Agenda — September 19, 2016 Belvedere Tiburon Library Agency Town of Tiburon MEMORANDUM TO: Mayor & Members of the Town Council FROM: Scott Anderson, Director of Community Development SUBJECT: Summary of Building Forum Held on August 23, 2016 DATE: September 12, 2016 On August 23, 2016, Town staff hosted a "Building Forum", the primary purpose of which was to receive feedback from any and all interested persons regarding the Town's building permit process. Secondary purposes were to provide information relevant to the building permit process and to introduce Building Division staff, all of whom were present, to attendees. Public notice for the Forum was broad and resulted in a healthy mix of residents/homeowners, contractors/builders, architects, Homeowner Association representatives and others. Approximately 60 people were in attendance. The Forum began at 6 PM, and was expertly facilitated by Tiburon resident and POST Commissioner Holli Thier. Mayor Tollini and Vice -Mayor Fraser were in attendance. A variety of graphic aids and information sheets were available to the public (see attached). Comment cards and a sign -in sheet were provided, as well as the business cards of staff members. The Forum was generally positive and constructive, and represents a relatively new form of community engagement by the Town. The closest equivalent is the Homeowner Association Summit meeting traditionally held on an annual basis. The Town Council may wish to consider continued use of this type of event to secure public feedback on Town processes. A total of 12 persons spoke at the Forum, providing a range of observations and suggestions. Three written comment cards were returned. In addition, staff received four email or telephone communications providing feedback from persons who could not attend the Forum. Subsequent to the Forum, staff compiled the comments and suggestions; followed up with individual commenters when appropriate; and developed a list of responsive follow-up actions derived from the suggestions. Some of these actions will include: D Publishing helpful and educational building permit information in TibTalk articles. D Posting a bi-weekly list of recently -filed building and planning applications on the Town website. D Re -instituting the Customer Feedback Form in the lobby and possibly adding it to the Town website. D Continuing to increase use of advanced technology to improve building permit process efficiencies. If you come in contact with residents or business owners that have security cameras, could you please let them know about the program and ask them to register their information online for law enforcement use only, in the event of crimes in their neighborhood. From the Town website: Many residents and business owners currently operate surveillance systems at their homes and/or businesses. As crimes occur nearby, they are not always aware that their system may have captured information that could help solve the crime, thus keeping our community safer. In turn, the police are also not always aware who may have this potentially vital information. The Tiburon Police Department is asking residents and businesses around the Town to register their privately owned surveillance camera systems. As the Police Department responds to criminal incidents in our community, they may be able to use the information or footage gathered from the security cameras to assist in the apprehension and prosecution of the criminals involved. DIGEST COMMUNITY DEVELOPMENT AGENCY COUNTY OF MARIN': PLANNING DIVISION NOTICE OF MARIN COUNTY BOARD OF SUPERVISORS HEARING POSTPONEMENT Hearing on Amendments to the Marin County Code Title 22 (Development Code) related to Accessory Living Areas NOTICE IS HEREBY GIVEN that the Marin County Board of Supervisors will postpone the hearing on amendments to Title 22 of the Marin County Code related to accessory living areas. The hearing previously scheduled -for Tuesday, September 20, 2016 is being postponed indefinitely. The proposed Development Code amendments would define, clarify and modify the County's existing regulation of accessory living areas. A room with a wet bar in a single family residence or residential accessory structure would be defined as an accessory living area, and up to three of them per property may be made available for rent. The development code already allows rooms and accessory structures to have wet bars and to be rented without a permit, and no permit requirement is proposed in this Development Code amendment. The substantive changes to the current requirements are limited to restricting the number of wet bars that can be installed to a maximum of three per property and requiring that accessory living areas be leased for a minimum term of 30 consecutive days. While no income restrictions are proposed, accessory living areas are generally affordable by design and encouraging them serves as one strategy for providing more diverse housing in the County with the minimum impacts to local communities. Neither the Development Code nor these amendments apply in the Coastal Zone.
