HomeMy WebLinkAboutTC Min 2003-10-01 TOWN COUNCIL MINUTES CALL TO ORDER Mayor Slavitz called the regular meeting of the Tiburon Town Council to order at the amended start time of6:00 p.m. on Wednesday, October 1,2003, in Town Council Chambers at 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: (6: 10 p.m.) Berger, Fredericks, Slavitz, Thompson, Gram PRESENT: EX OFFICIO: Town Manager McIntyre, Town Attorney Danforth, Director of Community Development Anderson, Director of Administrative Services McVeigh, Chief of Police Odetto, Town Clerk Crane Iacopi ANNOUNCEMENT OF ACTION TAKEN IN CLOSED SESSION. IF ANY None. ORAL COMMUNICATIONS None. APPOINTMENTS TO BOARDS. COMMISSIONS AND COMMITTEES . Design Review Board - (One Vacancy) MOTION: Moved: Vote: To appoint Emmett O'Donnell to the Design Review Board. Berger, seconded by Thompson AYES: Unanimous ABSENT: Gram CONSENT CALENDAR 1. Approval of Town Council Minutes - September 3, 2003 2. Recommendation by Director of Administrative Services - Accept Town Investment Summary for August 2003 Town Council Minutes # 17-2003 October 1,2003 Page 1 3. Recommendation by Town Attorney - Amendment to Addendum A to Condominium Grant Deed - 5 Marsh Road, Tiburon CA 94920 a) A Resolution of the Town Council of the Town of Tiburon Accepting an Amendment to a Pre-Existing Deed Restriction And further Authorizing the Town Manager to Accept Conveyance Of a Condominium located at 5 Marsh Road on behalf of The Town of Tiburon 4. Recommendation by Community Development Director - 524 Virginia Drive; Partially Granting an Appeal of a Design Review Board Approval of Additions to Single Family Home with Conditions MOTION: Moved: Vote: a) A Resolution of the Town Council of the Town of Tiburon Partially Granting an Appeal filed by Gaye and Francois Varnay of a Design Review Board Decision to Approve a Site Plan and Architectural Review Application for Additions To a Single-Family Dwelling with Variances on a Property Located at 524 Virginia Drive - AP No. 055-081-26 b) A Resolution of the Town Council of the Town of Tiburon Partially Granting an Appeal filed by Wayne Snow of a Design Review Board Decision to Approve a Site Plan And Architectural Review Application for Additions to a Single-Family Dwelling with Variances on a Property Located at 524 Virginia Drive - AP No. 055-081-26 To adopt Consent Calendar Items 1 through 4, above. Recommendation by Director of Community Developm'ent - Town Initiated Text Amendments and Open Space Rezonings (Chapter 16 of Town Municipal Code) 2nd Reading and Adoption a) An Ordinance of the Town Council of the Town of Tiburon Adopting Various Amendments to, and Rezoning Certain Properties Designated within, Chapter 16 (Zoning) of the Tiburon Municipal Code Town Council Minutes # 17-2003 October 1,2003 Page 2 MOTION: Moved: Vote: To read Ordinance by Title only. Fredericks, seconded by Berger AYES: Unanimous ABSENT: Gram Mayor Slavitz read, "An Ordinance of the Town Council of the Town of Tiburon adopting various amendments to, and rezoning certain properties designated within, Chapter 16 (Zoning) of the Tiburon Municipal Code." MOTION: Moved: Vote: To adopt above Ordinance. Fredericks, seconded by Thompson AYES: Berger, Fredericks, Slavitz, Thompson ABSENT: Gram COUNCIL COMMITTEE AND COMMISSION REPORTS Councilmember Thompson asked whether there had been any leads established on who was responsible for the vandalism at the Gazebo and South Knoll Park. Chief of Police Odetto said that two individuals had been identified and interviewed; that the police had staged an undercover operation over the weekend in the vicinity of the vandalism and that Tiburon officers were doing extra patrols on the multi-use path. Vice Mayor Fredericks gave a brief report on the progress of the Community Advisory Committee (proposed County-wide Sales Tax Expenditure Plan) which focused on possible uses of STIP funding to obtain matching grants for local street repairs. WRITTEN COMMUNICATIONS Town Council Weekly Digest - September 19, 2003 Town Council Weekly Digest- September 26,2003 ADJOURNMENT - in Memory of Phil Molten Councilmember Berger said that Mr. Molten had devoted 35-40 years of his time and service to "things of interest" to the Town. Berger noted that Molten was one of the founding members of the Landmarks Society, as well as one of the first Marin County students to be accepted into MIT. He said that Phil had been a friend to his family, as well.
