II. GENERAL DISCUSSION
The Desil!:n Review Process
1. Problems, issues and concerns
Sense of entitlement (applicants and neighbors)
Communications/neighborliness (and lack thereof)
Appeals (number and hostility)
Commercial signage review
Guidelines vs. Regulations
Variances (number and ease of granting)
Review of colors
2. Potential changes
Increasing Staff discretion
Tightening the appeal process
Reducing required neighbor approvals
Eliminating review of colors
Streamlining sign reviews
3. Next steps in modifying the process
Setting up committees, workshops, etc.
III. ADJOURNMENT
POTENTIAL AREAS FOR CHANGE IN THE DESIGN REVIEW PROCESS
Staff sees at least four areas where changes to the design review process should be considered.
These are:
1) Zoning Ordinance Modifications---especially to Sections 4.02 (Site Plan and Architectural
Review); 3.02 and 3.03 (DRB and BAR); and 3.08 (Appeals).
2) Procedural Changes---- including noticing; neighbor signatures; exemptions; review
authority (staff, admin. Panel, DRB); and appeals.
3) Policy Changes-----within the context of the Site Plan and Architectural Review section of
the Zoning Ordinance, which guidelines and principles should the Town really focus on
(views, privacy, mass and bulk) and which should be downplayed (simple visibility, colors,
materials). These changes could require modifications to the Hillside Design Guidelines
booklet and the Site Plan and Architectural Review Considerations checklist.
4) Design Review Board meeting changes to streamline meetings.
Staff agrees with Design Review Chair Howard that a subcommittee be established to develop the
framework of these changes and screen work products prior to formal public review.
