HomeMy WebLinkAboutTC Res 1990-12-05 RESOLUTION NO. 2749 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TIBURON AGREEING TO PROVIDE INITIAL JOINT FINANCIAL ASSISTANCE ALONG WITH THE MARIN COUN1Y BOARD OF SUPERVISORS, THE INTERFAITH COUNCIL AND THE MARIN COMMUNITY FOUNDATION FOR THE HIRING OF A HOMELESS COORDINATOR AND THE ESTABLISHMENT OF A HOMELESS COMMISSION WHEREAS, the Blue Ribbon Homeless Working Group (BRHWG) issued its Phase II Homeless Working Plan Final Report on August 1990 which urged the appointment of a Homeless Coordinator and the establishment of a Homeless Commission; and WHEREAS, the Town Council of the Town of Tiburon at its October 3, 1990 meeting unanimously endorsed the recommendations of the Homeless Final Report and expressed its willingness to participate through MCCMC on implementation following the adoption of the final report recommendations by MCCMC, the Marin County Board of Supervisors, the Interfaith Council and the Marin Community Foundation; and WHEREAS, MCCMC endorsed and supported the report's recommendations at its November 28, 1990 meeting and the Marin County Board of Supervisors and the Marin Community Foundation took similar actions in October 1990. NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of Tiburon agrees to provide initial funding as specified by this resolution and Exhibit "A" which is attached hereto and be it further resolved that the Town of Tiburon is taking this action with the following understandings and conditions: 1. Due to the importance of this issue, and the need to begin addressing the homeless needs in Marin County, the Town of Tiburon agrees to provide a portion of the initial or startup funding for a Homeless Coordinator and the attendant costs associated with a Homeless Commission. In doing so, it must be fully recognized that the County is the governmental entity that is responsible for providing health and human services which includes homelessness. 2. The portion of the initial startup costs paid by the cities shall be an amount equal to 25% of the proposed draft budget dated November 2, 1990 not to exceed $30,000 per year plus up to a 5% growth factor each year thereafter. Funding shall be provided for 36 months beginning January 1, 1991 and ending December 31, 1993. Further, on or before January 1, 1993, the Homeless Commission shall submit to each city a report indicating its specific progress on obtaining long-term funding support and shelter sites. City contributions shall be based upon population. Should any city decline to participate, the aforementioned total city portion of the funding shall be reduced accordingly. 3. The proposed Homeless Coordinator and Homeless Commission should make the identification of a reliable and ongoing funding base and shelter their top and most immediate priorities. Ongoing financial assistance for the maintenance and operation of the homeless program should not be presumed or expected from cities. Further, the initial composition of the Homeless Commission should reflect individuals that can identify and secure such funding.
