ADJOURNMENT TOWN OF TIBURON STAFF REPORT TO: TOWN COUNCIL MAY 23, 1995 FROM: TOWN MANAGER ITEM NO. 1 SUBJECf: RICHARDSON BAY SANITARY DISTRICf- PUMP STATION AND SEWER REHABILITATION PROJECf- BELVERON MINI PARK AREA BACKGROUND In April, 1994, the Town Council approved in concept a request by the Richardson Bay Sanitary District to install an underground pump station in the Belveron Mini Park and make certain sewer improvements in the Belveron Gardens area. The primary purpose of these improvements is to improve the reliability of the sewer service in the Belveron Gardens sewer service area. The pump station would be located on the westerly boundary of the Mini Park and would be an underground, subrnersible pump station. The area above ground is approximately six inches (6") and would be properly landscaped. The Sanitary District also indicated that they will improve and widen the existing asphalt path between Jefferson Drive and the Mini Park. The proposed new sewer facilities will be constructed to blend in with the existing park as much as possible. All easement, right of way, and other improvement costs will be borne by the District. The Town's Parks and Open Space Commission has previously approved the proposed project, and its Chairman, Wayne Snow, who resides adjacent to the road widening and pump installation area has likewise given his approval to the proposed improvements. Copies of this Agenda Notice and Staff Report have been rnailed to those property owners adjacent to the Belveron Mini Park. RECOMMENDATION That the Town Council approve the proposed Belveron Gardens Pump Station and sewer rehabilitation project. Specifically, they would like to install a new underground, subIIlersible pump station in the Belveron Park to improve sewer service in that residential area. The Town Engineer, Superintendent of Public Works and I met recently with RBSD representatives on site to discuss the proposed improvements. The District has likewise discussed the proposed improvements with the adjacent property owners and they are apparently in support of the project. Town Staff has no serious problems with the new proposed facilities and easement needs of the District. The Parks & Open Space Commission has been advised of the proposed project and apparently has no problems. RECOMMENDATION That Council approve in concept the proposed RBSD sewer system improvements in the Belveron Gardens area subject to all easements, right-of- way and improvement costs being borne by the District, and documents prepared by District. The purpose of these improvements is to improve the reliability of the sewer service in the Belveron Gardens sewer service area. The pump station will be an underground, submersible pump station similar to others recently constructed in the Sanitary District. In order to have access for the District's vehicles once or twice a week from Jefferson Drive, the existing ditch and culvert system will need to be replaced within your property north of the ealTrans right-of-way, and the existing AC path between Jefferson Drive and the mini-park need to be widened. The sewage facilities will be constructed to blend in with the existing park to the extent possible. The cost of these improvements and right of way preparation will be borne by the District. They indicated they had discussed the matter with you, being an adjacent property owner, and you had indicated support for the proposal. I intend to advise the Town Council of this matter and request approval at the April 6 regular Town Council meeting. However, I would like to have any comments that either you, the POSC or Belveron Property Owners Association may have prior to that time regarding the District's proposal. Vice-Mayor Thompson stated he was against all taxes; preferred Transfer Tax because it is a deferred tax; suggested an advisory ballot before the public listing needs of the Town; revenues sources and if increased taxes aren't approved, what services they would prefer to have cut; the ultimate decision will be before the Town Council; praised Councilmember Kuhn for bringing this matter to their attention. Councilmember Friedman also complimented Councilmember Kuhn on the staff report. Councilmember Thayer noted it was unfair that Tiburon collected substantially less than Charter Cities. The Mayor noted the new Council should look at this source of revenue and asked Council member Kuhn to follow this issue. 17. Corinthian Island Stairs Closure (Status Report - Town Manager & Town Attorney) The Town Manager stated this item is a status report to the Council; indicated history of the stairs closure; a meeting set for all parties to determine question of cause of a slide; Town assisting participants to determine that the stairs need to be safe and slide needs to be repaired to protect the building; there is a question of cause as to whether it is due to rain or an adjacent property owner doing landscape work. A meeting is scheduled for Wednesday, April 13, 2 P.M. at the site. VICE-MAYOR THOMPSON LEAVES AT 11:10 P.M. I. NEW BUSINESS RICHARDSON BAY SANITARY DISTRICf (Proposed Belveron Gardens Pump Station and Sewer Rehabilitation Project) The Town Manager reviewed the Staff report. The Council reviewed the site map showing proposed location for the pump station adjacent to Wayne Snow's residence. Mr. Snow has given acceptance of these improvements. Frank Dittle, Plant Superintendent, agreed to place some landscaping that doesn't interfere with access. Council agreed to approve in concept the proposed RBSD sewer system improvements in the Belveron Gardens area subject to all easements, right-of-way and improvement costs being borne by the District, and documents prepared by the District.
