RESOLUTION NO. 21-2008
A RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF TIBURON
SUPPORTING A MORATORIUM ON THE CALIFORNIA DEPARTMENT OF
FOOD AND AGRICULTURE AERIAL SPRAY PROGRAM
TO ERADICATE THE LIGHT BROWN APPLE MOTH
WHEREAS, the Light Brown Apple Moth (LBAM) is a pest subject to Federal and State
quarantine and eradication orders; and
WHEREAS, there is a confirmed presence of Light Brown Apple Moths in Marin County;
and
WHEREAS, the California Department of Food and Agriculture (CDFA) plans to begin an
LBAM aerial spraying program in Marin County and surrounding areas in 2008; and
WHEREAS, modern Integrated Pest Management (IPM) relies on the least-toxic,
environmentally sensitive control methods; and
WHEREAS, aerial and other blanket pesticide applications should be a last resort
approach to pest control; and
WHEREAS, there are conflicting reports from professionals on both the necessity of
taking aggressive measures to control the LBAM and the potential health and environmental
threat of aerial spraying,
NOW, THEREFORE, BE IT RESOLVED AND ORDERED that the Tiburon Town
Council supports a moratorium on the proposed CDFA aerial spray program to eradicate the
LBAM until the Environmental Impact Report currently underway is completed and unless and
until the CDFA demonstrates, though independent and compelling analysis, that less toxic
Integrated Pest Management methods of controlling the LBAM cannot be effective and that
aerial spraying is both necessary for LBAM control and safe for human health and the
environment.
The foregoing resolution was adopted at a regular meeting of the Tiburon Town Council,
County of Marin, State of California, at a regular meeting held on the 16th day of April, 2008, by
the following vote:
