Attached as Exhibit 1 you will find a draft of the Council-Staff Retreat Goals as set in January
2006. Staff has reviewed the list.
Recommendation
It is recommended that the Town Council review the attached list of goals from the 2006 Council
Staff Retreat, make any modifications, and approve the list.

BELOW MARKET RATE HOUSING DEVELOPOMENT STRATEGY
Given the pressures to provide BMR/workforce housing and the resistance to site
BMR/workforce housing in Town and the Town's lack of control of available sites,
does the Council desire to move more aggressively forward with a strategy?
Become more aggressive in encouraging BMR housing, particularly in the
downtown in the form of well-planned mixed-use projects. BMR housing should
be integrated with market rate housing as well. The Towr)'\I'll~eds to either partner
with, or aid property owners in attracting quaHfied and GCi>lm1petent developers.
PAVEMENT MANAGEMENT SYSTEM STRATEGW
Given the Council's recent decision to increa~>ffJnding for pavement
improvements to a PCllevel of 70, is that~1fli!fJcient? Do we neeatfi). contribute
additional funding to the streets and roaCif$'~ystem?
There is a strong desire to invest more money':,:if)~io streets. Still unknown is
the actual linear feet of dead str'f!!~and the costl~ bring them up to standard.

Given that the amount of traffic along Tiburon Boulevard is viewed as
unacceptable by the public, are there steps that can be taken to alleviate the
congestion. Would a jitney-type service be something to pursue?
Any type of bus transit service operated by the Town does not appear to be a
viable solution. However, the Town will explore circulation improvements to
Tiburon Boulevard (e.g., installation of a traffic signal at Stewart Drive, Trestle
Glenrriburon Boulevard improvements, signal timing, etc.).
FERRY SERVICE OPPORTUNITIES
Given that the Town has recently been approached by the .Blue & Gold Fleet
operator expressing concerns about their ability to continue to provide commuter
and visitor ferry service without ltsome assistance", how important is the. ferry
service to the Town and what might the Town be willing to consider in order to
keep ferry service as a community asset?
Ferry service is viewed as extremely important to the Town and will work with.
Blue and Gold Ferry Service, the Water Transit Agency, commute riders and
other interested stakeholders to maintain a level of service to the Peninsula.
OPPORTUNITIES TO STREAMLINE MAJOR DEVELOPMENT APPLICATION
PROCESSES
Concerns have been expressed about the extremely lengthy ~pproval process
for larger projects (e.g., precise development plans) in Tiburon. Is there a desire
by the Council to modify the Town's approach in order to reach decisions more
swiftly and efficiently?
It was acknowledged that the EIR process has become a problem due to the
ability of proponents/opponents to use the EIR process to significantly delay the
development process. The Town has strong financial incentives/penalties built
into the EIR consultant agreements to assure performance.
Explore meeting management ideas including an electronic timer and speaker
cards. to public 'hearings.
PARADISE DRIVE STRATEGY
Given that over time, it appears that portions of, or all of Paradise Drive (and its
adjoining properties) might become annexed into Tiburon, and the concerns
related to accepting responsibility and liability for Paradise Drive, are there
measures the Town should take to negotiate with the County of Marin to
accelerate this process? What information does the Town need in order to make
an informed decision?
Continue discussions with the County of Marin to determine a fair transition of the
road and the lands adjacent to the road.
Explore the costs to restore Paradise Drive to an acceptable condition. Identify
major liabilities in and around the right-of-way.

COMMISSION/COMMITTEE/BOARD RESTRUCTURING OPPORTUNITIES
Is each of our commissions, committees, boards functioning appropriately? Is
there room for improvement or modification?
Explore the feasibility of merging Parks & Open Space Commission functions
with those of the Bicycle Pedestrian Advisory Committee. Identify the steps to
take to make this happen.
Re-energize the Belvedere- Tiburon Joint Disaster Council. Explore and identify
the level of preparedness that is appropriate for the Tiburon Peninsula.
UNDERGROUNDING DISTRICTS POLICIES
Given the current challenges with the process relating to the development of
undergrounding districts, are there modifications that the Council should consider
for the development of future districts?
Revise the Town's policy for creation of undergrounding districts by giving the
proponents choices in how the district planning process should initiate: lower
subscription rates and preliminary plans versus higher subscription rates and
final construction plans.
GREEN BUILDING POLICY
Should the Council explore the development of a policy for Green Building
standards? If so, how quickly does the Council want to pursue this?
Explore any opportunities to incorporate green building policies into the Town's
development process. Identify other communities with such policies and
consider successes, costs a.nd challenges in developing such policies.
DOWNTOWN PROJECT DEVELOPMENT
What role should the Town take in the development of its downtown?
The Town is participating sufficiently in the development of its downtown. The
property owners and the merchants need to engage in furthering the desirability
of Tiburon's downtown.
