RESOLUTION NO. 3225
A RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF TmURON
OPPOSING THE GOVERNMENT COST SAVINGS
AND TAXPAYER PROTECTION AMENDMENT
WHEREAS, under existing law, state and local agencies may provide professional
engineering, architectural, surveying, environmental or geologic services for their own projects
utilizing in-house staff or by contracting with private firms, the selection of such firms being on a
qualifications and cost basis; and
WHEREAS, under existing state law, local agencies maintain control of project budgets,
schedules, and work quality; and
WHEREAS, the proposed "Government Cost Savings and Taxpayer Protection
Amendment" would prohibit awarding contracts for such services on any project that involves
"State Funds," unless those services could be provided at "less cost" than the state civil service
employees; and
WHEREAS, the initiative would have a major economic impact on the local economy by
r' delaying the construction of critically needed local capital improvement projects such as public
sewer line replacement and pump station upgrading projects, street and utility repair, earthquake
repair, seismic upgrading, school construction, and other similar type project;
WHEREAS, local agencies would lose control and authority over local projects and be
obligated to transfer such authority to a state agency; and
WHEREAS, the initiative would necessitate a virtual state monopoly for such
professional services and create a huge governmental bureaucracy in direct competition with local
professional firms.
NOW, THEREFORE BE IT RESOLVED, that the Town Council of the Town of
Tiburon hereby opposes said initiative and urges constituents and other local governmental
agencies to likewise oppose the initiative.
