HomeMy WebLinkAbout10.23.2018 Tentative Minutes TOWN OF TIBURON Tiburon Town Hall 1505 Tiburon Boulevard Tiburon, CA 94920 Heritage & Arts Commission October 23, 2018 6:30 p.m. HERITAGE & ARTS COMMISSION OCTOBER 23, 2018 MINUTES - TENTATIVE CALL TO ORDER AND ROLL CALL Commission members; Present: Fong (VF), Mujica-Beavers (AM), Noguez (NN), Hall (FH) Absent: Norris, Etemad ORAL COMMUNICATIONS Diana Bradley, representing “The Originals”, a group of 10 Tiburon/Belvedere artists outlined their group, their mission, and their desire to have a group installation in one of the Town Galleries in 2019. No action was taken, the group was encouraged to contact Liaison Pickett and submit their website(s) for consideration. Bradley indicated they would be ready to show at any time. CONSENT CALENDAR 1. Minutes – September 28 Adopted: Typo noted “stolen” MOTION: Hall 2ND: Mujica-Beavers NEW ARTIST EXHIBITION/RECEPTION 1. Lobby Artist : Nov/Dec Landmarks Society - confirmed – Annual Meeting November 11 – no reception 2. Community Room : Nov/Dec Marin High Schools NN: Reported that the only school to respond to date is Branson High School. The school has indicated it will not be able to participate if the requirement is Tiburon Peninsula students only as it contradicts their mission of inclusiveness. Branson takes students from throughout the bay area. All other commissioners indicated they are not comfortable with this, as it could get out of control and needed to have a more strict guideline to keep it to a geographical area, preferably not outside of Marin County. NN: Encouraged the commissioners to review the overall policy of geographic reach, keeping consistency throughout both the adult and youth installations. She is concerned a precedent is being set with different guidelines for different groups and times. What is the overall goal and how best is it achieved? How are the art teachers going to separate out Tiburon students and tell the others they are not included? VF: Suggested there are two alternatives: either open up the offering and tell all the other high schools. Or: Send a regret to Branson until a decision is taken, with the possibility of coming back in 2019. All commissioners agreed to review the policies governing both groups. No action was taken as this subject was not in Action Items. Further discussion needed. ACTION ITEMS 1. Artist Laureate Report Richard Rosen reported on his attendance at the Marin Cultural Association presentation, October 11. Public art was one of the themes, with a central focus on bringing public art into all the towns and cities in the county. Richard made the acquaintance of Mr. Gary Allen, member of the Association and an expert on public art. Richard has set up a special presentation to the public, December 6, at the Bel-Tib Library. The idea will be to introduce the idea of public art on the peninsula. The commission will participate in helping promote and put on the presentation with a sub-committee formed for that purpose: Commissioners Hall and Noguez. Richard will be gathering email lists for the promotion. Del Mar School collaboration: Rozen met with Aaron Snyder, art department director. 2019 plan is to team with artist Fletcher Benton, and the students to create “maquettes” based on what they learn about this artist’s work in particular and sculpting in general. These works will be displayed as “public art” in the new library, as well as other venues throughout town as identified at a future date. Public art: Rozen is asking for guidance from the H&A on creating a Public Art Policy. After attending the presentation mentioned above, he is intent in the creation of guidelines for the introduction and installation of public art in Tiburon. He has been talking to local artists as well as such luminaries from out of town like Burning Man representatives. Richard wanted to know if there is a policy on public art. L. Pickett said she didn’t believe so, but she would investigate. He investigated a few jurisdictions in Marin County and cited the policy in Mill Valley, which underwent a rigorous process, culminating in a well-planned and thought out policy. Rozen is keen on moving the process forward so the outreach to artists is clear, the locations where public art could be placed, etc. . It was agreed that H&A and Richard Rozen should undertake the project together. L. Pickett advised RR and the Commission that this process would involve the Town Council and possibly the public, and that the process should start with meeting Greg Chanis, Town Manager to devise a plan to move forward. Pickett will set up first meeting with Rozen and Fong. Jury: Rozen questioned the jury process. Is the jury the H&A? Fong said yes and explained the current process. 2. Heritage Preservation Award Review – all agreed it was a great success. Change – order less food. 3. Artist Recruitment and 2019 Art Installation Calendar - L.Pickett reported called attention to the list of potential artists sent to the commissioners ahead of time, pointing out the 6 time periods available in the Community Room and 5 time slots in the Lobby Gallery for 2019. The request for a third (3-year) showing by the Pen Women was reviewed with no definitive decision. The concern about Nov/Dec was raised. AM would like to have someone in place however it was reconfirmed that first NN should have the chance to return to the high schools with the new parameters of “students from Marin County”. Therefore it would be pre-mature to assign a replacement group or artist at this time. NN asked what the status of Del Mar/Saint Hilary: Do they have an automatic spot each year? VF advised no; they have shown each year, but are not “automatically” accepted, as they are at the Library. Fong advised that guidelines were needed to include “preferred groups” when considering a year’s installations. Plan B: Nov/Dec. CR Gallery showing in case the high schools are not ready or willing to show. MOTION: NN: Alternative artist - Marilyn Greenblat 2nd: AM Plan C: Nov/Dec. MOTION: NN: Negates Plan B, Marilyn Greenblat 2nd: AM MOTION: AM – Plan B, Alternative artist replacement – Diana Bradley 2nd: FH MOTION: NN – Nominates the Diana Bradley “Originals” group for Jan/Feb (if not Showing as “Plan B” in Nov/Dec of 2018) 2nd: FH All other dates for 2019 will be deferred to the November meeting. All commissioners gave their choices of artists who have submitted to date, and all agreed they would like to wait until more artists come forward before completing the 2019 calendar. 4. Community Art Show – “Closet Artists” VF: Reported on the general concept of inviting residents of Tiburon and Belvedere, who are not actively pursuing a life in art, and have never publicly exhibited their artwork, to participate in a community art show. To be held as one of the 2019 2-month rotations. Fong presented a rough outline of the project, including description, application requirements, etc. (see attached). L. Pickett will reach out to Peggy Curran to see if she can help create a graphic to use on the “Call for Artists”. Pickett will also create an application for sign-ups. All to be presented at the November meeting with a 6-month target window to complete the project. 5. Youth Art Program – Skipped – already discussed and addressed. 6. Walking Guide Wrap Report L. Pickett reported that the new brochures were in the boxes and gave their locations. Dave Gotz has completed the painting of the four boxes that are currently installed, and will put the new stickers showing the brochure, the QR code, and the H&A logo on them. L. Pickett raised the suggestions that guides be delivered to the hotels. The only reason the Commission had ceased to provide them was due to the sponsorship of the guides in the past, which is no longer an issue. All were in agreement that delivery to the hotels is desirable. One box is missing, and it is agreed there should be 5-6 boxes, possibly requiring the purchase of a new box. The locations should also be reviewed, making sure one of them is near the ferry bldg.. 7. H&A presence in the front lobby Commission discussed the need to have a Town Hall Front lobby presence for the H&A. VF: Suggested a hand-out for the general public be placed at the front entry table and that applications and general information for the artists be available as well. Location for artists could be a mail type slot where they can pick up general info about showing and drop off applications. L. Pickett will prepare a draft and present at November meeting. 8. New or continuing project updates – VF: Reiterated the roadblock NN arrived at with Branson School, who was scheduled to have a student art showing in the CR during the period of Nov/Dec. Branson has objected to the restrictive requirement of Tiburon students only as it runs contrary to the school’s mission of inclusivity. VF says it the Commission may need to take action NN suggests this item can’t be discussed as it is not on the Action Items. Will place on Nov. meeting agenda. FH: wants to know what is happening with the Del Mar/Saint Hilary program in 2019. L. Pickett suggested they may be waiting to hear from the Commission, since the date change in 2018 did not allow for their participation. Pickett suggested the Commission reach out to them and address Del Mar’s concerns about a “group show” with Saint Hilarys. VF suggested L. Pickett sent out a letter to the Reed School District & Saint Hilarys to gauge their interest and what dates might work for them. **VF asks that the Website be put on the November agenda. VF asked for a detailed budget report for the November agenda. June 1st to date. 9. Confirmed next meeting date: November 27 ADJOURNMENT – 8PM
