Tony Iacopi Retirement
Tony lacopi, Deputy Director of Public Works, has announced his plans to
retire on June 30, 2007.
Tony has worked for the Town of Tiburon in several different capacities for
18 years! Over that long time he has literally helped shape the Town. His
contributions and improvements can be seen everywhere. Tony was described
to me, when I first arrived, as the person who could "build anything and fix
anything". Very true words, indeed. His problem-solving energy and talents
will be missed by me and many more here in Town Hall and in the
community.
During the next month Tony will work with Director of Public Works Nick
Nguyen and the Public Works staff to ensure a smooth transition in the
department.
Please join me in congratulating Tony when you see him (he is out on
vacation this week, but will return after the Memorial Day holiday). If anyone
has earned a great retirement it is Tony lacopi.

The Governor's budget package released earlier this week proposes $11.5 billion for allocation
to various Proposition 1B transportation programs and projects over three years, and also
includes language to provide flexibility to ensure that those prolects that are ready to commence
be funded as soon as possible. '
The Governor's proposed budget includes $600 million for local streets and roads, split evenly
between cities and counties in FY 2007-08, $300 million split evenly for FY 2008-09, and $150
million split each year beyond that (until the $2 billion total is reached.)
However, the Legislature and Governor now need to agree on an appropriation amount to cities
for the 2007-08 fiscal year. Both the Senate and Assembly budget committees make their
recommendations for allocating these funds very soon. .
It is imperative that as budget negotiations are underway, cities communicate with their
legislators on the ability to use these funds, and request that they seek the full $1 billion
appropriation in Prop. IB funds for cities in the 2007-08 fiscal year.
Cities can put this money to use immediately for traffic congestion relief, tra.nsit, traffic sa.fety,
storm damage, maintenance, construction and other projects to improve the local transportation
system. In contrast, many other programs in Prop, IB are not ready to commence construction
for several years,
Cities have projects ready to go now, and any delay in receiving funds will result in significant
project delays, drive construction costs up, and devaluate the purchasing power of the bonds.

The City of' ',. requests your suppon to accelerate Proposition IB monies for local
transportation projects by including full fundinf! of the $1 billion for California's cities in the
2007-08 State Budget. The full funding of Prop. 1B to cities is not currently included in the
Governor's January budget or May Revise.

By accelerating funding for "ready to go projects," we keep faith with the voters by delivering
much needed transportation improvements to every community in California, In fact, the local
street and road funds are the only bond funds that will go directly to each and every community
in the state.
Cities have proiects ready to go now, and any delay in receiving funds will result in significant
project delays. In addition, without significant funding in the 2007-08 Prop. 42 "gap" year,
cities will not receive any money for local streets and roads.
The League of California Cities and bi-partisan transportation leaders are working to pass 5B
286 (Lowenthal and Dutton) to provide accountability, transparency and deliverability of these
funds. 5B 286 is currently in the Senate Appropriations Committee,
Prop, 1B funding will bring much-needed investment to our city for local transportation needs,
and we appreciate your support for ensuring that these funds are accelerated to cities while
demonstrating to the voters that the state and the legislature are putting this money to good use
in an efficient and timely manner.

Accountability Outlined in SB 286
Not only are cities ready to spend these funds as quickly as possible in a manner very visible to
the voti.ng public, cities are also ready to be accountable for expenditure and use consistent with
Prop. lB as passed by the voters.
SB 286 by Senators Lowenthal and Dutton is the bi-partisan League and CSAC-sponsored bill
to provide accountability, transparency and deliverability for the local streets and roads portion
of the bond funds.
"Use It Or Lose It" Provision Ensures Bond Funds Spent Expeditiously
Additionally, the League recognizes that the state does not want to issue bond debt if the funds
are not being spent. SB 286 includes a provision that requires cities and counties to expend
funds within three years of allocation or return them to the State Controller for reallocation to
other cities and counties,

NOTIFICATION OF APPLICATION FILING BY
PACIFIC GAS AND ELECTRIC COMPANY {PG&E}
FOR APPROVAL OF COST OF CAPITAL PROPOSAL {COC}
On May 08, 2007, PG&E filed an application with the California Public Utilities Commission
(CPUC), in which PG&E asks for authority to increase its authorized COC for its electric and gas
utility operations for test year 2008. If approved by the CPUC, PG&E's electric COC revenues would
increase bundled customer (a customer who receives electric generation as well as transmission
and distribution services) rates by $32.4 million or 0.3 percent, and its gas COC revenues1 would
increase by $7.1 million, or 0.2 percent.
In addition, PG&E proposes that the CPUC adopt an automatic adjustment mechanism called an
Annual Cost of Capital Adjustment Mechanism (ACCAM). New to this proceeding, ACCAM would
provide an adjustment mechanism (formula) for PG&E's authorized cost of capital based on
changes in benchmark (standard) interest rates, in lieu of an annual COC proceeding for the period
2009 to 2013. This proposal is the result of a COC workshop where attendees that included CPUC
staff, an Administrative Law Judge and a Commissioner, expressed interest in considering an
alternative to filing a COC application each year.
Cost of Capital is a financial term defining how much a corporation is allowed in rates as a
return on its invested capital. In this proceeding, the Commission will determine PG&E's reasonable
costs of long-term debt, preferred stock and common stock that are part of the authorized COC.
The authorized COC adopted in this application will be applied to capital investment authorized
for PG&E.
Summary of PG&E's Key Reasons for Its Cost of Capital Request
. PG&E believes that approval of this request is necessary to attract capital to meet its obligations
to serve its customers safely and efficiently.
. PG&E believes that approval of PG&E's cost of capital proposals will assist the company in
maintaining an investment-grade credit rating, thereby reducing overall financing costs and
contributing to PG&E's ability to perform its traditional role of procuring power for its customers.
. PG&E's authorized cost of capital determines the compensation for those who invest in PG&E.
. The ACCAM will remove the costs and burdens associated with an annual COC proceeding.
How Our Cost of Capital Request May Affect Revenues Collected as Rates from Customers
If the CPUC approves PG&E's electric proposal, a typical bundled residential electric customer
using 550 kWh per month would see an increase in their average monthly bill of 0.1 percent or
$0.09, from $71.99 to $72.08 per month. A customer using 850 kWh per month (roughly twice
baseline) would receive an increase of 0.4 percent or $0.61, from $149.55 to $150.16 per month.
If the CPUC approves PG&E's proposal, the bill for a typical residential gas Customer using 45 therms
per month would increase $0.11, or 0.2 percent, from $62.24 to $62.35. Individual bills may differ.
PG&E will provide an illustrative allocation of the proposed electric and gas 2008 rate increases
among customer classes in a bill insert to be mailed to customers in May and early June.
The CPUC Process
The CPUC's independent Division of Ratepayer Advocates (ORA) will review this application filing,
analyze the proposal and present an independent analysis and recommendations for the CPUC',s
consideration. Other'parties may also participate.
The CPUC may hold evidentiary hearings where the parties of record present their proposals in
testimony and are subject to cross-examination before an Administrative Law Judge. These
hearings are open to the public, but only those who are parties of record can present evidence or
cross-examine witnesses during evidentiary hearings.
After considering all proposals and evidence presented during the hearing process, the CPUC will
issue a draft decision. When the CPUC acts on this application, it may adopt all or part of PG&E's
request, amend or modify it or deny the application. The CPUC's final decision may be different
from PG&E's proposed application filing.
