CORONAVIRUS (COVID-19) ADVISORY NOTICE
On May 18, 2020, the Marin County Public Health Officer issued a legal order directing residents to shelter at home until
further notice. The order limits activity, travel, and business functions to only the most essential needs. Additional
information is available at https://coronavirus.marinhhs.org/
Consistent with Executive Orders No. N-25-20 and No. N-29-20 from the Executive Department of the State of California,
the Town Council (and all Commissions, Boards, Committees) meeting will not be physically open to the public and all
Members will be teleconferencing into the meeting. To maximize public safety while still maintaining transparency and
public access, members of the public can access the meeting by following the meeting live at:

Instructions for providing public comment live during the meeting using Zoom are available on the Town’s website and
attached to this agenda.
Members of the public may provide public comment by sending comments to the Heritage & Arts Commission liaison by
email at ppickett@townoftiburon.org. Comments received prior to the start of the meeting will be distributed
electronically to the Commission and posted on the Town’s website. Comments received after the start time of the
Commission meeting, but prior to the close of public comment period for an item, will then be read into the record, with a
maximum allowance of 3 minutes per individual comment, subject to the Chair’s discretion. All comments read into the
record should be a maximum of 500 words, which corresponds to approximately 3 minutes of speaking time. If a comment
is received after the agenda item is heard but before the close of the meeting, the comment will still be included as a part of
the record of the meeting but will not be read into the record.
Any member of the public who needs accommodations should email or call the Town Clerk who will use their best efforts
to provide reasonable accommodations to provide as much accessibility as possible while also maintaining public safety in
accordance with the Town’s procedure for resolving reasonable accommodation requests. All reasonable accommodations

ACTION ITEMS
1. Chair Report -no report from Chair Noguez.
Artist Laureate Chair thanked the applicants and stated his talking points are covered in the action items.
2. Receive Staff Report on H&A Fund Raising, the report from the Ad Hoc Fundraising Committee and the
“Public Art Program – Funding Goals” draft created by PASP Chair, Richard Rozen.
Documents reviewed with no comments from the Commissioners.
AL Rozen confirmed art pieces could be on loan and not necessarily purchased, in response to the question by
C. Mujica-Beavers.
Public: Sandra Wolfson - asked for a summary of the two reports – supplied by Chair Noguez.
3. Public Art Community Input Survey – Review and discuss survey put together by H&A/PASP to gather
community input on Public Art in Tiburon and consider approval of final draft.
Chair Noguez and C. Ferrin both reiterated the need to keep the survey to the point and streamlined.
C. Fong agreed that keeping the focus tight and wanted to know if there would be any measurable outcomes
that would make it a valid survey. Fong is concerned about any vague questions not directly related to public
art.
AL Rozen referred to the background of the survey as wanting information from the community to start
selecting art pieces. Rozen hopes the current version of the survey will go first to Town Council and the
Library Foundation in beta mode before it is introduced directly to the public. Commissioners Etemad and
Mujica-Beavers feel it should go directly to the public without taking the time to start in a beta stage.
Rozen feels the input from the Town Hall and the Library represents a large group that is most closely affected
by the current proposals under view and should have first look at the survey and asked for their input.
C. Fong is concerned about how the limited beta version is going to provide a wide research result.
C. Ferrin supported the beta version as a common practice when distributing surveys to study what type and
number of responses are coming from the questions to refine the final product.
C. Ferrin asked for the timing on broad employment of the survey.
C. Noguez sees the timeline as – 1) Beta test and then broad distribution, using the draft on hand as the starting
point. C. Noguez pointed out each question with changes/deletions. Rozen wanted to confirm to the public
that there will be no removal of any existing art in Tiburon.
Final decision is not to send the survey back to PASP but instead to finalize it with changes/deletions as stated
by C. Noguez.
Public: PASP member Victoria Miller: Miller stated the survey presented at this meeting is not the latest draft
produced. Miller states the survey is two drafts prior, saying that the survey being reviewed does not reflect
changes agreed upon by Ferrin and Miller.
C. Noguez suggested since there is confusion about collaboration on the final draft H&A will work with the
present draft and bring it back to the next H&A meeting.

with Ferrin and Miller collaboration:

4. Discuss and approve outline for Public Art Program presentation to Town Council and date change to
November 18.
Noguez presented each line item in the outline and a brief description of each topic.

5. Receive Staff Report on Reorder of Historic Walk brochures and new insert. Discuss postponement of re-order
and discuss contract for graphic work on insert.
After presenting the Staff report, L. Pickett added that the Chamber of Commerce is interested in doing a
similar one-page piece, two sided, showing the shops and restaurants in Tiburon. In the future the Chamber
would like H&A to consider combining the Walking brochure with the Chamber map into on brochure.
C. Etemad expressed her desire to see the brochure remain a separate piece from the Chamber’s piece.
C. Ferrin agreed that existing brochures should be used up, with the new insert included, before considering a
large new re-order. C. Fong agrees with moving forward on the insert and agrees in not combining the
Walking brochure with the Chamber piece. It was decided that the discussion of a collaboration with the
Chamber be put on a future agenda.

6. School art exhibition March/April – Receive update on proposal to mount virtual tour of artwork closed to
public view during quarantine.
L. Pickett reported that the Chamber of Commerce has put all pieces from the Reed School Black History
Month exhibit online at their site. The project is not complete – upon clicking each picture it will enlarge and
will have copy relating to the picture. The presentation will also have a background introduction about the
exhibition and there will be a link connection to the H&A site.
L. Pickett suggested the Commission might want to consider using this platform in the future.
7. Review 2021 Town Hall Art Exhibit Calendar with 2020 artists moved forward. Discuss possible ways to
promote artists in 2021 including in person and/or virtual.
L. Pickett reported that the Town Manager, Greg Chanis, said that in all reality the possibility of having public
inside the Town Hall would not be before July 2021. The recommendation is to have a Ad Hoc to study how
best to approach future exhibitions, both in person and online. Pickett said she would contact all existing
2020 artists to find out if they are willing to move to the latter part of 2021 and/or would they be interested in
mounting a digital exhibition.
C. Noguez asked Rozen if the digital idea might be a good Ad Hoc project for PASP to take on. Rozen agrees
and will add it to his next agenda. Rozen suggested it be an Ad Hoc with both a Commissioner and a PASP
member as a joint project. C. Norris was suggested.
8. Idea Box – Discuss and consider approval of a physical “box” and location of same that residents and visitors
could put public art suggestions in.
To be in a public place where the people would be able to put their ideas on public art.
Rozen elaborated – after hearing input from various people he realizes there is no place to go with the idea,
short of contacting one of the commissioners or PASP members. This would be a way to involve the public
with future art projects. They could be collected and then put through the same consideration process as any
other through the PASP criteria.
C. Etemad and Fong feel there should not be multiple boxes, perhaps just a few carefully thought out places in
addition to the Chamber.
C. Ferrin suggests a “virtual box” in addition to the “real” box. She suggests the Library as a thoughtful place
where events take place is the ideal.

TIMING OF ITEMS ON AGENDA
While the Town Council attempts to hear all items in order as stated on the agenda, it reserves the right to take
items out of order. No set times are assigned to items appearing on the Town Council agenda.
