-5 Appoint commissioner to serve in rotating PASP position to replace Kindra Lee who has stepped down from the commission. Noguez was chosen as the replacement Commissioner for Lee who stepped down. DI-6 Building agenda for H&A meeting November 23 1) Bring Marin Open Studios request to show at Town Hall back for consideration 2) Discuss art gallery showings at the Town Hall in 2022 Calendar Dates: November 9 – Tuesday – 5:30PM – PASP Meeting November 23 – H&A Meeting – Cancelled and replaced with special meeting, December 7 @ 5:30PM ADJOURNMENT - There being no further business before the H&A Commission, Chair Noguez adjourned the meeting at 8:32 p.m.
