The bid documents were available to bidders on April 19 and a pre- bid conference was held on April 29, The bid deadline was May 15 and seven (7) bids were received by the Town (Exhibit I), The bids ranged from a low of$I,466,723 to a high of$I,668,867, The preliminary Adamson cost estimate was $1,481,999, The base bid provides for an acceptable, if basic, building, The contractors also submitted bids for four alternates which would upgrade the project: I) Slate Roofing; 2) Mailboxes, Casework; 3) Lobby Flooring; 4) Council Wall Finishing & Ceiling Materials. B. BUDGET. COST & FUNDING SUMMARY. The project proposal and award of contract is based upon the lowest base bid. None of the alternate bids for upgrades are included in the recommended project, A construction contingency fund in the amount of$125,000 is also being recommended as part of the budget. The final revised new Town Hall budget proposal, which includes both the contractor's base bid and the construction contingency fund, reflects a projected shortfall of $234,000, Fund transfers to offset this shortfall is being recommended from the Town's General Fund Reserves and Restricted Reserves, and projected FY96-97 interest earnings (Exhibit 2). C. AWARD AND EXECUTION OF CONTRACT. Based upon the revised final budget information and proposed funding for the new downtown Town Hall facilities, Council should consider awarding the contract to Midstate Construction Company of Petal urn a in the amount of $1,466,723 by authorizing Mayor Wolf to execute the construction contract, The Town Attorney I Town Council SlajJReparl May 29. 1995 will approve the contract documents and bond requirements prior to such execution, D. GROUNDBREAKING CEREMONY. Subject to Council's authorization to award the construction contract for the new Town Hall, Friday, June 7, at 5:30 p.m. should be considered for the groundbreaking ceremony, RECOMMENDA nONS 1. That Council approve the proposed fund transfers from the General and Restricted Town funds to the new Town Hall Construction Fund in Exhibit 2. 2, That Council award the new Town Hall contract to Midstate Construction Company in the amount of $1,466,723 by authorizing Mayor Wolf to execute the Town Attorney approved contract, 3, That Council amend the Project Management Plan adopted by Town Council Resolution No, 3158 by appointing the Lands & Development Subcommittee (Thompson & Thayer) or a special subcommittee to serve as the liaison or direct contact with the Town's Project Management Team, and to authorize said appointed subcommittee to approve change orders that would affect the cost of the construction contract by more than $5,000, 4, That Council schedule the new Town Hall "Groundbreaking" ceremony for Friday evening, June 7, 1996 at 5:30 p,m, 5, That Council consider establishing a special committee or task force to pursue additional funding sources, contributions or donations to complete certain long-range new Town Hall needs, i,e, Furnishings & Equipment (F,F&E), Landscape Design & Installation, Building Security, RL.
