A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TIBURON
AUTHORIZING THE FILING OF AN APPLICATION FOR BICYCLE
TRANSPORTATION AUTHORITY PROGRAM FUNDING FOR THE TRESTLE
GLEN BIKEWAY PROJECT AND COMMITTING THE NECESSARY NON-
FEDERAL MATCH FOR THE PROJECT AND STATING THE ASSURANCE OF
THE TOWN OF TmURON TO COMPLETE THE PROJECT
WHEREAS, the Town of Tiburon has submitted an application for a Caltrans grant
from the 2005-2006 Bicycle Transportation Account Program for a project known as the
Trestle Glen Bikeway Project; and
WHEREAS, the purpose of said project is to build a half-mile-long, Class II
Bikeway along Trestle Glen Boulevard and link San Francisco Bay Trail segments where no
alternate Class II routes exist and reduce safety hazards for bicyclists commuting to work or
school; and
WHEREAS, the western end of the project, Blackie's Pasture, is the start of a two-
mile, Class I Bikeway that leads to three schools: Del Mar, Reed and St. Hilary's, and
Downtown destinations, including employment, shopping, services (the Library, Town Hall,
US Post Office), and transit (ferry to San Francisco, Golden Gate Transit buses); and
. ~ WHEREAS, this grant funding will cover an estimate of88 % of the engineering,
design and construction costs; and
WHERAS, the Town of Tiburon will participate in funding the remaining 12 %; and
WHEREAS, based on the Grant Application estimate of$515,000 and a proposed
monetary participation from The Town of Tiburon in a combination of a cash contribution, a
town contribution for street re-surfacing/striping; and a town In-Kind contribution
(administration, design/inspection) for a total amount of $72,900; and
WHEREAS, The Town ofTiburon Town Council adopted the proposed project on
the 18th day of the month ofJuly 2001; and
WHEREAS, the Bicycle Facilities Unit (BFU) approved said project on the 24th day
of the month of May, 2002; and
WHEREAS, the Tiburon Town Council adopted a Mitigated Negative Declaration
for the Project on the 18th day of the month of July 200 I pursuant to the California
Environmental Quality Act (CEQA); and
WHEREAS, the Trestle Glen Bikeway Project is included in the Proposed
Improvements and Actions of the Town ofTiburon Bicycle and Pedestrian Master Plan,
~. which was approved by the Tiburon Town Council on July 18,2001, the Metropolitan
Transportation Commission on October 5, 2001, and Caltrans on May 24,2002, and which
will be incorporated into the updated Town ofTiburon General Plan; and

WHEREAS, the conceptual plans for the Trestle Glen Bikeway Project were
approved by the Town Council on 7th day in the month of May, 2003.
NOW, THEREFORE, BE IT RESOLVED by Town Council of the Town of
Tiburon that the Town is authorized to execute and file an application for funding under the
Bikeway Transportation Authority (BTA) in the amount of$5l5,000 for the Trestle Glen
Bikeway Project; and
BE IT FURTHER RESOLVED that the Town Council of the Town of Tiburon by
adopting this resolution does hereby state that:
1.) the Town ofTiburon will provide up to $72,900 in matching funds; and
2.) that the "Trestle Glen Bikeway Project" is adopted by the Town Council; and
3.) the Town ofTiburon understands that the Bikeway Transportation Authority
(BTA) Program funding for the project is fixed at $515,000, and that any cost
increases must be funded by the Town of Tiburon from local matching funds,
and that the Town ofTiburon does not expect any cost increases to be funded
with Bikeway Transportation Authority Program funds; and
4.)
the Town of Tiburon is authorized to submit grant application for said
approved Trestle Glen Bikeway Project and Resolution to Caltrans by the
deadline of February 1,2005.
