C. Fong makes introductions and recognizes C. Mujica-Beavers arrival.
C. Fong announces vacancy on the H&A Commission.
C. Fong gives a general welcome to the public and the outline of the meeting and the excitement around
the first PAPP. C. Fong also points out the binder containing all the current public art with history and
pictures, produced by Commissioner Etemad and local volunteer, Joan Palmero.
Greg Chanis, Town Manager and David Eshoo, Assistant Engineer are recognized and invited to address
the crowd.
Chanis expressed the pleasure of both the Council and he with the creation of a PAPP. Chanis pointed
out the map showing the existing parks and all the possibilities that exist for public art. He hopes
residents will step forward with their interest.
C. Fong recognizes Lorrie Green, Joan Palmero and C. Etemad as well as herself and Richard Rozen,
Artist Laureate for their work on the project.
a. Overview of the Public Art Program Policy and presentation of current Public Art ideas
Richard Rozen, Tiburon Artist Laureate
Rozen explained the background on the PAPP and the reason for this first meeting – to involve as
many entities and individual people as possible to participate in the program now and in the future.
Rozen first spoke about the Utility Box program as the easiest to start with. He gave a brief process
of how projects would go forward with Town Staff and Town Officials.
Rozen then walked through the selection process for the audience. (see PAPP for artist and site
selection). Funding process was explained, including the idea of a Public Art line item in the budget,
to be funded over a period. A second idea would be to build in a percentage for art into the town
building fees. There could be business sponsorships which in turn could help the business sector
with visitors. The funding could be a public/private partnership.
Individuals could make donations. There could be fundraisers or grants as well.
Rozen clarified how the decision process works (see PAPP for decision process).
Rozen then moved on to the two possible projects on the table:
1) Improvements to Blackie’s Pasture – Signage improvement, etc. and possibly a landscape art
project. Could be any type of art: landscape, dance, etc. Open to suggestions. Photographs were
passed around to show the area.
2) Library/Town Hall Public Plaza – Possible artwork in the plaza area. One idea is to coordinate a
piece of art with artwork inside the new library. Possibly something with Reed student
partnership.
Rozen mentioned Pocket Parks as locations for artwork, Snow Park across from Blackie’s, etc. The
need for people to join and help with ideas provides for maximum public input.
Public comment/question period:
Sandra Chin: Will the outdoor art be permanent?
Rozen said anything is possible, especially due to the different types of “Public Art” that exists,
dance, poetry, travelling exhibits such as Burning Man art. Think big.
Sue Morris: Thanked Rozen and is fully supportive. Especially of rotating school art within the
library. Morris observes the Town is dark. She emphasized having the image of the Town of Tiburon
alive, with new buildings, new art, and making the town a lively artistic hub. She suggested meeting
with neighborhood associations to educate people how to think outside the box with public art.
Rozen commented his involvement in building the original library. At the time there were a lot of
community meetings with a lot of input from the public. He hopes for the same model for the PAPP.
Bonnie Spiesberger: Regarding the idea of different types of public art. She suggests artwork that
expresses the history of both Tiburon and its role in the building of California. Example: games for
children (as artwork). C. Fong pointed out the Historical Walk map put out by the H&A
Commission. The Commission hopes to have any new artwork included on the map.
Joan Palmero: Wants to know if this effort is tied in with Destination Tiburon. She feels this could
be a highlight for them. She also suggested the person currently doing historical walking tours could
include the artwork as well.
Sandra Wolfson: Works currently at MOMA and is a Marin artist. Very excited and wants to be
involved. Would like to consider a connection possibly with art institutions in SF.
Carol Weiss: Suggests reaching out to the wedding groups that come to Tiburon and making them
aware of the public art in town as activities during their stay.
Annette Gibbs: Rotary Club representative. They have a major interest in the community. Loves the
ideas of having bands and dancing at Blackie’s Pasture. Have local artists involved. Not just visual,
music, writing, etc. Offers any help, both financial and people support.
Susan Norton: Wanted clarification on how process would work. Would all the pieces in the binder
go through the process? What goes through the process? Rozen explained how the existing artwork
came to be. Any existing artwork will remain in place, as it was accepted before the new PAPP. The
point of the program going forward is to stabilize the process, so the next piece or site follows the
same formula from start to finish. Norton asked if “Friday Nights on Main” would be considered art
or an event and would it have to go before this process.
Town Manager Chanis said all projects might not be immediately obvious as to what process applies
to them. He feels the project will flesh itself out through the process, i.e. PAP or Event,
differentiating what path would be taken.
L. Pickett explained the event process for clarification and the fact that there are policies in place
already to define an event. C. Fong said there will be further clarification going forward on what is
an Event and what is a PAP.
b. Town of Tiburon Staff input
David Eshoo, Associate Engineer/Liaison for Parks, Open Space & Trails (POST)Commission
Eshoo reinforced the excitement with the PAPP and the involvement of the POST commission.
C. Fong confirmed there would be an upcoming meeting with H&A and POST.
C. Fong and AL Rozen thanked everyone for coming.
