I ORDINANCE NO. 420 N.S.
AN ORDINANCE OF THE TOWN COUNCIL OF THE
TOWN OF TIBURON ESTABLISHING
PLANNING PROCEDURES FOR THE TIBURON TOWN HALL PROJECT
The Town Council of the Town ofTiburon does ordain as follows:
SECTION 1. PURPOSE
The Town ofTiburon has been offered ownership of 0.5 acres ofland located at
1515 Tiburon Boulevard (western portion of AP#58-171-82). This property is proposed
for the development of a new 9,000 square foot Town Hall. This Town Hall will be
constructed, maintained, and operated by the Town of Tiburon. Pursuant to the
provisions of Tiburon's zoning ordinance (Tiburon Municipal Code Chapter 16), this
project would be required to secure use permit approval by the Planning Commission, and
site plan and architectural approval by the Design Review Board (DRB). However, the
Town Council is adopting this ordinance for the purpose of establishing more streamlined
planning procedures.

SECTION 2. EXEMPTION FROM ZONING ORDINANCE
The new Tiburon Town Hall shall be exempt from all provisions of the Tiburon
Zoning Ordinance, Tiburon Municipal Code Chapter 16.
SECTION 3. REVIEW PROCEDURES ESTABLISHED FOR
TIBURON TOWN HALL
Plans for the new Tiburon Town Hall shall be reviewed pursuant to the following
procedures:
(A) The Town Council will hold public meetings Gointly with the Planning
Commission if necessary) to review and approve a general plan amendment, rezoning,
combined site/circulation plan and architectural drawings for the project.
(B) The Town Council shall review the final working drawings and
specifications prior to bidding for construction. The final working drawings shall comply
with all required mitigation measures adopted as part of the certified Mitigated Negative
Declaration.

r (C) Parking and circulation associated with the project shall be reviewed and
, approved by the Town Engineer with the intent of maximizing available parking while
ensuring safe circulation.
(0) Prior to any work on the site, the project shall be reviewed by the Town's
Building Inspector and a building permit issued.
(E) The project is subject to CEQA and a Mitigated Negative Declaration
applicable to the project was adopted and a Mitigation Monitoring and Reporting Program
(MMRP) was approved by the Town Council at a joint Town Council/Planning
Commission meeting held on March 20, 1996.
(F) The project shall be exempt from all Town fees.
SECTION 4. EFFECTIVE DATE
This Ordinance shall take effect and be in force thirty (30) days after the date of
passage and before the expiration of fifteen (IS) days after its passage a copy of the
ordinance shall be published with the names of the members voting for and against it at
least once in a newspaper of general circulation published in the Town ofTiburon.
, This Ordinance was introduced at a joint meeting of the Town Council and
Planning Commission held on March 20, 1996, and was adopted at a regular meeting of
the Town Council of the Town ofTiburon on April 3, 1996, by the following vote:
