MINUTES
CALL TO ORDER
Mayor Smith called a special meeting of the Tiburon Town Council to order at 6:40 p.m.
on Wednesday, July 26,2006 , in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon,
California.

Prior to the regular meeting, at 6:30 p.m., Council met in closed session to discuss the follawing:

Mayor Smith said that no particular action was taken.
REGULAR AGENDA
1. Recommendation by Mayor - Appointment of Town Manager; Approval of
Employment Contract
Mayor Smith said that the action contemplated was approval of an employee agreement for a new
town manager and authorization for him to execute the contract on behalf of the Town.
Vice Mayor Gram said that he led the search for previous town manager, Alex McIntyre, as well
as the current recruitment. He said that out of 62 resumes, two applicants stood "head and
shoulders" above the rest; those two applicants were Heidi Bigall and Peggy Curran. Gram said
that the Council had interviewed both candidates and were now ready to make a motion.

MOTION:
To extend an offer of employment and employment agreement to Peggy Curran
and ta authorize Mayar Smith to execute the agreement an behalf .of the town.
Councilmember Berger commended the work of the Council recruitment subcommittee,
consisting of May .or Smith and Vice Mayor Gram.
Berger said that he deeply appreciated the job that Interim Tawn Manager Bigall had done and
what that meant to the Council; he said that it was a credit to her that out of all the applicants,
only two were worth considering. He said that for the challenges facing the town, it seemed the
right decision to offer Peggy the job; however, he again stated his deep gratitude ta Heidi for her
strength and ability; he said that she was "brilliant and we lave you."
Councilmember Fredericks said that as she contemplated the strengths of the twa candidates, it
came down to the .overwhelming experience of Ms. Curran. Hawever, she thanked Heidi and
commended Heidi her far her "deft management" of the business .of the town; her sense of town
history; her relaxed style in communicating with staff and council; and her ability to step into the
interim position during a tumultuous time. Fredericks said that the Town was fortunate to have
Heidi and most fortunate to be able to keep her.
Mayor Smith said that na decision had been made about the candidates until the July 19 meeting,
and after considerable discussion, the subcommittee was authorized to make offers to each
candidate within a certain range. He said that Peggy had indicated acceptance of the offer but he
commended Heidi for handling the extreme challenges that had been presented to her during the
interim period, such as the "problems" with undergrounding districts; he said that she had made a
"seamless transition" after Alex's department and that the Council would count on her to do the
same during the next transition.

MOTION:
To extend an offer of employment and employment agreement to Peggy Curran
and to authorize Mayor Smith to execute the agreement an behalf of the
town. . . . and TO AUTHORIZE Vice Mayor Gram ta make any non-monetary
changes to the agreement in the next day or to, if need be.
