I am a 25 year resident of Corte Madera/Tiburon and an avid user of the parks and trail

Hello! I’m applying for the vacant seat on the POST commission; I’m excited to get more
involved in our community and positively contribute to the future of Tiburon. Specifically:
(1) Desire to preserve and make the most out of our beautiful POSTs. My family moved
to Tiburon in Jan 2021. In our 3rd year, we only get increasingly amazed by its beautiful
surroundings. With children, ages 2 and 4, we frequent Blackie’s Pasture, McKegney
Green, South of the Knoll Playground, Belvedere Park, Ring Mountain to name a few. I
believe it’s important to preserve these amazing POSTs and to continue to use them to
bring our community together in a responsible way.
(2) Recognizing that POSTs belong to the community and the commission has a
responsibility to weigh the needs of our diverse stakeholders. I attended Sept
commission meeting and connected with Tim Burr to learn about the responsibilities.
There was a tree removal hearing with opposing sides. I’m energized by having to
navigate through these tough conversations; seeing if there are ways to add decision
principles, ensuring we get all the facts, and hearing all sides.
Professionally, I’ve been a product leader in high tech (Intuit, Faire) for the past ~8
years. Most recently at Faire, I’ve been responsible for managing a $600M annual GMV
business. My profession actively requires (1) deeply understanding a problem by
speaking to customers and collecting all facts (2) collaborating with a very diverse set of
stakeholders and (3) using rules to make decision (either the law or agreed principles). I
believe this experience will serve me well on the POST commission.
For 3 years, I was also on the Leadership Council for Upwardly Global, a NGO that
helps immigrants and refugees get back to work. This involved training individuals
(resume reviews, interview prep), building partnerships with coorperates, and
fundraising. This experience required working with different stakeholders and really
trying to deliver better outcomes for our community; I believe this will serve me well.

As a resident of Tiburon the past 14 years, and being an avid trail runner/urban explorer,
I know, use, and appreciate every trail, path, right of way across most of Tiburon, it’s
water fronts, and the simply spectacular views of every direction of the Bay Area. I
coached my children on McKegney Green, have used all the playgrounds, as well as
the bike path daily. I attended the Park & Rec workshop on Sept 11 and am inspired by
the engagement of many residents and town officials. Tiburon is one of the more
pedestrian and bike friendly towns in the Bay Area, and it could be a lot more so.
I believe Tiburon, could and be the most bike, pedestrian, & site-seeing friendly town in
the country, first and foremost for residents, but for all to enjoy.

I selected Parks, Open Space & Trails Commission because I am passionate about
improving shared community recreational spaces to make them more inclusive,
accessible, multi-generational, and thoughtfully designed. As a mother of a child with a
physical disability in a community with many inaccessible elements, I am acutely aware
of how uninclusive and inaccessible community features negatively impact individuals
as well as the community as a whole - serving as a point of division where they are
meant to serve as a place for gathering, recreation, and belonging. I hope to be able to
give unique input and insight into bettering our community parks, open space, and trails
for ALL community members, young and old, of all abilities and demographics.
I have become a well-researched, vocal advocate for inclusion and accessibility across
society since I became the mother of a child with a physical disability six years ago. This
most prominently includes community resources such as parks, playgrounds, and
recreational facilities, as well as schools. More often than not, my family experiences,
firsthand, exclusion from community resources due to lack of accessibility and a failure
to consider inclusion. I would love to be a part of making that change for current and
future generations. I am a Certified Inclusive Playground Designer by Playworld Inc. and
am knowledgeable about accessibility issues associated with a range of disabilities
(both visible and invisible) as well as ages that are necessary and important to consider
when building, improving upon, expanding, and updating community spaces meant to
facilitate and foster belonging and access across generations and segments of society.

I have been a resident for 6 years and frequently use the Town's parks, open spaces,
and trails. The natural and space resources we have as a Town are tremendous, and I
am particularly interested in helping us consider stewardship and improvement to our
outdoor assets as the Town works on the 2040 General Plan.
On a personal level, as noted above I frequently use and enjoy Tiburon's public
outdoor spaces. This has led to anecdotal and more formalized observations and
conversations with fellow citizens about our parks, open spaces, and trails, for users
across the age and physical ability spectrum, as well as decades-long residents to
newcomers.
Professionally, I have significant experience soliciting and facilitating multi-stakeholder
meetings, inputs, and evaluations. I am a committed volunteer with a track record of
working with community groups.
I would be pleased to expand on my interest and qualifications in conversation with the
Council.

I selected POST because I live near the Richardson Bay Lineal Park and am in it at
least once every day, and many times on most days, often covering the entire length
and width of the park, as well as its nooks and crannies. I believe I have a good sense
of how it is used and how it could be better used by more people. In addition, I found
that I enjoyed participating in the meeting at the Town Hall and in the walking tour of
the park, and that I also enjoyed interacting with the town's consultants, who seemed
helpful and knowledgable.
Other than the extensive opportunity to observe the park described in answer to the
first question and a few bits I recall from urban affairs and economic classes in college,
I do not claim any special qualifications or experiences in making decisions about
parks. What I can provide is the ability and willingness to be a good listener; to come
to issues with an open mind and to be willing to be persuaded by others; to discuss
issues in a collegial manner; to analyze issues, get to the bottom of them, and identify
the facts that need to be gathered and the judgments that need to be made to reach
the best decision; to help reach a consensus whenever possible; and to articulate and

I just saw an email saying there was a need for the Parks, Open Space & Trails
Commission. It also mentioned that Commission works on Pedestrian and Bicycle
safety. I care about all of these areas deeply, and actively encourage any Tiburon
residents and families I can to get out to our trails, parks, take walks, ride bikes, etc.
I currently serve on multiple boards and was on my first public board (local school
board) 25 years ago. I know many people in the town and have a collaborative style
working to create positive outcomes for the town. I also personally and am outdoor
enthusiasts and between myself and kids am actively surveying and checking in our
various parks, trails, open space, and paths, which we are very lucky to have.

BACKGROUND The United Against Hate Week campaign is a call for local civic action by the people in every Bay Area community to stop the hate and implicit bias that are a dangerous threat to the safety
and civility of our neighborhoods, towns and cities. The campaign was initially developed in
Berkeley in 2017 after the city experienced a series of violent protests. The campaign is strongly supported by Not In Our Town, a leading anti-hate organization that serves a network of hundreds of schools and communities across the country who stand against
bullying, hate and inequality and work to bridge differences, foster inclusion and build equity.
The non-profit organization is offering the use of their videos and information packets for groups, cities, and schools to utilize in the week-long anti-hate campaign. This year, the Town of Tiburon joins Not In Our Town and many other Marin jurisdictions, as well as other community partners across the Bay Area, in declaring the week of November 12-18, 2023 “United Against Hate
Week” in the Town of Tiburon.

Hello! I’m applying for the vacant seat on the POST commission; I’m excited to get more
involved in our community and positively contribute to the future of Tiburon. Specifically:
(1) Desire to preserve and make the most out of our beautiful POSTs. My family moved
to Tiburon in Jan 2021. In our 3rd year, we only get increasingly amazed by its beautiful
surroundings. With children, ages 2 and 4, we frequent Blackie’s Pasture, McKegney
Green, South of the Knoll Playground, Belvedere Park, Ring Mountain to name a few. I
believe it’s important to preserve these amazing POSTs and to continue to use them to
bring our community together in a responsible way.
(2) Recognizing that POSTs belong to the community and the commission has a
responsibility to weigh the needs of our diverse stakeholders. I attended Sept
commission meeting and connected with Tim Burr to learn about the responsibilities.
There was a tree removal hearing with opposing sides. I’m energized by having to
navigate through these tough conversations; seeing if there are ways to add decision
principles, ensuring we get all the facts, and hearing all sides.
Professionally, I’ve been a product leader in high tech (Intuit, Faire) for the past ~8
years. Most recently at Faire, I’ve been responsible for managing a $600M annual GMV
business. My profession actively requires (1) deeply understanding a problem by
speaking to customers and collecting all facts (2) collaborating with a very diverse set of

As a resident of Tiburon the past 14 years, and being an avid trail runner/urban explorer,
I know, use, and appreciate every trail, path, right of way across most of Tiburon, it’s
water fronts, and the simply spectacular views of every direction of the Bay Area. I
coached my children on McKegney Green, have used all the playgrounds, as well as
the bike path daily. I attended the Park & Rec workshop on Sept 11 and am inspired by
the engagement of many residents and town officials. Tiburon is one of the more
pedestrian and bike friendly towns in the Bay Area, and it could be a lot more so.
I believe Tiburon, could and be the most bike, pedestrian, & site-seeing friendly town in
the country, first and foremost for residents, but for all to enjoy.

I selected Parks, Open Space & Trails Commission because I am passionate about
improving shared community recreational spaces to make them more inclusive,
accessible, multi-generational, and thoughtfully designed. As a mother of a child with a
physical disability in a community with many inaccessible elements, I am acutely aware
of how uninclusive and inaccessible community features negatively impact individuals
as well as the community as a whole - serving as a point of division where they are
meant to serve as a place for gathering, recreation, and belonging. I hope to be able to
give unique input and insight into bettering our community parks, open space, and trails
for ALL community members, young and old, of all abilities and demographics.
I have become a well-researched, vocal advocate for inclusion and accessibility across
society since I became the mother of a child with a physical disability six years ago. This
most prominently includes community resources such as parks, playgrounds, and
recreational facilities, as well as schools. More often than not, my family experiences,
firsthand, exclusion from community resources due to lack of accessibility and a failure
to consider inclusion. I would love to be a part of making that change for current and
future generations. I am a Certified Inclusive Playground Designer by Playworld Inc. and
am knowledgeable about accessibility issues associated with a range of disabilities
(both visible and invisible) as well as ages that are necessary and important to consider
when building, improving upon, expanding, and updating community spaces meant to
facilitate and foster belonging and access across generations and segments of society.

I have been a resident for 6 years and frequently use the Town's parks, open spaces,
and trails. The natural and space resources we have as a Town are tremendous, and I
am particularly interested in helping us consider stewardship and improvement to our
outdoor assets as the Town works on the 2040 General Plan.
On a personal level, as noted above I frequently use and enjoy Tiburon's public
outdoor spaces. This has led to anecdotal and more formalized observations and
conversations with fellow citizens about our parks, open spaces, and trails, for users
across the age and physical ability spectrum, as well as decades-long residents to
newcomers.

What are your applicable qualifications and experiences?

I selected POST because I live near the Richardson Bay Lineal Park and am in it at
least once every day, and many times on most days, often covering the entire length
and width of the park, as well as its nooks and crannies. I believe I have a good sense
of how it is used and how it could be better used by more people. In addition, I found
that I enjoyed participating in the meeting at the Town Hall and in the walking tour of
the park, and that I also enjoyed interacting with the town's consultants, who seemed
helpful and knowledgable.
Other than the extensive opportunity to observe the park described in answer to the
first question and a few bits I recall from urban affairs and economic classes in college,
I do not claim any special qualifications or experiences in making decisions about
parks. What I can provide is the ability and willingness to be a good listener; to come
to issues with an open mind and to be willing to be persuaded by others; to discuss
issues in a collegial manner; to analyze issues, get to the bottom of them, and identify
the facts that need to be gathered and the judgments that need to be made to reach
the best decision; to help reach a consensus whenever possible; and to articulate and
persuade people of the wisdom of a group's decision once it is reached.

I just saw an email saying there was a need for the Parks, Open Space & Trails
Commission. It also mentioned that Commission works on Pedestrian and Bicycle
safety. I care about all of these areas deeply, and actively encourage any Tiburon
residents and families I can to get out to our trails, parks, take walks, ride bikes, etc.
I currently serve on multiple boards and was on my first public board (local school
board) 25 years ago. I know many people in the town and have a collaborative style
working to create positive outcomes for the town. I also personally and am outdoor
enthusiasts and between myself and kids am actively surveying and checking in our
various parks, trails, open space, and paths, which we are very lucky to have.

SUMMARY The Council is considering authorizing one-time, non-pensionable cash retention incentive payments to all current Town employees. Under the proposal, employees who have worked for the Town for 12
months or more would receive $1,000.00 and employees who have worked for the Town for less than 12 months would receive $500.00. RECOMMENDED ACTION(S) 1. Adopt the attached resolution (Exhibit 1).
BACKGROUND
During the development of the Fiscal Year 2023-24 Town Budget, the Council Budget/Finance
Subcommittee (Mayor Ryan and Vice-Mayor Fredericks) began discussing the possibility of proposing a one-time, non-pensionable cash retention incentive payment to Town employees. The primary factors contributing to this discussion were as follows.
• Appreciation for the dedicated service of our employees to the Town, many of whom worked tirelessly through the COVID-19 pandemic to continue providing service to our residents.
• Recognition that Cost-of-Living salary increases in the past 3 years have been
significantly less than overall inflation.
• Desire to maximize retention of our current employees. Subsequent to the adoption of the FY23-24 Budget, the subcommittee met several times to further discuss the proposal. Based on these discussions, the subcommittee is asking the full
Council to consider the following proposal:
• Authorize a one-time, non-pensionable retention incentive payment of $1,000.00 to all current employees who have worked for the Town for 12 months or more.
• Authorize a one-time, non-pensionable retention incentive payment of $500.00 to all current employees who have worked for the Town for less than 12 months.

FINANCIAL IMPACT
If approved by Council, the cost of providing the payments would total approximately $38,000. Funding for this proposal was not included in the FY 23-24 Budget. If approved by Council, staff also requests Council approve a Fiscal Year 2023-24 Budget Amendment, increasing appropriations by $38,000.00. The source of funding for the amendment would be General Fund
Operating Reserves.
CLIMATE IMPACT Staff has determined this action will have no significant impact on the Town’s contribution to global climate change.

A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TIBURON AUTHORIZING A ONE-TIME NON-PENSIONABLE RETENTION INCENTIVE PAYMENT TO CURRENT TOWN OF TIBURON EMPLOYEES WHEREAS, the Town Council wishes to provide current Town employees with a one-time
retention incentive in recognition of their hard work and dedication over the last several years.
NOW, THEREFORE, BE IT RESOLVED, that the Town Council of the Town of Tiburon hereby approves:
1. A one-time, non-pensionable retention incentive payment in the amount of $1,000.00 to
all current employees who have worked for the Town for 12 months or more, as of
November 1, 2023; and 2. A one-time, non-pensionable retention incentive payment in the amount of $500.00 to all current employees who have worked for the Town for less than 12 months, as of November 1, 2023; and

SUMMARY The Council will review membership of the Parks & Recreation Master Plan Ad Hoc Subcommittee.
RECOMMENDED ACTION(S) 1. Make any desired updates to the ad hoc subcommittee.
BACKGROUND
Members of the Town Council are appointed to serve on a variety of local and regional boards and committees and as the Town representatives on a number of joint powers authorities. They also serve on Town standing and ad hoc committees to study issues or projects in town.
On October 4, 2023, the Council reviewed their list of appointments and made various updates following Councilmember Nikfar’s election to the Town Council. At the October 4 meeting, the Council considered adjusting the membership of the Parks and
Recreation Master Plan ad hoc subcommittee (currently made up of Mayor Ryan and
Councilmember Thier). The Council requested more time to think about it and to bring an item back for consideration at the next meeting. ANALYSIS
