Subject: Paradise Drive paving
August 21, 2007
Tiburon Town Council uJ<<S+
I have learned from Mr. Pitrie that Paradise Drive from Mar Centro to Mar ~ will only get a 1/4 inch thick slurry
seal.
Paradise Drive is a major thoroughfare. The road had a rough and uneven surface for the past 25 years and the re
Underground Project has increased the problem dramatically. Driving over it daily is a roller coaster experience for
automobiles but very dangerous for bicycles.
Virtually hundreds of cyclists ride on Paradise Drive every weekend. While cars travel an approximate speed of 20
mph on that street cyclists go as fast as 40 mph. Tiburon needs only one bad cycle accident to be sued for damag
Just remember the accident of about 15 yrs ago when a cyclist got into the tiny groove between the asphalt roadw;
and the concrete shoulder on Paradise just pass the Donohue building. He catapulted over the handlebars of his
bicycle and hit the lonely fire hydrant on the lawn of the Point Tiburon condos. He died and his estate sued the TO\
of Tiburon. The Town settled for $80,000.
Now is the time to do it right. Repave Paradise Drive.
Thank you,
Klaus Meinberg

Subject: FW: Paradise Drive paving
Hello Mr. Meinberg:
Thank you for your note and interest in this matter.
I completely understand your concerns about safety. We certainly recognize that resurfacing roads is good
maintenance practice that not only enhances the look of the neighborhood but also provides for a smoother and
safer traveled way for all users.
As we discussed over the phone last week, the Town reviewed the pre-existing conditions of the roads within the
Lyford Cove undergrounding project and made various decisions for resurfacing based on the Town's adopted
undergrounding district street resurfacing policy, sound judgment, and value engineering. In all cases for the
Lyford Cove area, we have gone beyond the adopted policy to ensure good results.
Paradise Drive had a pavement condition index, a report-card if you will, of 90 out of 100 prior to the beginning of
the project. This is a very high score signifying the road was in very good condition. Although the road was
subsequently trenched for the undergrounding project rendering it very unsightly and bumpy, the structural
integrity of the road was not compromised. Correspondingly, it is unnecessary to provide a structural overlay for
the road. However, we did do extensive pavement leveling with asphalt at various sections of Paradise to improve
the ride. We plan to do more leveling before we provide a Caltrans-specification slurry seal over the top to bridge
smaller road imperfections and create a new "wearing" surface.
Having said that, I would also like to convey the notion that it is difficult to render a perfect solution to a dynamic
infrastructure, such as road pavement. This is particularly true for the current Paradise Drive now that it has
various utility vaults and boxes in the middle of the traveled way. These boxes and vaults are large in area and
level. Once placed within the twisting and undulating surface of Paradise Dr. they will unavoidably disrupt the
smoothness and flow of the road.
I appreciate your input and support of this project. If I can provide further clarification, please don't hesitate to ask.
Best,
Nicholas T. Nguyen, P.E.

RE; PARKING FEES IN TIBURON
Since the addition of parking lots in the town of Tiburon that charge $ 4.00 and
$ 5.00 it's becoming a serious problem asking my friends to join me for a walk
and lunch, or a movie or coming to town to shop and have dinner. No one wants
to pay the $ 4.00 or $ 5.00 to go to a movie when we can go elsewhere and not
pay. It is not fair that residents of Tiburon or Belvedere should be paying to
come into their own town. Having two hour parking meters is one thing but to
spend anytime at all with friends is becoming difficult. My friends will not come
anymore and therefore I find I leave the area and go to other communities for my
activities. This is beginning to happen to a lot of others, as well.
I would like to make a suggestion, that perhaps those of us who do live in the
area have a sticker on our windshields that would indicate we are residents and
eliminate the parking fees. It is done in other townships and even in parts of San
Francisco. Otherwise, the merchants are going to start to suffer from lack of
patronage and the goose that is laying the golden egg is going to dry up.
It is one thing for a tourist to come and spend the day here...it's quite another for
a resident to come to town to go to the local movie house and be charged for
their car as well. ..why bother to come when there are other areas that do not..
The joy of living in this area is the small town atmosphere and the local shops,
restaurants and the movie house but it all seems to be changing ...me thinks the
restaurants, shops and movie house are not very happy either.

Business of the Month
Red Dot
As soon as Elisaveta and Sam Doe bought Cake, the
shop at the comer of Main Street and Tiburon Boulevard,
they set out to transform the store's image from a chain
that sells clearance items into an upscale shop. The first
step was to change the name to Red Dot.
Red Dot now is known as a boutique that carries trendy
clothes for all ages and every occasion, in addition to a
place where customers can nave fun. The owners hold
special evenings such as "Cotton Candy Tuesdays,"
"Cupcake Thursdays," and "Strawberry Saturdays,"
plus wine tasting outings on the Angel Island Ferry
with fashion shows.
There are three Red Dot stores: The first one is in
San Francisco, another is in Mill Valley and now the
Tiburon shop. Elisaveta handles the fashion side,
doing most of the traveling to trade shows in New
York, Los Angeles and Europe, picking out casual,
dressy and hip-oriented styles, with prices ranging
from low to high. Some of the recognizable names are
"Free People," "Billy Blues," "Sllper Lucky Cat" and
"Marlow."
Red Dot also offers belts, sunglasses, scarves, jewelry,
hats and shoes. Other brands it carries are jewelry by
Nancy Higginbotham and Kiele Designs, handbags
from Tano and Skin and underwear by Honeydew.
Sam is the busi-
ness manager
of the three Red
Dot stores. Born
in Okinawa as an
II air force bra t,"
he ended up in
Kansas when his
dad was stationed
there. Beginning
college at age 16,
he earned two
degrees: one in
computer science
and another in
architecture. He
later was in the
computer game-
making business
for 18 years and is the author of a book on the subject.
Elisaveta is a native of Bulgaria who has always
dreamed of owning her own boutique. She earned her
degree in fashion before coming to the U.5. After the
pair were' married two years ago, they began thinking
about running a business together.
Red Dot is at 10 Main Street. Hours are Monday through
Saturday, 11 a.m. to 7 p.m. and Sunday, 11 a.m. to 6 p.m.
During Friday Nights on Main the store is open until

Council Member Alice Fredericks
1505 Tiburon Blvd.
Tiburon Ca 94920
Dear Council Member Alice Fredericks:
Weare writing to you to provide a review on activities of several other jurisdictions in Marin County who have
adopted or who are currently reviewing and considering adopting amendments to their ordinance regulating smoking.
As you are aware.the Marin Board of Supervisors recently updated their smoke-free air ordinance that now restricts
smoking in certain outdoor places where nonsmoker exposure is a concern and updates restrictions and removes
obsolete provisions in the indoor section of ordinance. Based on provisions in use elsewhere, this model ordinance
restricts smoking in areas of concern not covered by older ordinances or state laws. The Marin model contains the
following components:
· Outdoor dining areas at restaurants/bars
. Within 20' of building openings or entrances (public and private)
· Increase smoke-free hotel and motel rooms to reflect the fact that over 80% of public does not smoke( 80% rooms
smoke-free)
· Outdoor service waiting lines; ATMs, bus stops (no smoking within 20 feet)
· Outdoor work areas; construction sites (no smoking within 20 feet)
· Outdoor public gathering places such as fair, farmer's markets, sports events and major performances
To coincide with the adoption of the County ordinance, that took effect February 14,2007, the Tobacco Related
Disease Control Program set up a website (www.smokefreemarin.com ) to assist policy makers, businesses and
citizens with the implementation of this health policy. In the six months the web site (www.smokefreemarin.com)
has had over 30,000 hits. In addition to the website activity the Tobacco Related Disease Control Program has
received many requests for decals (from business' who are required to post and many who are posting the decal
voluntarily) and assistance to implement the law. To date their have been very few complaints or violations to the
County Ordinance but we have received many requests asking if other jurisdictions are considering the adoption of
similar policies.
Weare contacting you with an offer to support or assist you in any way we can. The staff, under the leadership of
Elizabeth Emerson (who is currently on medical leave through October) and the attorney's at the Technical Assistance
Legal Center are available to help your city. I invite you to visit our website at (www.smokefreemarin.com ) to view
the updated County ordinance, the Implementation Toolkit and the research that supports the proposed policies.
Your past support and commitment to protecting the health of all residents and visitors is exemplary.
Sincerely,

Ms. Peggy Curran
Town Manager
Town of Tiburon

Tiburon, CA 94920
Dear Ms. Curran:
As you may already be aware, Comcast is offering customers the NFL Network on a digital
sports tier. This decision means that our customers who are NFL fans will be able to watch the
NFL Network on our Digital Sports Package, while customers who do not wish to watch these
NFL games will not incur additional costs. This change will not affect the full schedule of NFL
games carried on CBS, FOX, NBC and ESPN. We believe that this is the best and fairest result
for all of our customers.
Effective September 5 2007, the NFL Network in High Definition will be added to channel 725
on the Digital Sports Package. In order to receive the NFL Network, customers will need to
subscribe to the Digital Sports Package. The Digital Sports Package includes channels such as
the Fox Soccer Channel, Speed Channel, TV Games, Tennis Channel, Fox College Sports
Atlantic, Fox College Sports Central, Fox College Sports Pacific, NBA TV, NFL Network,
College Sports TV (CSTV), and Gol TV. All customers, as previously noted, will be able to
continue to enjoy the full schedule of NFL games carried on CBS, FOX, NBC and ESPN.
As a reminder, and per our agreement with KFrY, effective September 5,2007 we will remove
the KFrY channel from its current location at channel 10 on the Limited Basic level of services.
Please be advised that KFrY-DT is available on channel 199 to all customers with a digital
receiver.
These adj ustments will not result in a price increase at this time.
If you have any questions, please feel free to contact your local Government Affairs Director,
Kathi Noe at (707) 541-3502.
Sincerely,
~

Local Task Force (L TF) Membership Vacancy
Marin County's Hazardous and Solid Waste Management Joint Powers
Authority (JPA) Local Task Force Environmental Organization Seat is
currently vacant. The purpose of the L TF is to serve as an advisory
committee to the JPA. The L TF provides viewpoints and concerns from
concerned geographical, interest-based and industry-associated
members. Seats on the L TF include public members from different
areas of the County, solid waste haulers/facility operators, special
districts, and one member from an environmental organization. The L TF
will specifically assist in the review of the JPA's Integrated Waste
Management Plan and advise them on emerging solid waste issues
If you or anyone in your organization would like to nominate someone for
the vacant Environmental Organization position, please forward your
nomination to my attention at the address below:
