CC-1. Approve minutes from April 22, 2025 regular meeting. DISCUSSION ITEMS DI-1. Tiburon Together Art Exhibition. Hear proposal by Rabbi Levi Mintz of Chabad of
Tiburon for a one-day art exhibit from a local meetup of individuals navigating dementia and memory loss called Tiburon Together.
• Exhibit 4: Proposal and photos from Rabbi Levi Mintz ACTION ITEMS AI-1. Native American Arts & Culture Event. Review and approve budget and ideas for an event coinciding with the We Know Who We Are exhibit featuring Indigenous performances, art, speakers, and food. Create ad hoc committee to for planning and execution of the event.
• Exhibit 1: DITF Proposal prepared by Heritage & Arts Chair Arjun Gupta AI-2. Artist Laureate. Consider approval of selection committee’s choice of the 2025 Artist Laureate. AI-3. Scott Froschauer Public Art Proposal. Review proposal by Scott Froschauer. Consider
approval of one of the ideas, define an accompanying budget expense, and outline next steps for a public art installation in 2025.

I hope you’re doing well!
I wanted to share a bit about a program we've been running called Tiburon Together. It’s a
weekly meetup where local seniors who are navigating memory loss, come together with localvolunteers. Over the past couple of months, the focus has been on art, and it’s been incredible
to see the joy, connection, and creativity that’s come out of it.
The program has really enhanced the lives of the seniors and their caregivers, giving them ameaningful way to engage and connect with others. It's also been a beautiful expression of
what it means to give back, with many volunteers stepping up to be part of it.
We’d love to explore the idea of hosting a one-day art exhibit at Town Hall to share some ofthe pieces they’ve created and highlight the spirit of the program. It would be a powerful way
to showcase not just the art, but also the message behind it—the value of community,connection, and volunteering.
We meet every Wednesday at 1:30 PM, so it could work well to do the exhibit during that
time—possibly the Wednesday, May 28th. I’ve attached a few photos of the art so you can geta sense of it.

Subject: Native American Arts & Culture Event, June 21, 2025 | 3:00 to 6:00 p.m.
BACKGROUND
In conjunction with the We Know Who We Are exhibit of contemporary Indigenous artists on display in
Town Hall’s Lower Gallery (the lobby and Council chambers) from May 1 to June 30, it was suggested
that an event be held at Zelinsky Park and Civic Plaza to honor and celebrate the Indigenous people and
cultures of Tiburon, Marin, and California.
Chair Gupta prepared the attached proposal (Exhibit 1) to present to the Town’s Diversity Inclusion Task
Force (DITF) in the spirit of collaboration and partnership. This partnership and accompanying funding in
the amount of $6,000 were unanimously approved at the May 21, 2025 DITF Special Meeting.
The proposed date and location for this event is June 21, 2025 from 3:00 p.m. to 6:00 p.m. at Zelinsky
Park and Civic Plaza.
FINANCIAL ANALYSIS
If the event budget exceeds $6,000, the Heritage & Arts Commission may choose to set a budget from the
Special Fund to cover additional expenses. The Special Fund consists of donations and artist commissions
and is designed to support special projects as directed by the Heritage & Arts Commission. This fund has
a balance of $9,069.77 as of May 22, 2025.
RECOMMENDATION
Staff recommends that the Commission identify a lead event organizer, create an ad hoc event planning
committee, and approve an additional budget for any potential expenses exceeding the $6,000 funding
from DITF. Staff also recommends that event organizers seek outside funding from the community to
support this event if needed.

EXHIBIT 1
H&A – DITF Proposal for Native American Art & Culture Event
1. GOALS:
To organize a community-wide event aimed at fostering cultural awareness and education about the contemporary Native American art and cultures, and its rich heritage. Through the celebration of Native cultures, food, music, and interactive activities.
2. EVENT DETAILS: - Proposed Dates & Times: June 21, 2025 from 3:00 to 6:00 p.m. - Location: Zelinsky Park, Tiburon
- Activities: Drum troupe with “friends’ dance” and pow wow, crafts tables, interactive
exhibits, and food featuring Native dishes. - Key Themes: Illuminating local Native cultures and traditions, with a focus on promoting inclusivity and understanding.
Estimated Budget:
Total Event Cost: $6,000 Advertising & Promotions: $1,000 (banner, flyer printing, Ark ad) Honorariums: $3,000 (speakers, dancers, music & crafts) Miscellaneous Supplies/Catering: $1,500 (estimated attendance of 150)

3. COLLABORATION: We ask the DEI Task Force to join us as partners in this day of celebrating contemporary and traditional Native heritage in Marin County. Heritage & Arts has a
two-month exhibition of local Native artists in the Town Hall downstairs gallery space
from May 1-June 30. The proposed event in June would be an excellent way to further the Town of Tiburon’s focus on Native arts and cultures this spring, and foster a spirit of community, diversity, inclusion, empathy, and learning. The Heritage & Arts Commission hopes this will be the first of many future collaborations with the Diversity Inclusion Task
Force.

SCOTT FROSCHAUER PROJECT PROPOSALS

1) The Word on the Street
First would be to identify areas for sign installations. These would be public lands, parks, municipal
buildings, etc. We have a wide range of signs to choose from that can be tailored to the specific sites.
For something like this we would create maps, static and interactive, that encourage viewers to
explore the various sites. I’ve found this sort of “easter egg hunt” to be something that does very
well for social media engagement.
There are the straightforward sign installations, including mirror pieces. We can also identify
locations that would be well suited to larger installations.
This is the most straightforward choice. It’s all based on work I've already done before. We could
obviously explore doing some pieces that are new for specific locations, but the fabrication process
is well understood, and the installation is standardized. It would also be really streamlined for any
permitting because of the materials and installation techniques.
The budget for this is also variable. We can fit the project to the size of the budget.
For $25,000 we could do something impactful.
This can be either temporary or permanent. Or temporary to start, with an option to become
permanent.
I personally think this might be a good way to “get to know each other."
2) A second option would be to explore something large scale and iconic for Tiburon. This would
be a custom, unique work that draws on the identity of Tiburon. I typically think of playful and
easily digestible works. A perfect example is the “Palm Spring” I designed for the City of Palm
Springs. I imagine this would be a piece that incorporates sharks and the history of Tiburon in a
playful way
The Palm Spring was budgeted at $50,000
3) A third option is a slower, more thoughtful approach. It would involve talking to community
members and digging into a deeper understanding of the land.
I’ve been doing some research and found the rock carvings on Ring Mountain left by the Coast
Miwok inhabitants of the land to be a really interesting dive into the history of the land. I really
enjoy translating and have done it in many of my works, so my thought is of producing a piece that
depicts some of these carvings and translates them into English to draw a connection between the
original inhabitants and the current moment.
I think this could be a powerful and culturally significant work, but might not fit with the mentality
of the art commission.
Depending on the scale of such a piece we could work with a range of budgets for it.

We spoke a few months ago about showing at the Tiburon Town Hall Gallery after Gordon Studer
connected us. Since the space is quite large, and many artists can't lend out enough work, I
suggested you consider a group show in the fall that showcases the Tiburon/Belvedere artists who
work at ICB/ART in Sausalito.
As of now, there are 12 of us. You can find us on the icbart.com website, and many of us are also
participating in Marin Open Studios next weekend (May 3+4). I hope you'll get a chance to stop by.
We're open 11-5p, with many of us holding preview receptions Fri night May 2, 5-8pm.

We've moved the date of our building's annual Open Studios event to the weekend of Nov 15, so fall
timing would be great to introduce the community to the local professional talent as a preview.
Over 100 ICB/ART artists typically participate, so there are a lot of studios to visit in one location.
Let me know if you have time to discuss this further. I'm happy to coordinate on our end, and hope
we get a chance to meet soon.
