RESOLUTION NO. 15 - 2015
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TIBURON APPROVING THE PLACEMENT OF A PLAQUE AT
THE LYFORD DRIVE PARKING LOT TO HONOR FORMER
MAYOR AND COUNCILMEMBER RICHARD B. COLLINS
WHEREAS, Richard B. Collins, affectionately known as "Dick" to all who knew him, served the
Town of Tiburon in many capacities as an appointed and elected official:
• Tiburon Design Review Board from 2001 to 2002
• Tiburon Planning Commission from 2002 to 2007
• Tiburon Town Council from 2007 to 2013; and
WHEREAS, Dick Collins was elected by his Town Council peers to serve as Mayor in 2010; and
WHEREAS, Dick Collins' untimely passing occurred while he was still in office, on May 8,
2013, at age 79, to the great sadness of his Town Hall colleagues and the community at large; and
WHEREAS, Dick Collins was an indefatigable member of the Town Council, carefully reading
every word of every contract, agreement, resolution and staff report that carne before him, often
participating behind the scenes with the Town Manager and the Town Attorney in the creation of
said documents; and
WHEREAS, Dick Collins was instrumental in the creation of Marin Clean Energy, having served
on its inaugural Board of Directors, and helping to guide the fledgling organization to early
success employing his extensive and incisive skill as an attorney and businessman; and
WHEREAS, Dick Collins proposed, and was an ardent and steadfast champion of, building a
parking lot along Tiburon Boulevard at the foot of Lyford Drive to make it safer, prettier and
more functional for parking cars than the dirt shoulder being used for that purpose; and
WHEREAS, Dick Collins was a beloved friend to the Town Council, Town staff and the
community, and was a person who treated everyone he encountered with dignity and kindness.
NOW, THEREFORE, BE IT RESOLVED that the Town of Tiburon does hereby wish to honor
the memory of Richard B. Collins by erecting a plaque at the Lyford Parking Lot. The Town
wishes to congratulate and thank him, posthumously, for his many wonderful contributions to the
Town, for his smart, amiable and loyal friendship, and for the seriousness with which he took his
charge as a Tiburon Town Councilmember. The Town of Tiburon is poorer for his absence.
PASSED AND ADOPTED at a regular meeting of the Town Council on May 20, 2015, by the
following vote:
