Consider requesting additional proposals and suggestions from the community and local artists for a temporary public art installation in town. MOTION: To allow the Ad Hoc committee (Gupta, Etemad, Fong) to work with the artist to refine the proposal, theme, and content and to identify desired locations, to present at the next regular meeting of the Heritage & Arts Commission on August 26, 2025. Additionally, the Commission will invite the public to submit public comments for consideration.

SUMMARY The Heritage & Arts Commission hosted the Native Arts & Cultural Event on Sunday, August 17, 2025, celebrating the rich Indigenous cultures of the Bay Area with storytelling, dance, music, art, food, and hands-on activities. The event featured Tiburon residents Eddie Madril and Sara Madril
(Pasquale Yaqui Nation), members of the Sewam American Indian Dance troupe, as well as representatives from the Coast Miwok and other Indigenous artists and musicians. The event was attended by nearly 150 community members. The total cost of the event was $12,001.29, exceeding the authorized budget by $1,001.29.
RECOMMENDED ACTION(S)
1.Consider authorizing a budget amendment of $1,002 from the H&A GeneralOperating Fund (101) to cover the overage and ensure all event expenses are fullypaid.
BACKGROUND
On Sunday, August 17, 2025, the Town of Tiburon’s Heritage & Arts Commission hosted the
inaugural Native Arts & Cultural Event, a celebration of Indigenous cultures in the Bay Area. The event featured storytelling, dance, music, art, food, and hands-on activities, highlighting the traditions and contributions of Native peoples. Participants included Tiburon residents Eddie Madril, Sara Moncada Madril, and Ellie Madril (Pasquale Yaqui Nation), the Sewam American
Indian Dance troupe, as well as representatives from the Coast Miwok and other Indigenous artists and
musicians. The event attracted nearly 150 attendees and was widely regarded as very successful for its first year.

The Heritage & Arts Commission has an operating budget of $15,000 for FY25-26, of which $1,362.24 has been spent to date. With the approved $4,000 for the Native Arts & Cultural Event and the additional $1,002 requested for the overage, the remaining operating budget would be $8,632.76.
The Commission also maintains a Special Projects Fund, which receives commissions and donations from art exhibitions and other special events. The current balance of this fund is $10,270.42.
CLIMATE IMPACT Staff has determined this action will have no significant impact on the Town’s contribution to global climate change.
ENVIRONMENTAL REVIEW Staff has preliminarily determined that adoption of this item is statutorily exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15378 of
the CEQA Guidelines in that it does not constitute a project under CEQA, and if it were found to
constitute a project, it would be exempt pursuant to the general rule set forth in CEQA Guidelines Section 15061 (b)(3). RECOMMENDATION
Staff recommends that the Heritage & Arts Commission authorize a budget amendment of $1,002 from the general operating budget (101) to cover the overage for the Native Arts & Cultural Event. This amendment would ensure full payment of event expenses and accurately reflect the costs associated with this successful community program for future event planning.

Subject: Scott Froschauer Public Art Proposal
SUMMARY The Heritage & Arts Commission is exploring a temporary, one-year public art installation by Scott Froschauer featuring 10–20 artistic street signs throughout Tiburon’s parks and open spaces. These signs, displaying uplifting messages like “You Are Enough” and “Dream,” are designed to inspire
reflection and connection for residents and visitors. The installation, building on the Commission’s previous work with Mr. Froschauer, is estimated to cost $15,000–$25,000. During a site visit on August 20, the artist and Chair Gupta identified potential locations including Blackie’s Pasture, Knoll Park, Cypress Hollow Park, Belveron Mini Park, Teather Park, and Zelinsky Park. Mr. Froschauer is considering a cluster of signs at Zelinsky Park with additional discreet placements at other sites. If the Commission recommends moving forward, he will refine and present an updated proposal for review by the Commission, followed by the Parks, Open Space and Trails
Commission, and ultimately the Town Council for final approval. RECOMMENDED ACTION(S) 1. Consider asking the artist to create an updated proposal defining sign options and locations that suit the unique landscape of Tiburon, or 2. Consider exploring alternative proposals from other artists.
BACKGROUND The Heritage & Arts Commission has been in communication with artist Scott Froschauer for a potential one-year temporary public art installation featuring 10–20 artistic street signs placed
discreetly throughout Tiburon’s parks and open spaces. Unlike standard traffic signs, these works
display inspirational and uplifting messages such as “You Are Enough” and “Dream.” The signs are intended to spark moments of connection and reflection, inviting residents and visitors to pause, interact, and share their experiences. To prevent any confusion for motorists, the
signs would not be installed within view of vehicle traffic.
This project builds on the Commission’s previous collaboration with Mr. Froschauer and reflects the Commission’s mission to provide engaging and exciting public art on the Tiburon Peninsula. The cost of the installation will range from $15,000–$25,000, depending on the final number of
signs selected.

The artist visited Tiburon on Wednesday, August 20 and conducted a site visit with Chair Gupta.
Together, they identified several potential installation locations, including:
• Blackie’s Pasture
• South of Knoll Park
• Cypress Hollow Park
• Belveron Mini Park
• Teather Park
• Zelinsky Park
The artist is currently considering a clustered arrangement of signs at Zelinsky Park, complemented by discreetly placed individual signs at Cypress Hollow Park, Teather Park, and possibly at Blackie’s Pasture and South of Knoll Park.
If recommended by the Heritage & Arts Commission, the artist would refine and present an
updated proposal to suggest signs and placement to honor the unique nature and landscape of the town. This proposal would then be reviewed by the Heritage & Arts Commission at a future meeting
and if approved, would advance to the Parks, Open Space and Trails Commission (POST) and
subsequently to the Town Council for final approval. FINANCIAL IMPACT
The Heritage & Arts Commission maintains a Public Art Fund, which currently has just over
$54,000 in it. The budget for this project is within this amount. CLIMATE IMPACT
