ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Nikfar, Ryan, Thier, Welner ABSENT: COUNCILMEMBERS: None PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Director of Community Development Tasini, Engineering Manager Eshoo, Town Clerk Dilena ORAL COMMUNICATIONS Sandy Darnell spoke of Marilyn Knight’s recent passing and her contributions to the Tiburon community. Hannah spoke in support of a basketball court at Blackie’s Pasture. CONSENT CALENDAR CC-1. Town Council Minutes – Adopt minutes for April 2, 2025 Town Council meeting (Office of the Town Clerk) CC-2. Fiscal Year 20205-2026 Municipal Budget & Capital Improvement Program – Adopt resolutions that would: a) approve the Fiscal Year 2025-26 Municipal Budget; b) approve the Fiscal Year 2025-26 Capital Improvement Program; c) approve the Gann appropriations limit for Fiscal Year 2025-26; d) amend management and unrepresented employee recognition and incentive compensation programs for Fiscal Year 2025-26 (Office of the Town Manager) CC-3. 841 Tiburon Boulevard – Adopt resolution memorializing Town Council decision on appeal related to the Conditional Use Permit at the Landmarks Art & Garden Center (Community Development Department) CC-4. 4 Owlswood Road – Adopt resolution memorializing Town Council decision on appeal related to Site Plan and Architectural Review at 4 Owlswood Road (Office of the Town Manager) CC-5. Tiburon Tourism Business Improvement District – Adopt resolution of intent to levy assessments for Fiscal Year 2025-26 (Office of the Town Manager) CC-6. Professional Services Agreements – Authorize the Town Manager to execute agreements with Regional Government Services, in an amount not to exceed $89,000, and Muchmore than Consulting, in an amount not to exceed $85,000, for Fiscal Year 2025-26 (Office of the Town Manager) MOTION: To adopt Consent Calendar Items No. 1-3 & 5-6, as written. Cypress Hollow Landscape & Lighting District – Conduct public hearing and consider adoption of a resolution that would confirm assessments and order the levy and collection of assessments within the district for Fiscal Year 2025-2026 (Department of Public Works) MOTION: To adopt the resolution confirming the assessments and ordering the levy and collection of assessments within the Cypress Hollow Landscape and Lighting District for the Fiscal Year 2025-26. Moved: Fredericks, seconded by Ryan VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner ACTION ITEMS AI-1. Caltrans SR-131 Pavement Project – Consider directing staff to submit a letter on behalf of the Town council related to the proposed project Public comment was received by: • Liz Webb, RUSD, spoke in favor of removing the bike lanes until student safety is addressed. • Sandy Dunhill spoke in favor of removing the bike lanes. • Bob McCaskill, Chair of the Yellow Bus JPA, said the bike lanes create conflict with the bus program and requested Caltrans defer adding bike lanes between Trestle Glen and Blackfield to address safety concerns. • Terri Calloway, Marin Bicycle Coalition, said the Council should not give up state funds coming into the community and said buses are required to accommodate bike lanes in California. • Margot supported the addition of bike lanes in the project. • Shelby Tsai, RUSD, spoke in favor of sending correspondence to Caltrans to advocate for bus stops first. • Pam Snellgrove spoke of a prior plan approved by the Town Council that indicated Tiburon Boulevard could not safely have a normal bike lane. • Jane Cooper questioned the need for bike lanes and said the Council should ensure that any bike lanes in Caltrans’ design are safe and that local agencies, like the bus program, are involved in the design. • Evan Siegel suggested the Council take a strong position to demand Caltrans accommodate safety interests. • Winnie Anderluh asked the Council to take a clear stance as representatives of the Town and advocated for no bike lanes between Trestle Glen and Blackfield. • Matthew Hartzell, WTB Tam, supported the Phase 1 improvements and the bike lanes, and said the evidence does not support the notion that bus stops will be removed. • Liz Bernstein spoke in support of bike safety improvements. Docusign Envelope ID: 62146316-4F2A-44CD-8AC1-833287A5FE6D Page 3 of 4 Tiburon Town Council Minutes #09-2025 June 18, 2025 • Tom Knauer said most bicyclists that regularly ride in Tiburon are not in favor of the proposed bike lanes; and that they are in favor of lanes between the 101-interchange and Blackfield Drive, but not between Blackfield Drive and Trestle Glen. • Skot spoke in support of the bike lanes and reducing cars on the road. • Tudor Jones said the agenda language is not specific enough for tonight’s meeting and that the public had not been adequately notified about a letter, and spoke about the safety issues on Greenwood Beach Road with bicyclists. • Dave and Andy said Greenwood Beach Road experiences a high volume of high-speed cyclists competing with school children and the elderly and hoped the bike lanes could be built to give high-speed cyclists a place to ride. • Emily Poplawski expressed concern about cyclists hitting kids with their bikes. • Mark Abramson asked the Council to support the bike lanes in their letter to Caltrans. MOTION: To create an ad hoc subcommittee to address the safety concerns of Greenwood Beach and Greenwood Cove residents and to work with Town staff, the Police Department, and residents to find solutions to the safety issues brought up during this process, and to appoint Councilmembers Isaac Nikfar and Jack Ryan to the subcommittee. Moved: Nikfar, seconded by Welner VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner MOTION: To send an information request to First Student regarding the safety concerns raised regarding bus stops on Tiburon Boulevard. Moved: Fredericks, seconded by Thier VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner MOTION: To adopt the language, as read into the record, and to incorporate into a letter to Caltrans from the Town Council. Moved: Welner, seconded by Fredericks VOTE: AYES: Fredericks, Nikfar, Welner NAYS: Ryan, Their AI-2. Parks Master Plan Implementation – Receive update from staff and POST subcommittee(s), and: 1. Consider directing staff to hire a landscape designer for Cypress Hollow, Bel Aire, and Belveron parks to develop an amenities plan with estimated costs and schedules using the parks strategic plan and POST collected data on priorities. 2. Receive update on ongoing efforts to identify a suitable site for SUP/kayak and provide feedback on information received. Public comment was received by: • Jenna McKnight supported the staff recommendation. • Nicole Voss supported the staff recommendation. • Emily Poplawski supported the staff recommendation. MOTION: To direct staff to hire a landscape designer for Cypress Hollow, Bel Aire, and Belveron neighborhood parks to develop an amenities plan with estimated costs and schedules using the parks strategic plan and POST-collected data on priorities.
