Subjects: Blackie's Pasture Brigade Salmon Release
The Tiburon Peninsula Foundation has submitted an application to the Town for a Special
Event Permit (see attachment), on behalf of the Student Brigade, to conduct a salmon
fingerling release in the creek running through Blackie's Pasture on May 5,2007, As you
may recall, the Brigade conducted a similar release in 2005,
The Foundation has requested that the Town be a co-sponsor of this event, and provide
liability insurance for it, just as it did in 2005, The Town can provide this insurance at no
cost unless a claim is filed; we believe the liability exposure ofthis event is quite low,
Unless directed otherwise by the Town Council, it is my intention to provide Town
sponsorship and insurance coverage for this Foundation event. If any member of Council
disagrees with this approach I will not take this step and instead will advise the Foundation
they must appear before the Council (which they are prepared to do) to present their case,

Dear Chief Odetto,
I am the Department of Fish & Game Patrol Lieutenant for Marin and
Sonoma Counties. I have been following the environmental education program
that has been elllablishcd in the Town of Tiburon and I wish that other cities and
towns would follow your lead. It is imperative that our next generation understand
the importance of protecting our environment. I heard that the last time this fish
planting took place in Blackies Pasture it received a very good response from the
public. I anticipate the same response with the next planned fish release in May,
2007.
The Department would like to thank you and congratulate the Town of
Tiburon on your ambitious environmental education program. I want to asaure
you that I have been involved in the discussions on releasing salmon into the
creek at Blackies Pasture. I have worked with the Department biologist, Bill Cox,
in working out the details with the Casa Grande High School Salmon Project.
Mr. Cox is aware that the fish will be released into the creek and bay waters.
The one concern expl"9SBed by Mr. Cox is that, the water temperature at the
release site, be consistent with the water temperature found in the bay and at the
rearing facility. If the water temperatures are consistent, the salmon release Into
the creek at Blackles Pasture has the support and approval of our Departrrent.

Property Owners on the following streets:
Vistazo East, Reserva, Tower Point, Centro East, Solano (between Paradise
and Centro East), Spanish Trail, Vista Del Mar
Subject: Upper Streets - Wiring Phase of the new Utility Underground System
We have requested the utility companies to commence "wiring" (the installation of, . .
the electrical conductor wires) the streets above Paradise Drive on March 19th given
that the underground improvements on these streets are completed and almost all C
property owners have completed their private lateral installations.
If you are aware of other planned excavation for your property within the street
pavement area for new private sewer, water, or gas laterals, please expedite this
installation. The underground district improvements include the resurfacing of the
roadway, and the Town will not allow any trenching in the near future after the
resurfacing work is complete.
The wiring effort by the three utility companies will take up to five months, after
which the activation of your service connection onto the new underground system
will begin. The street light poles and luminaires will be installed and then tested at
the same time your service connections are tested and placed on the underground
system. Street surface restoration work and the removal of existing overhead wiring
and existing utility poles should commence soon after work is completed in the
street.
We anticipate all the work in the Lyford Cove Utility Underground Project to be
completed by February 2008. The Town's contractor, Maggiora & Ghilotti should
complete their street trenching work by this May. The maioritv of the remaining
work is to be done bv the three utilitv comoanies and this work is outside the control
of the Town.

At the beginning of the Lyford Cove undergrounding project the Town initially
planned to turn over the completed utility conduit system to the three utility . ..
companies for "wiring" (the installation of the electrical conductor wires) at the end
of the joint trench construction. However, we have requested the utility companies to
commence wiring the streets above Paradise Drive on March 191h given that the
underground improvements on these streets were completed first and, therefore,
property owners were better able to complete their private lateral installations.
The joint trench construction work on Paradise, the last street to be trenched, should
be completed prior to May of this year. We want to immediately move forward with
the wiring phase on the lower streets when the aforementioned trench work is
completed. In order to do this, we are asking for your cooperation to meet the
deadline of May I, 2007 to complete the underground installation of all vour private
propertv utilitv laterals.
The District contractor, Maggiora & Ghilotti, has the responsibility to install the
utility laterals to the property line; property owners are required to complete the
installation of the underground laterals to their property service panels. Any delay in
installation of private property utility laterals may delay the "turn over to utility
companies" date of May 151 and, therefore, delay project completion.

I. Public comment - No members of the public were present for comment.
II. Minutes: - The minutes for the special meeting held December 11,2006 approved as revised.
Motion - Riessen: Second - McCaskill: Vote 4-0,
III, Finance Reports: Mulder reviewed the December Cash Reports, He explained that if January and
February numbers are similar to last years operations for those two months that BTJR would be
looking at an estimated end of the Fiscal Year budget deficit of approximately $50,000. This is
slightly better than the $56,000 deficit that was presented in the projected hudget in Novemher.
IV. Information and Discussion Items
1. Presentation from Playsafe, LLC: Summer Camp I Program Marketing Study: Playsafe
consultants presented the results of the Summer Camp Marketing Study, Each section of the
report was presented including the background of the report, community and demographic
statistics, current programs, facilities and interest of users, competitor analysis, SWOT analysis,
gap analysis, forecast and recommendations. Playsafe estimated that BTJR was capturing up to
47% of the entire youth market on the peninsula, this is very high and doesn't show any
indications that BTJR should expect larger enrollment numbers, Muller clarified that some of
this enrollment represented repeat customers so that 47% figure is most likely high. Playsafe
recommended that BTJR focus on those summer camp experiences that are unique to local
resources and that represent the best of small town sense with high end quality, They
emphasized that marketing material should highlight the unique features of the peninsula. They
recommended creating a foundation to help support summer programs. They also recommended
recruiting school teachers to work summer camp programs, Playsafe expressed that they enjoyed
working on this study, wished BTJR best of luck in planning and implementing their summer
programs and expressed interest in Phase II which included a community recreation needs
assessment and proposal of an agency strategy that ensures financial sustainability. Riessen and
the committee thanked Playsafe for their work.
2. Summer Camp Plan Draft for 2007: Mulder presented a revised summer camp plan which
takes into account the recommendations of both the Playsafe study as well as recommendations
from Barbara Creamer's report, Mulder explained that summer programs will be downsized to
reflect the needs of the local market. Programs will emphasize camp experiences that are unique
to the Tiburon Peninsula, offer high quality camp experiences, while focusing on customer
service and parent confidence. Programs being offered include Angel Island Camp for ages 7 to
12, Paradises Park, for ages 5 to 8 and Camp Miwok for ages 3,5 to 5, The most popular

specialty camps from 2006 will also be offered but on a limited schedule, Mulder presented a
summer camp budget and narrative that outlined the revised summer camp plans, Staff are
already busy planning for camps and have just a couple of weeks to put the summer camp
brochure together,
3. FY 2007-08 Budget Draft: Mulder presented a draft of the Fiscal Year 2007-08 budget. He also
presented a draft of the detailed narrative which outlined each budget line item, Variances from
Fiscal Year 2006-07 budget include changes to personnel levels, academy supervision, workers
compensation, summer camps and summer youth, The committee discussed the budget and ask
for clarification on some of the accounts. Mulder plans to make revisions based on the
committee's feedback and will present a new draft at the next meeting in February. The draft of
the budget presented has a budget deficit of$II,225,
4. Workers Compensation Update: Mulder presented quote information from two separate
Workers Compensation providers, California Joint Powers Insurance Authority (CJPIA) and Park
and Recreation District Employee Compensation (P ARDEC), CJPIA requires BTJR to enroll in
both Liability and Workers Compensation insurance programs to be eligible, The quote given
from CJPIA is over $14,700 per year, The quote given from PARDEC was for $11,527,
McCaskill explained that he reviewed the quotes with Mulder and believes going with P ARDEC
is less expensive and makes more sense for BTJR as this time. Mulder will pursue P ARDEC for
workers compensation insurance, McCaskill suggested sending a letter to both the Town and
City informing them ofBTJR's intent to change workers compensation insurance providers,

meeting in February.

Subject: Proposed Negative Declaration (ND) for the replacement of its Mt.
Tiburon Water Storage Tank
COMMENT PERIOD:
This is to advise that Marin Municipal Water District (MMWD), acting as lead agency, has
prepared an Initial Study (IS) to: 1) identify potential environmental impacts that might
result from this proposed project; 2) determine whether any such environmental effects
can be mitigated to a level of insignificance in compliance with the California
Environmental Quality Act (CEQA) Guidelines; and 3) determine whether a Negative
Declaration is the appropriate level of CEQA review for the proposed project.
MMWD is forwarding the IS/Proposed ND to agencies and interested parties for review
and comment in compliance with the CEQA Guidelines, California Code of Regulations
(CCR), sections 15063(g) and 15071. As mandated by state law, the minimum public
review period for this document is 20 days, however, MMWD is circulating the ND for a
period of thirty days.
Prior to project approval, MMWD will consider all written comments regarding this
proposed ND that are received by 4:30 p,m. on March 19, 2007, as required in CEQA
Guidelines, California Code of Regulations, Section 15074(b).
The proposed ND and supporting studies are available for review at the office of MMWD.

TITLE AND DESCRIPTION: Mt. Tiburon Tank Construction Project.
A new 590,OOO-gallon welded steel tank would be added at the site of, and next to, an
existing 500,000-gallon welded steel tank built in 1967. The new tank would significantly
increase the water storage capacity for the upper level water service zones in the towns of
Tiburon and Belvedere, However, the storage capacity would still be less than the District's
water storage standard for this area, The existing tank serves 711 connections, and is the
key storage facility for its service area, . The existing tank measures 50 feet in diameter
and is nearly 37 feet high, The new tank would be the same height and 54 feet in
diameter.
LOCATION. The Mt. Tiburon Tank site is located at the terminal cul-de-sac of Mt. Tiburon
Road, a single-family residential area within the Town of Tiburon in Marin County. The
project area covers approximately 0.4 acre. All work would occur on property owned by
MMWD (APN 058-261-38), which is managed for water supply.
DETERMINATION. An Initial Study has been prepared by MMWD. On the basis of this
study it is determined that the proposed Mt. Tiburon Tank Construction Project will not
have a significant effect on the environment for the following reasons;
. The proposed project would involve the addition of a water storage tank to an
existing facility, The new tank would double the storage capacity of the site,
necessary to meet the fire and ASDC (Average Summer Daily Consumption)
demand flow rates required to serve the upper level service zones of Tiburon
and Belvedere, No other past or current projects in combination with the
proposed project would result in cumulative impacts to the environment.
. The proposed project would not adversely impact scenic vistas or the
aesthetic quality of the project area. The new storage tank would be located
on an existing tank lot and its top elevation would approximate the existing
tank. The new tank would be painted dark green to blend with the
surrounding landscape. The new tank would be screened from views of one
nearby residence. Views of the new tank from this property would be similar
to current views of the existing tank. Therefore, the new tank would be no
more visually obtrusive than the existing tank.
. There would be no air pollutant emissions associated with operation of the
proposed new storage tanks, Project construction would result in emissions
from construction equipment and fugitive dust from soil excavation, Best
Management Practices identified by the Bay Area Air Quality Management
District to control construction-related emissions have been incorporated into
the project. Project painting and sandblasting would be done within
containment to minimize fugitive emissions. Therefore, construction emissions
would have a less-than-significant impact,

. There are no federal- or state-listed rare, threatened or endangered species
present on the project site, No trees would be removed as a result of the
project. Construction of the proposed project would temporarily generate
exterior noise levels between 78 and 90 dBA Leq at the nearest residences to
the project site. This impact would be minimized by limiting construction to
between 8;00 a,m, to 5;00 p.m, on weekdays and ensuring that construction
equipment is fitted with appropriate noise abatement equipment.
. Between 20 and 66 truck trips (depending upon the truck size) would be
required to remove a maximum of 200 cubic yards of soil excavated from the
project site. The contractor would implement traffic control measures when
soil is being hauled offsite to avoid traffic impacts, Traffic safety control
measures would be implemented in accordance with the Work Area Traffic
Control Handbook published by the American Public Works Association,
The project area is not on any list of hazardous waste facilities, land designated as
hazardous waste property, and is not a hazardous waste disposal site or any other site
that would qualify for listing under Government Code Section 65962.5.

the Flood Control and Water Conservation District Agenda.
1b, Board of Supervisors' matters,
1c. Hearing; Resolution approving the construction of an 18-inch diameter storm drain
in Marin Avenue between Bell Lane and Tennessee Valley Road, in Flood Zone 3,
(District 3).
Recommended action: Conduct public hearing scheduled for 11:00 a.m. and
consider adopting resolution.
