Dear ABAG Board Members, Delegates and Alternates,
I am pleased to report that today, Wednesday October 28, 2015, our ABAG Administrative Committee
and the MTC Commission voted unanimously to proceed with a study of a full comprehensive merger of
our two regional agencies. The original MTC proposal has been put on hold and all energies will be
dedicated to this effort. This is a major milestone in our regional planning efforts. I would like to thank
Supervisor Dave Cortese, Chair of MTC and ABAG Executive Board member, for leading this effort.
Key points from the resolutions:
• MTC shall provide the remaining six months of FY 2015-16 planning funds.
• MTC and ABAG shall retain a consultant to conduct a merger study and a merger implementation
plan of both agencies.
■The study will be directed by the Joint ABAG Administrative Committee and MTC Planning
Committee
• Original proposal to transfer ABAG planners to MTC is put on hold during the merger study
This means that the hard work begins today, discussing and'defining the relationship between the two
agencies in a collaborative, positive manner. We have many issues of governance, planning tasks, and
organization to define. We all need to be prepared for both challenges and opportunities that we will all
face during the next eight months. This process will require not only MTC and ABAG Boards but local
jurisdictions and stakeholders participation if we are to create an agency that can truly serve the Bay
Area.
Thank you for your engagement and contributions that allowed us to come to this point. Your letters,
statements and messages have created a strong voice on the value of local collaboration and dialogue.

Thank you for your shared interest to improve safety and traffic flow along Tiburon
Boulevard (State Route 131) in Strawberry and Tiburon. One idea with significant
benefits to travel along Tiburon Boulevard (SR 131) is to eliminate eastbound U-turns
every day, all day at the North Knoll/Tiburon Boulevard intersection. This is an
intersection that currently has collision rates that are substantially above the statewide
average. Caltrans has installed traffic operational measures to discourage left turns
from North Knoll onto Tiburon Blvd. (SR 31) which accounted for a high percentage of
the collisions. A Targe number of U-turns from eastbound SR131 also occur at the
intersection and elimination would help improve traffic safety at the intersection.
At Caltrans' request, Marin County staff noticed the adjacent property owners in the
vicinity of the intersection. One property owner responded in support of the proposed
U-turn restriction. The Tiburon Boulevard (SR 131) traffic Congestion Committee also
discussed the feasibility of U-turn prohibition at the North KnollfTiburon Boulevard
intersection, and there was openness to considering the proposal with several
representatives expressing support.
This letter confirms the County of Marin's support for the proposed U-turn restriction at
the North Knoll/Tiburon Boulevard (SR 131) intersection.

NOTICE OF PUBLIC HEARING
NOTE: This is not an agenda.
The agenda will be posted and available the Friday before the meeting.
NOTICE IS HEREBY GIVEN that on Tuesday, November 17, 2015 at 6:30 p.m., the Planning
Commission of the City of Belvedere will hold a regular meeting at 450 San Rafael Avenue, Belvedere,
California, to consider actions and reports including the following:
1. Design Review application to construct/install a new floating dock, gangway and three
(3) new pilings at 91 West Shore Road. The proposed gangway would connect proposed
floating dock to an existing steel pier. The Planning Commission will also consider adoption of
a Mitigated Negative Declaration for the project. Property Owner: Gardner Baldwin; Applicant:
David Holscher, Holscher Architecture.
2. Demolition Permit, Design Review and a Revocable License to allow the demolition of
an existing 2,425 square -foot single family home and construction of a new two-story 3,556
square -foot residence (1st floor would be 2,301 square feet and the 2nd floor would be 751
square feet) with new landscaping and site improvements at 26 Lagoon Road. Property Owner:
Advance Building Solutions; Applicant: Polsky Perlstein Architects.
3. Demolition Permit, Design Review, Variances, Exception to Total Floor Area, and
Revocable License to allow the demolition of an existing single family home with a second
dwelling unit, and construction of a new single -story residence with new landscaping and site
improvements at 2 Windward Road. The project includes a request for two Variances, one for
lot coverage and one for fence height. The project also includes a request for a Floor Area
Exception, Property Owners: Paul and Eleanor Stephens; Applicant: Paden Prichard, Paden
Prichard/Design. Item was continued by Planning Commission to address comments received at
the October 20, 2015 Planning Commission meeting.
NOTICE IS HEREBY FURTHER GIVEN that at the above time and place, all Letters received
will be noted, and all interested parties will be heard. Please note that if you challenge in court
any of the matters described above, you may be limited to raising only those issues you or
someone else raised at the public hearing described in this notice, or in written correspondence
delivered to the Planning Commission at, or prior to, the above -referenced public hearing
[Government Code Section 65009(b)(2)]. Correspondence will be received up to the start of the
meeting. Please submit any correspondence by November 10, 2015 for inclusion in the staff
report distributed to the Commission before the meeting. Items will not necessarily be heard in
the above order or, because of possible changes or extenuating conditions, be on the actual
