Appointments to Fill Vacancies on Town Boards, Commissions and
Committees

BACKGROUND
As reported at the June 3, 2015 regular meeting, there are currently three vacancies on the
Town's Heritage & Arts Commission. Two of the vacancies resulted from the resignations, in
March, of Commissioners Patti Pickett (who accepted a job with the Town) and Phillip Ramirez
(who decided not to seek another term). A third vacancy resulted from the recent resignation of
Sandra Chin due to other professional commitments.
Advertising for the first two vacancies resulted in two applicants --Victoria Fong and Kenna
Norris --who will be interviewed by the Council tonight. Ms. Fong previously served on the
Belvedere -Tiburon Library Agency Board and currently serves on the Library's art committee.
The second applicant, Kenna Norris, is herself an artist who has exhibited at Town Hall and was
interviewed for a vacancy last year. She continues to have an interest in the goals and mission of
the commission. The third vacancy is currently being advertised and the Town Clerk will
continue to receive applications until the position is filled.
RECOMMENDATION
Staff recommends that the Town Council:
1. Consider making appointments to the Commission tonight, to fill up to two of the three
vacancies; or
2. Continue the item and direct staff to continue to accept applications and schedule
interviews for the vacancies on the Heritage & Arts Commission at an upcoming Council
meeting.

HERITAGE & ARTS COMMISSION -
(Statutory Authority: Section 13B-2 of Tiburon Municipal Code)
Purpose:
The Heritage & Arts Commission works to preserve and protect those
buildings, sites, works of art and other objects which have special
historical, cultural or aesthetic character or interest to the Tiburon
Peninsula. Appointees serve staggered, four-year terms.
The Commission establishes educational programs and awards focusing on
the unique history of the area. The Commission works on special
community projects and events and is interested in planning events that
would provide a forum for local artists to showcase their work.
Qualifications: Town Council Resolution No. 31-2014 states that the commission shall be
comprised of nine (9) members whose qualifications shall be as follows:
Five (5) members must be residents of the Town of Tiburon;
Four (4) members may be residents of any part of the greater Tiburon
Peninsula (comprised of the Town of Tiburon, City of Belvedere, and any
unincorporated area including Paradise Drive and the Strawberry/Eagle
Rock/Bay Vista area).
Applicants shall have the interest, desire, and time available to help
promote projects related to the history and art of the Tiburon Peninsula. A
formal art/history background is preferred but not required.

The Town Council considers appointments to various Town boards,
commissions and committees throughout the year due to term expirations and
unforeseen vacancies. In an effort to broaden participation by local residents in
Tiburon's governmental process and activities, the Council needs to know your
interest in serving the Town in some capacity.
Please indicate your specific areas of interest and special skills or experience
which would be beneficial to the Town, by completing both pages of this form and
returning it to Town Hall, 1505 Tiburon Blvd, Tiburon CA 94920, or fax it to

Copies of the application will be forwarded to the Town Council and an
informal interview will be scheduled when a vacancy occurs. Your application will

To The Tiburon Town Council,
I would like to express my great interest in volunteering with the Tiburon Heritage & Arts Commission.
You may recall that I interviewed with you all for the position last year, and I am thrilled that there are
additional openings! I have discussed the commission with Joan, Diane and Patti and have a solid
understanding of the goals and responsibilities.
I have been a Tiburon resident for four years and have been very activity in the community. I love our
town and take pride in participating in activities that benefit it. I have two young boys and frequently
volunteer in their schools and with Bookmarks, supporting youth programs at the Tiburon library.
Additionally, I am the Del Mar Neighborhood Board Vice President- managing our median rejuvenation
fund-raising and implementation, annual association events, and recruitment on the board and
association. I have attached my resume listing my creative/advertising background, artist exhibitions
and volunteer work.
Since we met, I exhibited my collection of oil paintings, "By the Sea 1 Coastal Landscapes and Abstracts",
at Tiburon Town Hall. Being an artist and having shown my work at Tiburon Town Hall gives me special
insight into the artist recruitment and the receptions. I have attached a photo summary of my Town Hall
opening reception.

Subject: Request of Vice Mayor Tollini and Councilmember Fraser for the Town
Council to Consider Approval of and Funding for a New Downtown Event
Series, Tentatively Entitled "Summer Days an Main", on Four Successive
Wednesdays in July and August, 2015

BACKGROUND
Vice Mayor Tollini and Councilmember Fraser are interested in creating new downtown
activities to increase its appeal to residents and visitors. The objective is to stimulate downtown
vitality while creating occasions for residents to come together in an enjoyable, community
ambiance, much like that engendered by Friday Nights on Main over the years.
One possibility involves the periodic daytime closure of Main Street to accommodate outdoor
street dining and related activities. This was discussed briefly during the Town's budget
adoption process, and funds were included in the capital budget for a bollard system to enable
Main Street to be closed more often, more efficiently and more attractively to facilitate this
objective. Of particular interest is the notion of a mid-day closure to allow outdoor dining on
the sidewalks and the street, coupled with music for adults and some activities specifically
geared to children.
PROPOSAL
Vice Mayor Tollini and Councilmember Fraser asked that this idea of a mid-day closure be
placed on the Town Council agenda for discussion and direction, hence this report. In
particular, they are seeking concurrence on a program in which The Ranch staff, through
funding from the Town, would create a new series of Main Street closures entitled "Summer
Days on Main". The concept is to close Main Street from 10:00 a.m. to 2:00 p.m. on four
Wednesdays this summer (July 22 through August 12). The Vice Mayor and Councilmember

would like the Town to contribute to these events on a pilot -program basis, with the hope that
demonstrating the success of the concept will enable the event to be recreated in future years
with alternative sponsorship to defray most or all of the cost.
FINANCIAL IMPACT
The estimated cost of conducting four Wednesday closures, complete with music, children's
activities and validated parking, is $15,000. Councilmember Fraser and Vice Mayor Tollini
would like this funding, plus a contingency of $5,000, to be approved for this purpose. Funds
are available in the adopted budget if Council so wishes to allocate it.
RECOMMENDATION
Staff recommends the Town Council:
Discuss the concept of closing Main Street and funding Summer Days on Main for four
Wednesdays this summer, and provide direction to staff accordingly.
