TOWN COUNCIL REGULAR MEETING MINUTES Mayor Thier called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, August 6, 2025, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. Jane Gould updated the Council on Marin County Commission on Aging activities and efforts. CONSENT CALENDAR CC-1. Town Council Minutes – Adopt minutes for the May 21, 2025 Town Council meeting (Office of the Town Clerk) CC-2. Town Council Minutes – Adopt minutes for the June 4, 2025 Town Council meeting (Office of the Town Clerk) CC-3. Town Council Minutes – Adopt minutes for the June 18, 2025 Town Council meeting (Office of the Town Clerk) CC-4. Resolution – Adopt resolution approving the application for and execution of up to $593,877 of
grant funds from the Ocean Protection Council to develop Tiburon’s Sea Level Rise Vulnerability Assessment and Adaptation Plan (Community Development Department) CC-5. Pay Schedule – Adopt a resolution authorizing the Town’s pay schedule, effective July 1, 2025 (Department of Administrative Services) MOTION: To adopt Consent Calendar Items No. 1-5, as written. Heritage & Arts Commission – Consider recommendation by the Heritage & Arts Commission to appoint an Artist Laureate for a 4-year term, and honor the new laureate with the ceremonial laurels

MOTION: To adopt the resolution appointing Christa Grenawalt to the position of Artist Laureate for a four-year term and to authorize the Town Manager to execute an agreement with
Ms. Grenawalt. Moved: Ryan, seconded by Thier VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner AI-2. Diversity Inclusion Task Force – Consider recommendation by the Diversity Inclusion Task Force that the Diwali event be relocated from Main Street to the Angel Island Tiburon Ferry MOTION: To authorize the venue change for the 2025 Diwali Celebration from Lower Main Street to the Angel Island Tiburon Ferry. Moved: Thier, seconded by Nikfar VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner PUBLIC HEARINGS PH-1. Tiburon Tourism Business Improvement District (TTBID) – Conduct public hearing to: a) consider any protests to continue TTBID assessments as set forth in Resolution No. 22-2025; b) consider adoption of a resolution to continue TTBID assessments as set forth in Resolution No.
22-2025 (Office of the Town Manager) MOTION: To adopt the resolution accepting and levying assessments for the Tiburon Tourism Business Improvement District for FY 2025-26. Moved: Thier, seconded by Nikfar VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner PH-2. Municipal Code Amendments – Hold public hearing and consider adoption of Municipal Code amendments to Chapter 14 (Subdivision of Land) and Chapter 16 (Zoning) that would implement regulations and provisions of SB9, including regulations on lot splits and two-unit housing developments (Community Development Department) – Introduction and first reading of ordinance MOTION: To introduce the ordinance, read by title only, as follows, a Town of Tiburon Town
Council ordinance for the repeal and replacement of Tiburon Municipal Code Sections 14-3, of Article IV, Chapter 14 (Subdivision of Land) and Section 16-77 (Two-Unit Developments) of Article 8, Chapter 16, Title IV, to waive further readings, and to
schedule the ordinance for adoption at the next regular Town Council meeting. Moved: Thier, seconded by Fredericks VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner PH-3. Municipal Code Amendments – Hold public hearing and consider adoption of Municipal Code amendments to Tiburon Municipal Code Chapter 13 (Building Regulations) to adopt updated Building Code Amendments Promoting Building and Vehicle Electrification in New or Remodeled Buildings (Community Development Department) – Introduction and first reading of ordinance MOTION: To introduce the ordinance, read by title only, as follows, a Town of Tiburon Town
Council ordinance for the repeal and replacement of Tiburon Municipal Code Section 13-4.3.1, 14-4.7.1, 13-4.9.1, and 13-4.11 of Title IV, Chapter 13 of the Tiburon Municipal Code by adopting local amendments to the 2022 California Building Standards Code, to

waive further readings, and to schedule the ordinance for adoption at the next regular Town Council meeting.
