TOWN COUNCIL REGULAR MEETING MINUTES Mayor Thier called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, June 4, 2025, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. Engineering Manager Eshoo, Town Clerk Dilena ORAL COMMUNICATIONS None. CONSENT CALENDAR CC-1. Town Council Minutes – Adopt minutes for March 19, 2025 Town Council meeting (Office of the Town Clerk) CC-2. Cypress Hollow Landscape & Lighting District (LLD) – Adopt resolution that would approve the annual Engineer’s Report and declare intent to levy and collect assessments within the Landscape and Lighting District in the Cypress Hollow subdivision and setting a time and place for the required public hearing (Department of Public Works) CC-3. Road Maintenance and Rehabilitation Account (RMRA) – Adopt resolution to allocate SB1
funds from FY 2025-26 to the FY 2026-27 Capital Improvement Plan budget to fund construction of the 2027 Street Paving Project (Department of Public Works) CC-4. Amendments to Professional Services Agreements – Consider amendments to Professional Services Agreements with Regional Government Services and Muchmore than Consulting (Department of Administrative Services) CC-5. Landmarks Appeal – Adopt a resolution memorializing Council decision from May 21 meeting (Community Development Department) CC-6. Jewish American Month Resolution – Adopt a resolution recognizing May 2025 as Jewish American Heritage Month in the Town of Tiburon Mark Freiberg requested Consent Calendar Item No. 5 be continued to the next meeting. MOTION: To continue Consent Calendar Item No. CC-5 to the next Town Council meeting. Fiscal Year 2025-26 Municipal Budget and Capital Improvement Program – Introduction of Fiscal Year 2025-26 Municipal Budget and Capital Improvement Program (Office of the Town Manager)
Public comment was received by:
• Jenna McKnight was disappointed in the amount of funding allocated for park amenities and encouraged the Council to increase funding.
• Chuck Hornbrook spoke in favor of including specific line items in the budget to show intent to fund park amenities.
• Sarah Reed spoke in favor of increasing the parks allocation in the budget.
• Beth Mix spoke in favor of increasing the parks allocation in the budget.
• Nicole Voss spoke in favor of increasing the parks allocation in the budget.
• Linda spoke in favor of increasing the parks allocation in the budget.
• Kim Liddell spoke in favor of increasing the parks allocation in the budget.
• Emily Chiswick-Patterson spoke in favor of increasing the parks allocation in the budget.
• Lina Godfrey spoke in favor of increasing the parks allocation in the budget.
• Stewart Hindley requested the Council take action on a kayak/SUP launch and said it would be
great to see line items in the budget to show intent. The Council directed staff to amend the Preliminary Budget to move $500,000 from the General Fund to
the Park Development & ORT Discretionary Set Aside account. Item continued to June 18, 2025.
PH-2. 4 Owlswood Road – Consider appeal of Design Review Board’s approval of Site Plan and

Public comment was received by:
• Charlie Morris opposed the alternative plan submitted by the appellants. MOTION: To grant the appeal, deny the application, and direct staff to return to the Council with an appropriate resolution for adoption at the next Town Council meeting.

MOTION: To partially grant the appeal and require that the parties discuss the drawings presented, in addition to lowering the height of the garage roof so it changes pitch and does not block views. Town of Tiburon Annual Vacancy Report – Hold Public Hearing to present status of staff vacancies, in accordance with AB 2561 (Department of Administrative Services) MOTION: To accept the report. Moved: Thier, seconded by Fredericks VOTE: AYES: Fredericks, Nikfar, Ryan, Thier ABSENT: Welner PH-4. Local Responsibility Area Wildfire Maps – Hold Public Hearing and consider adoption of ordinance (Department of Administrative Services) MOTION: To introduce the ordinance, read by title only, and schedule for adoption at the next regular meeting.
