BACKGROUND
One February 13, 2001, the Town Council interviewed the following applicants to fill
vacancies on Town Boards, Committees or Commissions:
. Jim Fraser, 1786 Vistazo West - (planning Commission)
. Paul Smith, 3 MacAnnan Court - (planning Commission)
. Eric Fiedland, 25 Mara Vista Court - (parks & Open Space Commission)
. Ginger McCormick, 6 Lyford Drive - (parks & Open Space Commission)
. Dick CoIlins, 660 Tiburon Boulevard - (planning Commission)
A copy of the February 13 agenda packet is attached for Town Council reference.
RECOMMENDED ACTION
At the conclusion of the interviews this evening, the Town Council has the option to
appoint any candidate or incumbent to fill the vacancies listed below and on the Notice of Current
and Pending Vacancies, dated January 4, 2001.
1. PLANNING COMMISSION - Vacancy created by appointment of Commissioner
Jeff Slavitz to the Town Council;
2. DESIGN REVIEW BOARD - Term expiration of Board member Mike Figour, who
seeks reappointment to a four -year term;
3. HERITAGE & ARTS COMMISSION - Term expiration of Commissioner Andrea
Morgan who has also expressed interest in reappointment to a four-year term;
4. PARKS & OPEN SPACE COMMISSION - Two terms expiring (Judy Burgin &
Jordan Eth), but only one current vacancy. Commissioner Judy Burgin seeks
reappointment.
5. BELVEDERErrmURON LmRARY AGENCY BOARD -Boardmember Carol
ForeU will not seek reappointment to another term (expiring on June 30, 2001).
Council may wish to defer making an appointment to the Board this evening in order
to allow more time for interested parties to apply.
FURTHER ACTION REOUIRED
. If an appointment is made by the Council this evening which creates an unscheduled vacancy
on any board or commission, the Town Clerk is required by resolution to post a vacancy
notice for twenty (20) days in order to solicit interest prior to the Town Council making a
final appointment. The Council must also interview any new applicants prior to making an
appointment, but it does not have to re-interview any candidates who have previously applied.

The following vacancies on Town Boards & Commissions are pending in 2001. Pursuant to
Resolution No. 3263, the Tiburon Town Council will conduct interviews of interested
applicants in January and February 2000. If you have interviewed for a position on a Town
Board or Commission within the last year, your application may be considered for one of the
vacancies. Commissioners whose terms are expiring may seek re-appointment for another term,
and those incumbents with less than two years of service may be automatically reappointed. *
Appointments will be made to four-year terms (except for the Library Agency Board and Jt.
Recreation Committee whose terms vary). Terms are effective March 1, 2001.
Applicants should be residents of the Town ofTiburon (or the Tiburon Peninsula in the case of
Design Review Board & Heritage & Arts Commission) and have the time, interest and desire to
serve on the Board or Commission, including attendance at regular monthly meetings and other
activities.

Thirty-nine Years Experience in program, project and engineering management, business development, and
project and process engineering.
Fields of Experience include petroleum refining, oil and gas field production and processing, heavy oil
upgrading, petrochemicals, polymers, food processing, pharmaceuticals, biotechnology, pulp and paper,
fertilizers, inorganic chemicals, appliance manufacturing and computer-integrated manufacturing.
Corporate Work History includes 30 years with Bechtel Corporation (retired June, 2000), 7 years with Exxon,
and 2 years with General Electric. Currently have active consulting agreements with Bechtel Corporation and
Industria Solutions, Inc.
Major Responsibilities have included:
. Vice President of Bechtel International.
· Manager of Project Development and Definition, responsible for all front-end project work in Bechtel's
Houston Office, including proposals, studies, front-end engineering and design (FEED) packages,
strategic execution plans and cost and schedule projections.
· Operations Manager for Bantrel Engineering (Bechtel majority-owned company) in Calgary, Alberta,
Canada
. Manager ofIndustrial Operations for Bechtel's Food, Pharmaceuticals and Biotech Business Lines
· Resident Manager of Bechtel's Industrial Manufacturing office in Michigan
· Program Manager for the Union CarbideIBechtel Association, responsible for multi-project, multi-site
program of over twenty projects ranging from $10 million to $400 million in Texas, Louisiana, New
Jersey and Alberta, Canada.
· Manager of the Bechtel Petroleum Group San Francisco Division Engineering, responsible for building
and managing the organization from 275 engineers and designers to over 1500.
· Project Director for a $250 million Vacuum Distillation and Delayed Coking Units Project for PDVSA
and Phillips Petroleum Company in Texas.

I am interested in applying for a community service position with the Town of
Tiburon.
In my conversation yesterday with Diane she mentioned the Council is in the
process of scheduling interviews for several commission openings. She is
forwarding summaries of the available positions to me for my review.
As soon as I have the above information,. I can identify my choices, but knowing
you are currently scheduling interviews, I wanted to submit to you my interest in
volunteering in some capacity here in Tiburon.
During my career I have worked with city governments, boards and
commissions in both professional and volunteer capacities. I served as
Foreperson of last year's Marin County Grand Jury and now look forward to

Dear Mr. McIntyre:
On July 10, 2000, I submitted my application for appointment to the Planning
Commission of the Town of Tiburon to fill a vacancy that existed at that time.
However, as it turned out, a member of the Town's Design Review Board who
had also applied for the position was selected to fill the vacancy.
I am aware that another vacancy presently exists on the Town's Planning
Commission as a result of a recent resignation of a member of the Town
Council and the appointment of a member of the Planning Commission to fill
that vacancy.
I have a continued interest in serving on the Town's Planning Commission,
and although I submitted an application in July 2000, because that application
may no longer be on file with the Town, I am submitted a renewed application
for the Town's consideration for an appointment to the vacant position that
presently exists on the Town's Planning Commission.

APPLICANT'S REASONS FOR SELECTING TI!E PLANNING COMMISSION AS AN AREA OF INTEREST
The Town of Tiburon is a very special community that affords its residents an idyllic place to
live. My wife Patricia and I relocated to the Town four years ago from the Palos Verdes
peninsula in southern California. We had both lived in southern California since birth.
Over the years, we spent a good deal of time in the San Francisco area, and we found
ourselves returning to Tiburon, time and time again. When we decided to relocate to the San
Francisco area, the choice was quite simple. We have enjoyed our time here more than any
other place that we have lived and our expectations as to the quality of this community and
our life-style here have been far in away surpassed. We are also engaged in local activities,
having joined the Belvedere Tennis Club (where I presently serve as a member of the board
of directors), the Newcomer's Club (where my wife is presently serving as president) and the
Corinthian Yacht Club.
My interest in serving on the Town's Planning Commission if three-fold:
(i) my general desire to contribute to the community in which I live after many
years of a professional career that inhibited my ability to involve myself in
community affairs to the extent that I would have wished; and
(ii) my specific desire to serve on a public agency that is charged with the
responsibility of enhancing and preserving, through the review and approval
planning process, the beauty, charm, appeal, character and integrity of the
community; and
(Hi) my specific experience in the real estate industry as an attorney for the past 38
years, specializing in commercial real estate and other areas of development,
and, as an owner, developer and manager of residential, commercial and office
properties over the past 25 years.
APPLICANT'S QUALIFICATIONS AND EXPERIENCE:
I have been a real estate attorney for the past 33 years. My attached resume outlines my
activities and engagements as an attorney in the real estate industry.
I have also been active in the real estate industry as an owner, developer, redeveloper,
operator and manager of commercial, office and residential properties. My resume outlines
my activities as an owner, developer and manager of real property.
I have appeared before Planning Commissions, City Councils and other governmental
agencies in various cities in my capacity as an attorney for clients that I have represented.
I have also appeared before various governmental agencies in my capacity for 10 years as
the attorney for the Redondo Beach Redevelopment Agency in the 1980's.
I have also served as a homeowner's association president and a board member of 2 different
homeowner's associations, and, in that capacity, I have appeared before Planning
Commissions, City Councils and other public agencies.
I have the time and the interest, and I also believe I have the training, experience and
expertise to endeavor to promote the general welfare of the community by property
interpreting and implementing the Tiburon General Plan and the Tiburon Zoning Ordinance.
Notwithstanding the foregoing, I do not hold myself out by any means as having any
particular expertise from the public agency side of the planning and permitting process.

A licensed attorney in the State of California, specializing in the field of real
property law, with emphasis upon the acquisition, financing, development,
leasing, operation and management of commercial properties, including
regional shopping centers, community shopping centers, neighborhood and
strip shopping centers, commercial buildings, office buildings and industrial
properties.
Represented, worked and negotiated with owners, managers, developers,
equity participants, lenders, major tenants, national tenants, state and
national financial institutions, state governments, counties, cities and law
firms across the United States, for over the past thirty five (35) years,
Formerly a senior partner in the law firm of Collins, Gleason and Kinney, a
law firm located in southern California which, for over twenty (20) years,
engaged in the specialized nationwide practice involving regional and other
shopping centers, and, other commercial real estate law development. Clients
of Collins, Gleason and Kinney, included such clients as Ernest W. Hahn, Inc., a
major nationwide publicly held shopping center developer. Mr. Collins served
as counsel to the Board of Directors and also handled real estate matters for the
company; The Macerich Company, a nationwide publicly held shopping
owner, developer and manager; The City of Redondo Beach Redevelopment
Authority. The law firm's representation also included clients such as Homart
Development Company; the MacDonald Group; Pacific Mutual Life Insurance
Company; Lincoln Property Company and other nationally known developers
and other institutions.
Served as the attorney for the Redondo Beach Redevelopment Agency for nine
(9) years, during which legal services were provided for the acquisition,
development, financing and sale of a fifty-five (55) acre downtown
redevelopment project on which Lincoln Property Company was the major
developer. The project included a public parking structure, commercial and
other properties and over four hundred (400) condominium and apartment
units. The project was financed in part through public bond financing.
Participation in real estate transactions which have included the acquisition
of real estate properties aggregating over $500,000,000 in equity and loan
contributions, gross sale proceeds of in excess of $1,000,000,000, and real estate
financing transactions of in excess of $1,000,000,000.
A native of Santa Barbara, California, Mr. Collins attended San Fernando Valley
State College, earned his law degree from Loyola Law School in 1962, and was
admitted to the California Bar in 1963. Mr. Collins is a former President of the
South Bay Bar Association, was a member of Phi Delta Phi Law Fraternity, is a
member of the Los Angeles County Bar Association, the American Bar
Association, the California State Bar Association, and served as a member of the

1. Acquisition, development, renovation, ownership, operation and
management, from time to time, of twenty-eight (28) real estate properties,
consisting of five (6) mobile home parks (Glendale, AZ, Sacramento, CA, Arroyo
Grande, CA, Vista, CA, San Marcos, CA, Vacaville, CA); six (6) office buildings
(Lakewood, CA, Oakland, CA, Mountain View, CA and Fremont, CA); one (1)
restaurant (Fremont, CA); one (1) office-industrial building (Newport Beach,
CA); two (2) commercial buildings (Laguna Beach, CA); nine (9) shopping
center (Casa Grande, AZ, Rialto, CA, Upland, CA, Milpitas, CA, Redwood City, CA,
Mountain View, CA, Fremont, CA and Hayward, CA); two (2) apartment
complexes (40 units in Monterey, CA)(54 units in Visalia, CA); and, three (3)
triplex buildings (San Francisco, CA).
2. Developed, constructed and renovated over 270,OCXJ square feet of
retail shopping center space and over 150,OCXJ square feet of office building
space.
SAN FRANCISCO BAY AREA
PROJECTS
C & C Equities, a general partnership consisting of two (2) general partners,
one of which is Mr. Collins, has developed the following properties in the San
Francisco Bay Area.
1. OLIVER CORNERS SHOPPING CENTER. A 77,OCXJ square foot
shopping center located in Hayward, California. The center will be anchored
by a 51,OCXJ square foot Save Maxx grocery store. The tenants in this center
included Old Stone Bank, Taco Bell, 7-11 and the United States Post Office. The
center also included a Chevron Service Station and a McDonalds restaurant
owned by others. The center renovated, leased and managed by C & C Equities.
This shopping center was acquired in 1989 and was sold in August 1998.
2. FREMONT HOME FURNISHING CENTER. A 115,OCXJ square foot
shopping center located in Fremont, California. This property is anchored by
a 6O,OCXJ square foot Levitz Furniture Store. C & C Equities expanded this
property by adding 55,OCXJ square feet of retail stores in three (3) separate
buildings. The other tenants in this center included Ortho Mattress, Krause's
Sofa Factory, Western Appliance, other retail furniture uses and a restaurant.
This center was owned, leased and managed by C & C Equities. This center was
acquired in 1986 and was sold in 1997.
3. BLOSSOM V ALLEY SHOPPING CENTER. A 92,OCXJ square foot
shopping center located in Mountain View, California. C & C Equities
completely renovated this thirty five (35) year old shopping center and added

76,OCXJ square feet of stores. The Shopping Center was anchored by a 27,OCXJ
Safeway Store, the United States Post Office, Great Western Bank and Wells
Fargo Bank. This center was owned, leased and managed by C & C Equities. This
shopping center was acquired in 1988, and was sold in 1996.

4. MILPIT AS CENTER. A 118,000 square foot Home Depot center
located in Milpitas, California. C & C acquired this site and sold a portion of the
land to Home Depot upon which a Home Depot store was constructed. C & C
developed two (2) retail shops buildings on the site aggregating 18,000 square
feet. This project was developed and leased in 1988-1989 and has been sold.
5. CIVIC CENTER PLAZA. A 77,000 square foot office building complex
and an 11,000 square foot El Torito restaurant located in Fremont, California.
The development and construction of this project consisted of a three3) story
50,000 square foot office building together. with two (2) single story office
buildings aggregating 17,000 square feet. The land for this project was
acquired in 1980; the project was developed during 1981-1984, and was sold in
1985.
