Hello JPA Board Members and LTF Members:
If you haven't had enough news yet on the upcoming November election. Following is some more food for thought.
Please recall that in 2014, Governor Brown signed SB 270 a statewide single use bag reduction bill:

Shortly thereafter, a number of plastic bag manufacturers pursued collecting signatures for a referendum on SB 270 to
overturn its implementation: http://www.sacbee.com/news/politics-government/capitol-
alert/article11084876.html. That referendum appears on this November's California ballot as Proposition 67.
To SUPPORT the statewide bag law—you need to vote YES on Proposition 67. That is correct, you vote yes on the
"referendum" to support the yet -to -be -enacted legislation.
Complicating matters is another proposition on the November ballot related to bags. This is Proposition 65. This
proposition was also put on the ballot by some of the same groups that put on Proposition 67. Proposition 65 would,
under certain circumstances, direct monies stores collect for paper bags — be directed to a new State environmental
fund.

Lastly, some of you may be concerned about preemption of the State law over local ordinances, and following is what SB
270 states on that subject:
"Article 5. Preemption
42287.
(a) Except as provided in subdivision (c), this chapter is a matter of statewide interest and concern and is
applicable uniformly throughout the state. Accordingly, this chapter occupies the whole field of regulation of
reusable grocery bags, single -use carryout bags, and recycled paper bags, as defined in this chapter, provided
by a store, as defined in this chapter.
(b) On and after January 1, 2015, a city, county, or other local public agency shall not enforce, or otherwise
implement, an ordinance, resolution, regulation, or rule, or any amendment thereto, adopted on or after
September 1, 2014, relating to reusable grocery bags, single -use carryout bags, or recycled paper bags, against
a store, as defined in this chapter, unless expressly authorized by this chapter.
(c) (1) A city, county, or other local public agency that has adopted, before September 1, 2014, an ordinance,
resolution, regulation, or rule relating to reusable grocery bags, single -use carryout bags, or recycled paper
bags may continue to enforce and implement that ordinance, resolution, regulation, or rule that was in effect
before that date. Any amendments to that ordinance, resolution, regulation, or rule on or after January 1, 2015,
shall be subject to subdivision (b), except the city, county, or other local public agency may adopt or amend an
ordinance, resolution, regulation, or rule to increase the amount that a store shall charge with regard to a
recycled paper bag, compostable bag, or reusable grocery bag to no less than the amount specified in Section
42283.
(2) A city, county, or other local public agency not covered by paragraph (1) that, before September 1, 2014,
has passed a first reading of an ordinance or resolution expressing the intent to restrict single -use carryout
bags and, before January I, 2015, adopts an ordinance to restrict single -use carryout bags, may continue to
enforce and implement the ordinance that was in effect before January 1, 2015.

proposes to construct a new two-story, 2,723 square foot house with a 510 square foot

to an existing single-family dwelling, with a Variance for reduced front setback and a Floor
Area Exception. The floor area of the house would be 3,355 square feet, which is 320
square feet greater than the 3,035 square foot floor area ratio for this site of the site. The
addition would extend to within 28 feet of the front property line, which is less than the 30

3. 8 APOLLO ROAD: File Nos. DR2016080 & VAR2016021; Cedric Barringer, Owner;
Site Plan and Architectural Review for construction of additions to an existing single-
family dwelling, with a Variance for excess lot coverage. The floor area and the lot
coverage of the house would be increased by 726 square feet for a lot coverage of 35.3%,
which is greater than the 30.0% maximum lot coverage allowed in the R-1 zone. Assessor's

Marin Housing Authority announces the opening of the waiting list ONLY for individuals and/or families
who have successfully participated in or who are currently participating in a supportive housing program for
disabled homeless person (s). A maximum of 25 families or individuals that quality for this preference will
receive a housing choice voucher during 2016.
To be eligible for this local preference you must be or have participated in a homeless supportive program for
the disabled. You must be able to prove homeless status and participation in the supportive program.
Supportive Housing
Applies to applicants who;
• Were formerly Homeless
• Are disabled
• Participated in or are current participant in a Supportive Housing Program in which you have a lease for your
own unit and also usually includes counseling and/or job skills training of some kind. Homeless Shelters DO
NOT fit this criterion.
• At this time you are no longer in need of Supportive Services.
Eligible applicants will pay approximately 30% of their income for rent. To be eligible for this local preference, your
household income must be no more than $68,950 for 1 person, $78,800 for a 2 -person household, $88,650 for a 3 -
person household, 98,500 for a 4 -person household.
Beginning August 1st, 2016 you may download the pre -application from our website at www.marinhousing,org, pick up a
pre -application form at the Marin Housing Authority, 4020 Civic Center Drive, San Rafael, or 429 Drake Avenue, Marin
City, between 10:00 a.m. and 4:30 p.m., Monday thru Friday. Or you may also call our Front Desk at 415-491-2525 and
ask that one be mailed to you.
Pre -applications must be received by August 15th, 2016 to be eligible for the lottery.
Pre -applications received after August 15th, 2016 will not be accepted.
