boards and committee throughout the year due to term expirations and unforeseen
vacancies. In its effort to broaden participation by local residents in Tiburon's local
governmental process and activities, the Council needs to know your interest in
serving the Town in some capacity.

which would be beneficial to the Town, by completing both sides of this form and

APPLICANT'S REASONS FOR SELECTING THE PLANNING COMMISSION AS AN AREA OF INTEREST
I have previously applied for appointment to the Town's Planning Commission. My reasons
for seeking appointment to the PC are included in my earlier application.
I have been a resident of the Town for four and one-half years now, having relocated from
the Palos Verdes peninsula in southern California. My wife and 1 continue to enjoy the
many benefits of this special community and the quality of life that it offers.
We have enthusiastically engaged ourselves in local activities, having become members of
the Beivedere Tennis Club three years ago, and where I presently serve as a member of the
board of directors, the Newcomer's Club, where my wife has served as the immediate past
president) and also the Corinthian Yacht Club.
My interest in serving on the Town's Planning Commission is a result of my desire to serve
my community and to seek to contribute to the preservation of the quality and of the unique
character of this Town in a positive and professional manner. My interest in serving is a
continuum of an attitude engendered during my professional career as an advocate, but also
in no small part, by my involvement in the redevelopment process with the City of Redondo
Beach and as an active member of two (2) homeowner's associations for many years.
What I bring to the Town as my resume for consideration for appointment to the Planning
Commission, is the following:
1. I have also served as a member of the Town's Design Review Board since May of
this year. In that capacity, 1 have galned valuable experience in the approval process,
As a member of the DRB, 1 have been exposed to and communicated with the Town's
staff, I have reviewed plans, staff reports and other materials and submittals, 1 have
made site visits to each of the locations for which an application has been filed. 1 have
visited both with applicants and with their neighbors who have been or claim to have
been affected by the applicant's proposal, and with neighbors who 1 believed might or
would be affected by the applicant's proposal. 1 have heard public testimony, and 1
have supported certain applications where I was able to make necessary findings in
support of those applications. 1 have also voted against certain applications where I
could not make the necessary findings, 1 have interacted with other members of the
DRB in carrying out my duties as a member of the DRB in supporting or rejecting
certaln applications and in encouraging where appropriate, compromises and
alternatives. In short, 1 have learned a good deal about the Town as a result of my
experience on the DRB, and 1 am thankful for having had the opportunity to
contribute to this community.
2. 1 have a continuing desire to contribute to this very special community that
provides my wife and 1 with so many benefits, following a professional career of 39
years as an attorney which, because the practice in which I engaged required a more
than full time commitment of my time and efforts, including a good deal of travel, 1
was essentially precluded from engaging in community affairs to the extent that I
would have otherwise preferred and except in a peripheral way.
3. I wish to serve on a local public agency charged with the responsibility of
preserving, protecting and fQstering, through the review and approval planning
process as mandated and limited by its General Plan, and in accordance with local
rules, regulations and ordinances, the special nature, beauty, allure, character,
integrity and uniqueness of this community. In that regard, 1 believe that the
Planning Commission is a place where I can best bring my experience and training to
bear.
4. 1 am a real estate attorney who has been involved in the real estate industry for
the past 36 years, specializing in commercial real estate and other areas of commercial
development, including, 10 years of service as the attorney for the Redondo Beach
Redevelopment Agency, attorney for Ernest W. Hahn Company, the developer of the
Village in Corte Madera" and attorney for the Macerich Company, the present owner
of the Village in Corte Madera and also the present owner of the Northgate Mall in San
Rafael.
5. 1 have also been private developer, redeveloper, owner and manager of
residential, commercial, office and other properties for the past 30 years, in addition to
my law practice, and 1 continue to be engaged in the real estate industry on a private
basis.
APPLICANT'S QUALIFICATIONS AND EXPERIENCE:
1 was admitted to the California State Bar in January 1963. My resume, which is included
with this application, contains a general outline of my experience and of my activities as an
attorney in the real estate industry in the State of California and elsewhere in other states.
My resume also outlines my experience and activities in the real estate industry as an owner,
private developer, redeveloper, operator and manager of commercial, office, and other
residential properties.
During my professional career, 1 have engaged in major transactional matters as a real estate
attorney, I have appeared in court as an advocate and litigator, 1 have appeared as an
advocate before various public agencies, City Planning Commissions, City Councils and other
governmental agencies in California and other states, and 1 have also appeared in my
capacity as an owner and private developer of a variety of real estate projects.
I have also ap'peared before the California Regional Coastal Commission and the California
Coastal Commission in my capacity as the attorney for the Redondo Beach Redevelopment
Agency, a position that 1 held for a period of 10 years, and in my capacity as an attorney
representing the interests of clients seeking approvals for projects.
1 served as President of the South Bay Bar Association, a bar association located in the South
Bar Area of Los Angeles County, California, a bar association than numbers over 200
attorneys. 1 served as President and as a member of the Board of Directors of the Lunada
Point Homeowners Association, a new 2S.parce1 subdivision in the City of Rancho Palos
Verdes. 1 served as a Member of the Board of Directors of and as one of the principal
negotiators for the Portuguese Bend Homeowner's Association, an association consisting of 43
leasehold parcels located in the Portuguese Bend Slide Area in the City of Rancho Palos
Verdes, which required the creation of a purchase agreement and subdivision so that the 43
leaseholders could purchase their respective leasehold parcels from The Transamerica
Company, the lessor and owner of the land. 1 have also appeared before Planning
Commissions, City Councils and other public agencies, in my capacity as an officer and
director of the Homeowner's Associations referred to above.
In summary, if appointed to Town's Planning Commission, 1 will use my best efforts,
judgment and experience to seek to promote and to preserve the general welfare of the
community in conformity with the Tiburon General Plan and the Tiburon Zoning Ordinance.

ATTORNEY
Attorney licensed to practice law in the State of California, having specialized
in the field of real property law, with emphasis upon the acquisition,
financing, development, redevelopment, leasing, operation and management
of commercial properties, including regional shopping centers, community
shopping centers, neighborhood and strip shopping centers, office and
commercial buildings, industrial and residential properties.
Representing, working and negotiation with owners, managers, developers,
equity participants, lenders, major tenants, national tenants, state and
national financial institutions, state governments, counties, cities and law
firms across the United States, for thirty seven (37) years,
Senior partner in the southern California law firm of Collins, Gleason and
Kinney, a law firm which, for over twenty (20) years, engaged in a specialized
nationwide practice involving the development of regional and other
shopping centers, and, of other commercial real estate law developments.
Clients of the law firm, included such clients as Ernest W. Hahn, Inc., a major
nationwide publicly held shopping center developer. Mr. Collins served as
counsel to the Board of Directors and also handled various real estate matters
for the company; The Macerich Company, a major nationwide publicly held
owner, developer, redeveloper and manager of regional shopping centers and
present owner of the Village in Corte Madera, the Mall at Northgate in San
Rafael and Broadway Plaza in Walnut Creek; The City of Redondo Beach
Redevelopment Authority. The law firm's representation also included clients
such as Homart Development Company; the MacDonald Group; Pacific Mutual
Life Insurance Company; Lincoln Property Company and other nationally
known developers and institutions,
Attorney for the Redondo Beach Redevelopment Agency for nine (9) years,
during which legal services were provided for the acquisition, development,
financing and sale of a fifty-five (55) acre downtown redevelopment project
on which Lincoln Property Company was the major developer. The project
included a public parking structure, commercial and other properties and
over four hundred (400) condominium and apartment units. The project was
financed in part through public bond financing.
Participation in legal matters involving real estate transactions which have
included the acquisition of real estate properties aggregating over
$500,000,000 in equity and loan contributions, gross sale proceeds of in excess
of $1,000,000,000, and real estate financing transactions of in excess of
$1,000,000,000.
A native of Santa Barbara, California, Mr. Collins attended San Fernando Valley
State College, obtained a law degree from Loyola Law School in 1962, and was
admitted to the California Bar in 1963, Mr. Collins is a former President of the
South Bay Bar Association, was a member of Phi Delta Phi Law Fraternity, is a
former member of the Los Angeles County Bar Association and the American
Bar Association, is currently a member of the California State Bar, and has
served as a member of the Advisory Board of Northrop Institute of Technology
Law School. Mr. Collins has also served as a panelist at the International
Conference of Shopping Centers Law Conference and on other legal education
panels involving real estate matters.
DEVELOPER
Mr. Collins has been active as a private developer, redeveloper, owner,
operator and manager of real estate properties since 1979, including, but not
limited to, the following properties:
1. Acquisition, development, renovation, ownership, operation and
management, from time to time, of twenty.eight (28) real estate properties,
consisting of five (6) mobile home parks (Glendale, AZ, Sacramento, CA, Arroyo
Grande, CA, Vista, CA, San Marcos, CA, Vacaville, CA); six (6) office buildings
(Lakewood, CA, Oakland, CA, Mountain View, CA and Fremont, CA); one (1)
restaurant (Fremont, CA); one (1) office.industrial building (Newport Beach,
CA); two (2) commercial buildings (Laguna Beach, CA); nine (9) shopping
center (Casa Grande, AZ, Rialto, CA, Upland, CA, Milpitas, CA, Redwood City, CA,
Mountain View, CA, Fremont, CA and Hayward, CA); two (2) apartment
complexes (40 units in Monterey, CA)(54 units in Visalia, CA); and, three (3)
triplex buildings (San Francisco, CA).
2. Developed, constructed and renovated over 270,000 square feet of
retail shopping center space and over 150,000 square feet of office building
space.
SAN FRANCISCO BAY AREA
PROJECTS
C & C Equities, a general partnership consisting of two (2) general partners,
one of which is Mr. Collins, has developed the following properties in the San
Francisco Bay Area.
1. OLIVER CORNERS SHOPPING CENTER, A 77,000 square foot
shopping center located in Hayward, California. The center will be anchored
by a 51,000 square foot Save Maxx grocery store. The tenants in this center
included Old Stone Bank, Taco Bell, 7.11 and the United States Post Office. The
center also included a Chevron Service Station and a McDonalds restaurant
owned by others. The center renovated, leased and managed by C & C Equities.
This shopping center was acquired in 1989 and was sold in August 1998.
2. FREMONT HOME FURNISHING CENTER, A 115,000 square foot
shopping center located in Fremont, California. This property is anchored by
a 60,000 square foot Levitz Furniture Store. C & C Equities expanded this
property by adding 55,000 square feet of retail stores in three (3) separate
buildings. The other tenants in this center included Ortho Mattress, Krause's
Sofa Factory, Western Appliance, other retail furniture uses and a restaurant.
This center was owned, leased and managed by C & C Equities. This center was
acquired in 1986 and was sold in 1997.
3. BLOSSOM V ALLEY SHOPPING CENTER, A 92,000 square foot
shopping center located in Mountain View, California. C & C Equities

completely renovated this thirty five (35) year old shopping center and added
16,(X)() square feet of retail/office in two (2) new buildings to the existing
76,(X)() square feet of stores. The Shopping Center was anchored by a 27,(X)()
Safeway Store, the United States Post Office, Great Western Bank and Wells
Fargo Bank. This center was owned, leased and managed by C & C Equities. This
shopping center was acquired in 1988, and was sold in 1996.
4. M1LPlT AS CENTER, A 118,000 square foot Home Depot center
located in Milpitas, California, C & C acquired this site and sold a portion of the
land to Home Depot upon which a Home Depot store was constructed. C & C
developed two (2) retail shops buildings on the site aggregating 18,(X)() square
feet. This project was developed and leased in 1988.1989 and has been sold.
5. CIVIC CENTER PLAZA. A 77,(X)() square foot office building complex
and an 11,(X)() square foot El Torito restaurant located in Fremont, California.
The development and construction of this project consisted of a three3) story
50,(X)() square foot office building together with two (2) single story office
buildings aggregating 17,(X)() square feet. The land for this project was
acquired in 1980; the project was developed during 1981-1984, and was sold in
1985.

We are lucky to have the opportunity to live in a town with as much charm, character
and warmth as the Town of Tiburon offers. As a resident, I feel that we owe a great
debt of gratitude to our elected and appointed officials who have in the past had the
foresight to approach the development of Tiburon from a realistic but protective and
nurturing perspective, I am undeniably proud of the town we live in,
As our town continues to grow, however, it brings to mind a child - slowly growing
up and requiring just the right amount of discipline and guidance, yet enough freedom
to blossom, We are increasingly having to cope with modem problems and concerns
related to building, re-building, traffic, open space, safety, affordable housing, and
land use, As a town, we are at a cross-roads, and it is increasingly important that we
stay true to what makes Tiburon so special and work hard to secure the charm,
character and warmth of our town for future generations.
I believe in Tiburon and can think of no better place to live. I believe that by helping
to implement, promote, and carefully revise our General Plan, we can succeed in
allowing Tiburon to continue to mature while staying true to our past and ultimately
preserving the Tiburon we all love for future generations to love.
I am a native of the Bay Area and a current resident of Corinthian Island in Tiburon. I
am a graduate of the University of California at Berkeley, with a major in Mass

Communications. I have enjoyed a successful career in Marketing and Advertising,
working for both large and small employers, including Oracle, Young and Rubicam
and OneMediaPlace. One year ago, I made the decision to join a mature residential
practice at Pacific Union Real Estate Group. I am licensed by the California Real
Estate Board and a member of the Marin Association of Realtors.
My current profession requires an extensive understanding of many of the issues faced
by the Planning Commission and incorporated into the General Plan. Working daily
and face to face with current and future Tiburon residents, I enjoy a unique "finger-on-
the-pulse" of how these issues concern the residents ofTiburon. I am friendly, work
easily on my own or as a part of a team, and will provide a youthful and spirited
approach to the commission, I have superb communication skills and have the ability
to easily prioritize, meet deadlines and manage diverse projects simultaneously.
I appreciate your consideration and look forward to the opportunity to serve the Town
of Tiburon and its residents,

RE: Planning Commission Application
Mayor Thompson and Councilmembers:
I am writing to apply for the open position on the Town's Planning Commission. 1 have been
encouraged to do so by residents who are concerned about the multiple subdivisions currently
in process and believe that the new appointee should be someone who knows both the process
and the properties and can get to work immediately.
As a resident, 1 attended all workshops and hearings on the creation of our General Plan. As a
Planning Commissioner and Parks & Open Space Commissioner I have worked with staff,
Commissions and the public to revise portions of the Plan and Zoning ordinances. 1 am
familiar with these documents and the background of many of their provisions. I have worked
on development applications from inception to conclusion both as a commissioner and as an
involved resident.
I have attended all the Planning Commission hearings on Parente, Sorokko, Tiburon Glen,
Easton Point, Tiburon Court and the lower Trestle Glen properties. I have submitted
questions on the Initial Study andlor the draft EIR's for all these projects and am familiar with
the issues assoc iated with them.
My home is located off Paradise Drive, south of Trestle Glen. Most of the current
development applications deal with land in this area. It is desirable for at least one member of
the Planning Commission to have fIrsthand knowledge of day-to-day living in this part of the
peninsula, and I do. 1 note that, if appointed, 1 would have to recuse myself on the Tiburon
Glen application because of its proximity to my lot. Proximity is not an issue for any other
undeveloped property.
My interest in land use is not just associated with the current Commissioner position, but as a
longtime resident of the area. My husband and 1 moved to Tiburon in 1972 and lived for 8
years in an apartment on Marinero Circle (off Lyford Drive). Then we lived for 4 years in
Corte Madera (off Paradise Drive), before buying our current house 17 years ago.
As in the past, when 1 agree to serve, you can expect me to be present and prepared for
meetings. I will work hard and conscientiously for the Council, the Town and its residents.
