MINUTES - TENTATIVE
CORONAVIRUS (COVID-19) ADVISORY NOTICE
On May 18, 2020, the Marin County Public Health Officer issued a legal order directing residents to shelter at home until
further notice. The order limits activity, travel, and business functions to only the most essential needs. Additional
information is available at https://coronavirus.marinhhs.org/
Consistent with Executive Orders No. N-25-20 and No. N-29-20 from the Executive Department of the State of California,
the Town Council (and all Commissions, Boards, Committees) meeting will not be physically open to the public and all
Members will be teleconferencing into the meeting. To maximize public safety while still maintaining transparency and
public access, members of the public can access the meeting by following the meeting live at:

Instructions for providing public comment live during the meeting using Zoom are available on the Town’s website and
attached to this agenda.
Members of the public may provide public comment by sending comments to the Heritage & Arts Commission liaison by
email at ppickett@townoftiburon.org. Comments received prior to the start of the meeting will be distributed
electronically to the Commission and posted on the Town’s website. Comments received after the start time of the
Commission meeting, but prior to the close of public comment period for an item, will then be read into the record, with a
maximum allowance of 3 minutes per individual comment, subject to the Chair’s discretion. All comments read into the
record should be a maximum of 500 words, which corresponds to approximately 3 minutes of speaking time. If a comment
is received after the agenda item is heard but before the close of the meeting, the comment will still be included as a part of
the record of the meeting but will not be read into the record.
Any member of the public who needs accommodations should email or call the Town Clerk who will use their best efforts
to provide reasonable accommodations to provide as much accessibility as possible while also maintaining public safety in
accordance with the Town’s procedure for resolving reasonable accommodation requests. All reasonable accommodations
offered will be listed on the Town’s website at www.townoftiburon.org.

CONSENT CALENDAR
All items on the Consent Calendar may be approved by one motion of the Commission unless a request is made by a
member of the Commission, public or staff to remove an item for separate discussion and consideration.
1. H&A Minutes – Adopt minutes of August 25, 2020 – not available – move to Sept. meeting
ACTION ITEMS
1. Chair Report – confirmed that children’s art exhibition has been photographed by Claire Wu in preparation
to a digital presentation online.
2. Artist Laureate Report – Receive update on the progress of the Public Art Selection Panel.
Two new art proposals came through the panel: Elizabeth Turk, a well-known sculptor, and Oshalla Marcus
from Marin City Arts and Culture group. The possibility of a collaboration between Turk and Marcus was
proposed at the meeting.
The Public Art Survey – 1st draft was presented at the PASP meeting. Next step is for the Commission and
PASP Committee to take the test as a sample. Then send out the survey to the public with emphasis on local
foundations such as Bel-Tib Library, Tiburon Peninsula Foundation and organizations such as Rotary and
Chamber of Commerce.
C. Fong questions how the survey applies to the mission of PASP which is identifying artists and sites for
public art. Fong was also interested in knowing where the current proposals stand and what kind of timeline
can a proposal expect after being put forward. What is the process for proposals?
AL Rozen acknowledged the uneven process of considering proposals in the historical past and is working to
refine the process to avoid the challenges of the past.
Rozen was ready to use his scoring criteria approach on the current proposals but acknowledged it was not
adequate.
C. Fong wanted to know how the process applies to letting people know the status of their proposal, accepted,
not accepted or on hold, referring to two specific proposals. Rozen updated on both.
C. Noguez emphasized her understanding of the mission involves the proposal process Rozen and the
committee are creating.
C. Fong expressed concern that artists would be concerned if they did not receive word of status.
C. Mujica expressed her believe the artist proposals should be voted one by one, on each proposal. This was
confirmed by Rozen, but he stated the survey needed to come first.
C. Etemad is concerned the artist presenting the mosaic proposal should be approached by one of the
commissioners to help guide her through the process.
C. Fong feels part of the protocol should be to look back at each proposal and document the steps with follow
up on each artist, letting them know where they stand in the process. Rozen feels strict timelines are not
helpful, he votes for fluidity.
Deirdre McCrohan from the Ark reminded all Commissioners that they are not to delve deeply into the report
items reported by Rozen. They may ask questions but not have a full-on discussion unless the item is
agendized.
3. Fund Raising for Public Art – Receive Staff Report on fund raising for public art and consider forming Ad
Hoc committee to study possible venues and sources for the raising of funds.
Chair Noguez appointed herself and C. Ferrin to the Ad Hoc committee to investigate avenues for fundraising.
4. Public Art Community Input Survey – Review and discuss survey put together by PASP to gather
community input on Public Art in Tiburon.
Victoria Miller, PASP committee member who created the survey with Sandra Wolfson is on hand to answer
questions.
C. Ferrin wanted clarification about how many surveys are expected to come back and is there a way to track a
representative response from the community. Miller said initially they were keeping the question broad, i.e.
male/female, but this could be expanded to include more identification of respondees.
L. Pickett commented on avenues for getting the survey out, the Ark, Chamber newsletter, Tib Talk newsletter,
etc.
C. Fong feels initially that the survey is long and too focused on the Town, with not enough about public art.
Fong is unsure as a resident what the goal is. She would also like to see the opportunity to volunteer or donate
included.
Chair Noguez suggests these items be taken into consideration going forward in the collaboration of Miller and
Ferrin for the next draft.

Oral Communication: Sandra Wolfson: Asked how someone would be encouraged to fill out a survey.
Ferrin said the way to generate interest in the survey is to introduce it with a brief introduction indicating
what the survey is for. She also reinforced the idea of including the question concerning interest in
volunteering, sponsoring, etc. the goal of public art, thereby starting the creation of a database.
L. Pickett acknowledged Miller’s concern about how to get the message out via social media. Pickett
confirmed that would be a challenge as the Town of Tiburon does not have a social media policy. Pickett
suggested vehicles such as Nextdoor and the Chamber’s social media platforms, pending approval by the Town.
Pickett also brought up the question of reaching out beyond the Tiburon peninsula, into wider Marin and the
bay area in general to encompass tourists and the question of what would draw them to Tiburon.
C. Fong suggested maybe there could be an enticement such as a discount coupon to local vendors, a thank you,
to participate in the survey.
Rozen wanted to know if professional focus groups could be identified. C. Ferrin said that really falls under
market research and feels that is a good topic for a future discussion.
5. Historical Walking Guide reorder and new Old Rail Trail insert – Receive Staff Report and consider
approval on cost to reorder Guides and create insert showing Old Rail Trail portion.
Cost and number of re print for original brochure was reviewed. Cost for graphic art design by the original
brochure artist was presented and reviewed.
C. Fong wanted clarification on difference in quote – color breakdown and type of paper. Pickett to reconfirm.

6. Consider putting out a call for additional new members for the Public Art Selection Panel (PASP).
No written report. L. Pickett announced the resignation of PASP member Diane Green due to other
obligations.
It was suggested H&A put out an active call for applicants (the application process remains open at all times
online at the H&A website) in order to keep the group diverse and robust and to keep ease of a quorum in
place.
Rozen suggests at least 9 for an odd number facilitating having a quorum.
C. Miller suggested H&A and PASP reach out to those they know rather than put out a general call.
Deirdre (the Ark) brought out a point of order: If extending a board, the process must be public. It was pointed
out that the application is open on the website. After clarification with the Town Manager about the rules
surrounding a call for applicants the H&A will bring this item back on the agenda to move forward.
All commissioners are in favor of enlarging the PASP.
7. School art exhibition March/April – Receive update on proposal to mount virtual tour of artwork closed
to public view during quarantine.
Using Clair Wu’s photographs, L. Pickett will be in touch with DeAnn Biss, Chamber Director to create an
online exhibition of the student’s art.
