Review and consider available September dates for Cedars of Marin reception. Currently, the reception for Susan Katz (upper gallery) and Cedars of Marin (lower gallery) are scheduled for the same evening, at 6:00 pm on Tuesday, September 9. MOTION: To keep the reception date of September 9 for Cedars of Marin and have Chair Gupta reach out to Susan Katz to change her reception date; if unable to move the date, having a double reception would be approved by the Commission. Cedars of Marin is scheduled to exhibit September and October, and the Landmarks Society has requested December and January, so November is currently available. MOTION: To invite past Artist Laureate and longtime Heritage & Arts Commissioner, Jaleh Etemad, to host an exhibition and book launch during the month of November in the lower gallery. MOTION: To allow the Ad Hoc committee (Gupta, Etemad, Fong) to work with the artist to refine the proposal, theme, and content and to identify desired locations, to present at the next regular meeting of the Heritage & Arts Commission on August 26, 2025. Additionally, the Commission will invite the public to submit public comments for consideration. The event featured Tiburon residents Eddie Madril and Sara Madril (Pasquale Yaqui Nation), members of the Sewam American Indian Dance troupe, as well as representatives from the Coast Miwok and other Indigenous artists and musicians. The event was attended by nearly 150 community members. The total cost of the event was $12,001.29, exceeding the authorized budget by $1,001.29. RECOMMENDED ACTION(S) 1.Consider authorizing a budget amendment of $1,002 from the H&A GeneralOperating Fund (101) to cover the overage and ensure all event expenses are fullypaid. With the approved $4,000 for the Native Arts & Cultural Event and the additional $1,002 requested for the overage, the remaining operating budget would be $8,632.76. The Commission also maintains a Special Projects Fund, which receives commissions and donations from art exhibitions and other special events. The current balance of this fund is $10,270.42. CLIMATE IMPACT Staff has determined this action will have no significant impact on the Town’s contribution to global climate change. ENVIRONMENTAL REVIEW Staff has preliminarily determined that adoption of this item is statutorily exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15378 of the CEQA Guidelines in that it does not constitute a project under CEQA, and if it were found to constitute a project, it would be exempt pursuant to the general rule set forth in CEQA Guidelines Section 15061 (b)(3). RECOMMENDATION Staff recommends that the Heritage & Arts Commission authorize a budget amendment of $1,002 from the general operating budget (101) to cover the overage for the Native Arts & Cultural Event. This amendment would ensure full payment of event expenses and accurately reflect the costs associated with this successful community program for future event planning. These signs, displaying uplifting messages like “You Are Enough” and “Dream,” are designed to inspire reflection and connection for residents and visitors. The installation, building on the Commission’s previous work with Mr. Froschauer, is estimated to cost $15,000–$25,000. During a site visit on August 20, the artist and Chair Gupta identified potential locations including Blackie’s Pasture, Knoll Park, Cypress Hollow Park, Belveron Mini Park, Teather Park, and Zelinsky Park. BACKGROUND The Heritage & Arts Commission has been in communication with artist Scott Froschauer for a potential one-year temporary public art installation featuring 10–20 artistic street signs placed discreetly throughout Tiburon’s parks and open spaces. Unlike standard traffic signs, these works display inspirational and uplifting messages such as “You Are Enough” and “Dream.” The signs are intended to spark moments of connection and reflection, inviting residents and visitors to pause, interact, and share their experiences. To prevent any confusion for motorists, the signs would not be installed within view of vehicle traffic. This project builds on the Commission’s previous collaboration with Mr. Froschauer and reflects the Commission’s mission to provide engaging and exciting public art on the Tiburon Peninsula. The cost of the installation will range from $15,000–$25,000, depending on the final number of signs selected.
