ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Nikfar, Ryan, Thier, Welner ABSENT: COUNCILMEMBERS: None PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Director of Community Development Tasini, Associate Planner Bonifacio, Sustainability Coordinator Ledwith, Engineering Manager Eshoo, Town Clerk Dilena ORAL COMMUNICATIONS Dr. John Ma thanked the Council for its leadership in adopting the electric bicycle safety ordinance. Holli Thier announced an upcoming forum with Caltrans to discuss Tiburon Boulevard projects. Jonathan Taylor asked for an update on the traffic study and suggested Tiburon do a town-wide evacuation drill. CONSENT CALENDAR CC-1. Municipal Code Amendments - Adopt ordinance making amendments to Chapter 23 (Motor Vehicles and Traffic) that would implement provisions of AB 1778, including additional restrictions related to Class 2 electric bicycles (Office of the Town Manager) CC-2. Cypress Hollow Landscape & Lighting District – Adopt resolution that would order the annual Engineer’s Report (Department of Public Works) CC-3. Military Equipment –Adopt annual inventory and report, as required by the Tiburon Municipal Code (Police Department) CC-4. Personnel Rules & Regulations – Adopt resolution amending Personnel Rules & Regulations and authorizing Tiburon Police Association Side Letter approving Temporary Upgrade Incentive Program (Department of Administrative Services) CC-5. Award Bid – Authorize the Town Manager to award the contract of the 2024 Storm Drain Rehabilitation Project to FJ&I Engineering in the amount of $357,285 and authorize the Town Manager to approve construction change orders up to 10% of the contract amount, and authorize the Town Manager to approve the Construction Management Services Contract with Coastland Engineers in the amount of $72,275 (Department of Public Works) Docusign Envelope ID: 62146316-4F2A-44CD-8AC1-833287A5FE6D Page 2 of 5 Tiburon Town Council Minutes #07-2025 May 21, 2025 CC-6. Award Bid – Authorize the Town Manager to award the contract for design services for a large trash capture device to Schaaf & Wheeler Consulting Civil Engineers in the amount of $127,068 (Department of Public Works) CC-7. Resolution – Adopt resolution declaring June 6, 2025 National Gun Violence Awareness Day and Wear Orange Weekend (Office of the Town Manager) CC-8. Pride Flag – Adopt resolution declaring June 2025 as Lesbian, Gay, Bisexual, Transgender, Queer+ Pride Month in Tiburon and authorize the Rainbow Pride Flag to be flown on Town flagpoles during the month of June (Office of the Town Manager) CC-9. CalFire Agreement – Adopt resolution authorizing the execution of a two-year agreement with Cal Fire to provide fire protection services on Angel Island (Office of the Town Manager) MOTION: To adopt Consent Calendar Items no. 1-9, as written. Moved: Nikfar, seconded by Fredericks VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner PRESENTATIONS P-1. Climate Action Plan – Receive annual report on Climate Action Plan (Sustainability Coordinator Ledwith) Public comment was received by: • Liz Judge spoke in support of the Climate Action Plan. • Bill Lindquist spoke about worsening traffic density on Tiburon Boulevard. • Chuck Hornbrook spoke in support of the Climate Action Plan and in support of funding a Sustainability Coordinator position. • Chelsea would like to see Tiburon lead by example with its climate actions and requested the yellow bus program lease an electric bus. • Peter Brooks wondered how to incentivize neighbors to hire workers together so they could carpool instead of individually. • Sanna Thomas spoke in support of the Climate Action Plan and hoped this would be an annual report to the Town Council. No action taken. ACTION ITEMS AI-1. Diversity Inclusion Task Force Events – Consider approval of: a. Juneteenth 2025 – Funding request and possible budget amendment in the amount of $14,726 & Lower Main Street Closure on 6/22/25 b. Native American Art & Culture Event (in collaboration with the Heritage & Arts Commission) – Funding request and possible budget amendment in the amount of $6,000 c. Nowruz 2025 – Funding request and possible budget amendment in the amount of $581 MOTION: To authorize: Docusign Envelope ID: 62146316-4F2A-44CD-8AC1-833287A5FE6D Page 3 of 5 Tiburon Town Council Minutes #07-2025 May 21, 2025 a) Juneteenth 2025 – a budget amendment in the amount of $13,497 to fund the event and the closure of Lower Main Street on 6/22/2025; and b) Native American Art & Culture Event – a budget amendment in the amount of $6,000 to fund the event; and c) Nowruz 2025 – a budget amendment in the amount of $581 to fund leftover expenses from the event. Parks, Open Space & Trails Commission - Consider recommendation by POST Commission to prioritize the RBSD pond site for development and to hire a landscape designer to work with staff on future development of the site (POST Commission) Public comment was received by: • Harrison spoke in support of a basketball court, volleyball courts, and shaded seating areas at Blackie’s Pasture. • Hannah spoke in support of shaded seating areas next to a basketball court at Blackie’s Pasture. • Maya spoke in support of shaded seating areas next to a basketball court at Blackie’s Pasture. • Evangeline spoke in support of a basketball court at Blackie’s Pasture. • Max • Levi spoke in support of a basketball court at Blackie’s Pasture. • Linda spoke in support of basketball courts, sand volleyball courts, and shaded seating areas at Blackie’s Pasture. • Michael Richman expressed concern about the noise impacts and eliminating portions of the path. • Jenna McKnight spoke in support of the Parks, Open Space & Trails Commission’s proposal. • Chuck Hornbrook expressed gratitude for the Parks, Open Space & Trails Commission volunteer subcommittee’s work on this project. • Another resident noted that many are thankful to the subcommittee’s work on developing a low impact plan but said the community does not seem to be unified on what types of amenities will be placed on the land. • Evan Siegel said the Council should listen to what the community wants and wanted to see progress made. • Beth Mix spoke in support of the Parks, Open Space & Trails Commission’s proposal and wanted to see progress made. • Mike Shepard spoke in support of the Parks, Open Space & Trails Commission’s work on the master plan process and the Commission’s ideas. MOTION: To prioritize the prior Richardson Bay Sanitation District pond site for development and to hire a landscape designer to work with staff on future development of the site. Moved: Nikfar, seconded by Thier VOTE: AYES: Nikfar, Ryan, Thier, Welner ABSTAIN: Fredericks The Council went into a 5-minute recess at 10:09 p.m. and resumed the meeting at 10:15 p.m. AI-3.
