TOWN COUNCIL ELECTION - IMPORTANT DATES
Here is a list of important dates pertaining to the upcoming Municipal (Town Council)
Election on November 3, 2015:
• Monday, July 13 — first day to declare candidacy for office (take out Nomination
Papers)
• Monday, July 13 through Friday, August 7 — Nomination period (circulate
Nomination Papers and obtain signatures)
• Friday, August 7 — Last day (for incumbents) to file nomination papers — if any
one of the incumbents does not file, the filing period is extended for five days for
non -incumbents only
• Wednesday, August 12 — Last day to file (extended filing period for non -
incumbents)
At the close of the filing period, if there are only two candidates for the two vacant seats,
the Town Clerk will publish a "Notice that there are not more Candidates than offices to be
elected," according to Section 10229 of the California Elections Code. Five days after
publication of this notice, the Council may undertake the following actions:
1. Appoint to the office the persons who have been nominated;
2. Appoint to the office any eligible elector if no one has been nominated;
3. Hold the election if either no one or only one person has been nominated.
The Council has until August 20, 2015 to undertake any of these actions by resolution. If
no action is taken by August 20, the election will take place.

Re: Community Homelessness Fund and Continuation of Rest Program;
Presentation to Tiburon Town Council, May 20, 2015.
Dear Mayor Doyle and Members of the Tiburon Town Council,
We are writing in support of the proposal on tonight's agenda to create a Community
Homelessness Fund, partly funded by annual contributions from all the cities and towns of Marin
County, in order to expand the current Rotating Emergency Shelter Team program, known as
"REST."
Marin County currently has approximately 933 homeless individuals living within its
borders. Many are veterans, families with children, and victims of domestic violence. The REST
program, which has been operating in Synagogues and Churches for a number of years to house
and feed up to 40 homeless men and 20 women each night during the winter months, is a vital
part of the critical safety net for homeless people in Marin County. With additional funding, the
program could be expanded to house this homeless population for a longer period of time and to
begin to develop more extensive services to assist these individuals in need.
Both our faith and basic decency teach that all human beings should be provided with
some form of shelter, if they otherwise cannot afford it, because every person possesses an equal
and inalienable dignity. Within the Judaeo-Christian tradition, which most of us share, the poor
and the marginalized have always been of special concern, and simple love of neighbor demands
that shelter be provided for the homeless.
Accordingly, we urge the Town Council to approve a three-year funding cycle and
appropriate funds to assist in creating the proposed Community Homeless Fund and to support
the continued efforts of the REST Program in Marin County.

Dear Tiburon Town Council,
We are sorry that we are unable to attend the Tiburon Town Council meeting this evening
due to prior commitments. However, we want to add our voices to the call for Tiburon's
support of MCCMC subcommittee on homelessness. On behalf of Congregation Kol Shofar,
we urge the town of Tiburon to join the nine towns in Marin County who have already done
the right thing and stepped up to contribute financially to our community wide effort to
provide emergency shelter.
The Torah commands us to leave the corner of our field for the poor and the stranger
(Leviticus 23:22) and that there shall be no needy among us (Deuteronomy 15:4). Itis our
religious and ethical obligation to care for poor and vulnerable in our community. It is our
religious and ethical obligation to give from the abundance with which we a blessed. The
wisdom of Judaism and of all our great spiritual traditions teaches us that it is a duty
incumbent upon those of us who are fortunate to give back and to care for those in need.
We urge the town of Tiburon, this beautiful place of such abundance and resources, to heed
the call and to join in this Marin wide effort by accepting the MCCMC homelessness
proposal.

Resignation of Town Historian, Branwell Fanning
Town Historian Branwell Fanning has contacted the Town to inform us of his imminent
retirement. Bran was appointed by the Town Council to the position of Town Historian in August
of 1999. He and his wife recently moved out of town and he is now ready to pass the baton to
someone new.
As you know, Bran served on the Town Council for two terms, from 1966 until 1974. He
was the second person to be appointed to the position of Town Historian, Louise Teather being
the first.
Bran has remained involved in community affairs and has provided a number of excellent
articles about the Town's history to the Town newsletter. He is also the author of a book about
Tiburon's history.
A celebration and acknowledgement for Bran is being scheduled in June, as will
interviews for his replacement.

I want to reach out to you and your community to remind you that Corte
Madera's Annual Senior Information Fair is coming up soon. On
Thursday, May 28, between 2 and 4 p.m. at the Corte Madera
Community Center, 498 Tamalpais Drive, dozens of agencies, service
providers and vendors who specialize in assisting older adults will offer
valuable information and help to this rapidly growing segment of our
population. A representative from The Village will also be present to
inform those attending of current job opportunities. Drinks and snacks
will be provided and admission is free.
You may already be familiar with the global Age -Friendly movement
organized by the World Health Organization. I have been very involved
with the Age -Friendly Corte Madera task force, which has increased our
Town Council's focus on the needs of our aging adults. Requested
improvements have already begun, which were based on findings from a
survey sent to over 2000 Town residents 60 and over.
I hope you will utilize whatever means are available to reach out to the
relevant agencies, organizations and constituents in your locality to help
ensure that your seniors are aware of this enlightening opportunity.

SUBJECT: Countywide Water Municipal Service Review:
Public Review on Draft Profiles on East Marin Agencies

The Marin Local Agency Formation Commission (LAFCO) welcomes interested parties to
review and comment on the preparation of individual agency profiles serving East
Marin. These profiles are part of Marin LAFCO's countywide municipal service
review study on retail water service and cover Marin Municipal Water District and
North Marin Water District. The underlying aim of the study is to produce an
independent assessment of water service in Marin County over the next 10 years
relative to Marin LAFCO's regional growth management duties with particular focus on
potable retail services. This includes addressing the current and future relationship
between supply and demand in accommodating existing and projected growth with the
agency profiles serving as the primary source documents. Information generated as
part of the study will be directly used by Marin LAFCO in (a) guiding subsequent
sphere updates, (b) informing future boundary changes, and (c) engendering possible
government reorganizations
Copies of the draft profiles on the East Marin agencies along with associated
documents are available for viewing by visiting www.marinlafco.org and clicking on the
"special studies" tab. Hard copies are also available by contacting Marin LAFCO staff.
All interested parties - affected agencies and the general public -- are invited to review
the draft profiles on the East Marin agencies and provide written comments to Marin
LAFCO either by regular or electronic mail with the latter directed to Keene Simonds at
ksimondsla mainlafco.org. Written comments will be accepted for inclusion into
updated profiles for the next 60 days through Friday, July 17th. The updated profiles
are tentatively scheduled to be presented as part of a final report on the study for a
first -reading at Marin LAFCO's August 13th regular meeting.

Homeward Bound of Marin is writing to offer support for the Community Homeless Fund initiative that's
being presented to your City Council.
It is greatly encouraging to see the cities and towns of Marin County take such a collaborative approach
towards addressing the complex and troubling societal issue of homelessness. We applaud this effort
and give kudos to San Rafael city councilmember, Kate Colin, and Novato city councilmember, Eric
Lucan, for leading this charge.
The REST program is an important supplement to the existing shelter services offered in Marin County in
the cold winter months. The participation of local congregations for the REST program model is an
accepted model across the country when the inclement weather arrives. This model works here in
Marin and we applaud the congregants from many faiths who volunteer to provide nourishment and
friendship to our unhoused neighbors.
However, it is our opinion that resources and political will would best be served in creating more
housing opportunities. Homeward Bound's experience from operating 5 shelter programs and 10
supportive housing programs for homeless families and adults in Marin is that more housing will provide
real solutions for people who are homeless on our streets.
In the interim, and during our coldest months, it is appropriate to have an extension of the sheltering
services already provided in the county. As such, we encourage you to support the Community
Homeless Fund.

Dear Council Members:
I write to you today to ask for your participation in the Marin County Community Homeless Fund.
This winter the REST program ensured that 294 men and 102 women were not sleeping in the streets,
parks and hillsides of Marin County, but instead were part of a program that helps these individuals stay
safe, stay out of our hospitals and jails, and work to improve their lives. This winter, thanks to the REST
program, 27 people were assisted to find permanent housing within Marin and out -of -county, too.
In the seven years since the inception of this program, we have had extremely positive feedback in all of
the neighborhoods in which we run REST. We are delighted that the city councils of Corte Madera and
San Anselmo have already approved participation in the Community Homeless Fund. We believe that
this fund highlights the fact that homelessness is a community -wide issue. We think that this is an
important step in the right direction, and we ask for your "yes" vote tonight.
