ACTION ITEMS
1. Chair Report
Jan. 12 Artist reception was successful.
Jan. 13 – Bel-Tib Library Agency meeting – Richard Rozen, Artist Laureate gave a public art proposal
presentation for the Library/Town Hall shared plaza – C. Fong stated the H&A looks forward to future
collaboration with the Library. H&A also committed to full participation in participation in the Selection
Panel
Jan. 16 – Library Art meeting – Artist Laureate presented the possibility of public art in the public art.
Architects and library planners were present.
C. Mujica-Beavers asked how the presentations were received by the Library groups.

2. Artist Laureate
Report on Public Art Policy
Rozen thought the response was positive from the Library. Rozen said Glenn Issacson was strong on the
presentation happening asap. He acknowledged there was a lot of interest and concern/questions. Rozen
reconfirmed to the audience the process of working through the H&A Commission.
Rozen presented details on the new proposal for public art in the future shared green area of Library and
Town Hall. Location and type were presented. Site recommended by Issacson and the Library architect.
Front plaza will be used for organized activities, so it was suggested it go in the back of the plaza.
Rozen showed books with the art of Fletcher Benton and explained background on Benton and the idea of
putting public art in the town. The Fletcher Foundation is looking to place sculptures in public spaces.
Rozen believes there is an opportunity to have one of these sculptures for $100,000. C. Fong clarifies this is
just for the art piece, not for any other expenses. Rozen acknowledges the proposal must go through the
entire Public Art Policy process. Rozen went on to give a rough estimate of extra expenses.
Rozen also stated that the Fletcher Foundation would be able to offer seed money for one of these sculptures.
Deirdre McCrohan called out the Commission and Artist Laureate for discussing an item that is was not
specifically delineated on the current agenda. C. Fong said it did relate to the general enaction of the policy.
McCrohan challenged that with the Brown Act. McCrohan feels this is a presentation of a specific project
with a specific artist. McCrohan said she felt it was a violation of the Brown Act and would take it up with
the Town attorney.
3. Public Art Policy Action
C. Fong states that in keeping with the Public Art Policy Program that it is up to the H&A to establish an Ad
Hoc selection committee. In order to do this, a sub-committee is needed to figure out the selection panel. C.
Fong appoints herself and Co-Chair Noguez for that sub-committee. Goal is to follow the terms of the PAPP
in establishing an Ad Hoc sub-committee for the purpose of forming a selection panel. Determine
qualifications and application guidelines. They will also figure out forms of distribution for the information
and application. Would organize the first initial meeting then report back at the February meeting.
Rozen states he wants to make it clear he is not pushing any particular piece, vis a vis the Fletcher sculpture.
C. Fong states there are several projects in the hopper.
L. Pickett requests clarification of exactly what the sub-committee will be doing and what they expect to
present at the February 25 meeting; the actual selected people to serve on the selection committee, or just the
application itself and any other guidelines, to be approved by the entire Commission before moving forward.
C. Fong states they will return with the application and the process first. Would allow input and then
publish it, moving the next action to the next meeting date.

4. Treasurer’s Report & Budget
Budget – Current $1,589
Special: $9,665
C. Fong asks if the budget is on course for the expected banner expenditures. L. Pickett says it looks like a
request for additional banner funds is advised in the upcoming fiscal year. 7 were anticipated, however it
appears it will be more per year, depending on the number of concerts which is not always knows. Pickett
suggests anticipating 11 banners. Receptions are coming in as expected. All other line items look in order
with anticipated.
C. Fong suggests L. Pickett purchase all reception material in advance for the year instead of reaching out to
all commissioners for every reception.
C. Fong suggests commissioners think about possible budget items for the next fiscal year.
5. Trestle Trail Sign Proposal

Approval of final recommendations to the Tiburon Town Council as stated in Minutes – November 11, 2019
Late Mail – Jim Wood stated his concern about wording on the revised sign. Town Historian Gotz agreed to
work on the final wording and have it carried to the February meeting. C. Noguez confirmed she had already
taken the original re-write to Gotz but agrees it can be returned to Gotz for final re-write and postponed
until February meeting. L. Pickett confirmed that both actions are being moved.
6. Community Art Exhibits
a. Marin Open Studio (MOS) report
C. Etemad advised the commission on progress to date – a push was made to get the word out to the MOS
community. To date there are approximately 3-5 artists interested in showing at the Town Hall. There are
two remaining interested parties: Magruder and Walker, bringing the total to 7. L. Pickett had word from
MOS that they have had a lot of interest and are awaiting our list first. Landmarks has not had any response
yet to date. Etemad indicated the 2 artists who showed at Landmarks in 2019 will probably return.
C. Fong wanted to know how the H&A Commission or Town Hall would stand out in print programs.
Etemad pointed out the application with logos. Further local promotion is unknown at this point.
Etemad is contact with the person providing the artist panels. Possible number of artists that could be
accommodated is approx. 10 with as many artworks as can fit on 4 panels per artist.
b. Gallery schedule – Call for Artists
L. Pickett confirms the only remaining space in the calendar is the Nov/Dec in CR gallery. Still time to find a
new artist.
Call for Artists – C. Fong asks C. Norris to create a generic, signature “Call for Artists”. Norris will report
back with no rush – for the future. Ready in fall of 2020 for 2021.
c. Earth Day – April 22
C. Fong has spoken with Mayor Fredericks in general terms regarding the student Gallery showing during
this time.
C. Noguez suggested the agenda item is not detailed enough to go into specifics regarding the student
showing.
L. Pickett announced the public meeting for an Earth Day Brainstorming Forum to be held on Thursday,
January 30.
7. Educator Award – May 20, 2020
L. Pickett presented the packet, with no changes except dates for the 2020 award.
C. Fong asks for a firm timeline to be presented at the February meeting.
8. New Projects
a. Open forum for upcoming or new projects – C. Fong suggests, Earth Day, MOS.
b. Agenda building
Ideas for 2020/21 Fiscal Budget request (deadline March 27)
A.L. Rozen asks that the Commission ask Town Council to put in a % under building permits for public
art.
9. Confirm next meeting date: February 25, 2020 – All confirmed.
