MINUTES
CALL TO ORDER
Mayor Thayer called the closed session of the Town Council of the Town of Tiburon
to order at 6:30 p.m., Wednesday, June 10, 1991, to discuss litigation and labor
negotiations.

Mayor Thayer called the adjourned meeting of the Town Council of the Town of
Tiburon to order at 7:15 p.m., Wednesday, June 10, 1991, in Room 5, Del Mar
School, Tiburon, California.

C. PUBLIC IlEARINGS
1. 1991-92 PRELIMINARY TOWN BUDGET - CONTINUED PUBLIC
HEARING (General Review of Budget Summaries, Revenues, Expenditures,
Restricted Funds and Departmental Budgets)
The Town Manager highlighted several items in the summary statement, including:
1) the increase of Tiburon's total estimated assessed valuation to over $1 billion; 2)
the restricted fund balances; 3) the appropriation for the entire budget totals
$5,602,000; 4) the figures in the preliminary budget do not include any salary or
wage changes, but these will be reflected in the final budget after negotiations are

completed; 5) no new personnel additions or reductions are being proposed; and 6)
total general fund revenues for this fiscal year were slightly less than projected due
to a projected decrease in construction activity.
Councilmember Coxhead questioned the status of the Town's low-moderate housing
program; and discussion ensued regarding initiating such a program, the use of
some of these funds towards the preservation of the Hilarita, the appropriate Town
body to pursue this effort, and whether experts in the field should be hired to
implement the housing element of the General Plan. Staty and the Planning
Commission were directed to meet to discuss the implementation of the housing
element and to submit their recommendations to the Council for consideration at
the July 17th Town Council meeting.
Council also discussed park development funding from the Coastal Conservancy to
provide for the construction of pedestrian bridge/walkway improvements and
improvements to the Allan Thompson walkway for handicap access near the ferry
terminal.
The Finance Director reviewed the proposed operating budget for the Town Council
indicating an increased proposed expenditure from $5,500 to $6,000 to fund Council
attendance at various conferences, meetings and Town functions.
Councilmember Coxhead requested a fourth column be added to the various tables
in the final budget indicating 1988-89 expenditures to assist in demonstrating a
trend.
The Town Attorney reviewed the proposed operating budget for his department
indicating a reduction from $293,600 to $255,000. He noted that the land use
litigation category is reduced and the ABAG litigation category is increased slightly
due to pending cases. The settlement category has increased due to two personal
injury settlements expected during FY 91-92.
The Finance Director reviewed the operating budget for the Town Manager's
department indicating an increased budget from $482,900 to $538,000 for FY 91-92.
Council discussed the importance of purchasing equipment and furniture that is
comfortable and safe for employees; and Vice-Mayor Kuhn suggested furniture
purchases be standardized keeping in mind the possibility of a new Town Hall.
Council member Coxhead requested a master depreciation schedule listing significant
capital items be made available in the final budget and forwarded to the Council
this week.

The Planning Director reviewed his department's operating budget, indicating a
proposed budget increase from $123,600 to $129,200 and including a request for an
additional copier, additional remodeling for the downstairs, a computer laser
printer, and electrical upgrade for the downstairs.
The Chief of Police reviewed the Police Department's operating budget which
includes a request for a mug camera to allow for bookings for certain types of
offenses at the station instead of having it done at the County jail and therefore
saving the Department time and money; the purchase of a new motorcycle; the
purchase of furniture to equip an emergency operations center which could also be
used to hold oral board interviews and other Town meetings; and the elimination of
the canine program.
Council discussed the purchase of a Japanese motorcycle instead of an American
made motorcycle; and Chief Herley responded that maintenance for American
motorcycles is not readily available. Council also discussed standardizing the
furniture purchase for the emergency operations center; the replacement of bullet
proof vests; standardizing the purchase of weapons; and that an inventory of Town-
owned vehicles and a depreciation schedule be provided to them.
The Supt. of Public Works reviewed his department's operating budget which
includes a request for an Assistant Superintendent; purchase/lease of a new back
hoe and dump truck and other equipment; and anticipated increased costs for
operating, repairing and replacing its aged equipment and rolling stock.
Council discussed the need to include equipment painting in the budget; that the job
description for the proposed Assistant Superintendent include landscape/park
maintenance; the possible need for another assistant exclusively for landscape/park
maintenance; the benefits of leasing equipment as opposed to buying equipment; and
the need for an equipment depreciation schedule.
Vice-Mayor Kuhn requested the Public Works Department budget include a park
maintenance budget, subheadings for street maintenance and parks & open space,
and that such be included in the activity description.
Town Manager reviewed the Town Engineer budget indicating a 6.1% increase in his
retainer.
The Town Manager reviewed the Parks & Open Space Department budget including
the allocation of a half-time landscaping/parks maintenance worker with continued
use of contractual maintenance of McKegney Green, South of the Knoll, Downtown
Shoreline Park and the Multi Use Path.
The Town Manager noted that the Town Commissions budget of $6,000 is used for

training and the attendance at seminars and conferences.
The Town Manager also suggested that a Town policy be established to
systematically allow for future adjustments to the Town's building and planning fees;
and Council concurred.
Councilmember Coxhead requested the Planning Staff provide a record of building
activity to assist in monitoring staff and commission/board needs.
D. COUNCIL COMMISSION OR COMMl"r.'EE REPORTS
None.
E. STAFF AND TOWN MANAGER REPORTS
(A) The Town Manager suggested a pool of Commission and Board applicants
be generated for consideration for upcoming vacancies. Councilmember
Friedman noted that Malcolm Brock and Henry Siegel have indicated an
interest in serving on the Parks & Open Space Commission and should be
considered for appointment. Mayor Thayer requested an interview session be
scheduled prior to the next Council meeting.
(B) The Town Manager noted that the adjourned meeting scheduled for June
20th to discuss the Utility Tax Ordinance will be held in the Del Mar School
Music Room.
F. ADJOURNMENT
There being no further business before the Town Council of the Town of Tiburon,
Mayor Thayer adjourned the meeting at 9:20 p.m., to the regular meeting of June 19,
1991.
