HomeMy WebLinkAboutTC Min 1990-03-13 TOWN COUNCIL MINUTES CLOSED SESSION Mayor Logan called the closed session of the Town Council of the Town of Tiburon to order at 7:05 P.M. to discuss litigation. CALL TO ORDER Mayor Logan called the regular meeting of the Town Council of the Town of Tiburon to order at 7:40 P.M., Wednesday, March 13, 1990 in Room 5, Del Mar School, Tiburon, California. A. ROLL CALL PRESENT: COUNCILMEMBERS: Coxhead, Duke (9:15 P.M.), Mayberry (9:00 P.M.), Shaw, Logan ABSENT: COUNCILMEMBERS: None EX OFFICIO: Town Manager Kleinert, Town Attorney Truxaw, Town Engineer Bala, Supt. of Public Works Brunini, Police Chief Herley, Planning Director Lohman, Finance Director Stranzl B. NEW TOWN HALL COMMITTEE REPORT James Wilson, Chairman of the New Town Hall/Community Center Committee, reviewed some of the Committee's previous actions and recommendations, which is to sell both parcels where the Town Hall is currently located consisting of 4.77 acres to be used for senior housing of some type, and build a new Town Hall at Mar West and Tiburon Boulevard. C. DISCUSSION ITEMS Mayor Logan stated Bridge Housing Corp. was invited to make a presentation to the Council by the New Town Hall Committee to explain what they do when asked to develop property that has an affordable housing component; this is not necessarily an endorsement of them for work on this site, but to give us options of that might be available to the Town if Measure B passes and we are looking at the current site for a senior housing project. Ben Golvin, Bridge Housing Corp., explained they developed housing that is affordable for low/moderate incomes and showed examples of their work in other cities; explained financial packages; combination of commercial and residential construction; initiative measure to overcome growth control measures; land donations for senior low income rentals; Redevelopment Agency housing; 207 unit life-care project geared to a considerably higher income population done in conjunction with a for-profit partner and it was a hybrid of for-sale and senior facility which includes facility for serving meals and a very extensive health care program; Bridge leases the building and operates a staff of approximately 100; want to be able to bring some of those same services to some of their developments that they are renting at somewhat lower incomes; Bridge has an option on 47 acres in Marin City and working with the Community Service District and Marin Community Development Corp. to bring a mixed use development to this site; long range plan is to build office, retail and quite a number of housing units which will be from affordable to low and moderate incomes. b. Ecumenical Association for Housin2 Mary Murtagh, Ecumenical Association for Housing, non-profit organization that has been developing and advocating low income housing, formed by a group of churches, operate similar to Bridge but on a smaller scale; reviewed previous projects; built 850 units in the County; 230 units under development inside and outside the County; manage about 1000 units under contract;. c. Town Housin2 Committee Dennis Rockey, Housing Committee, totally supportive of the Council's activities and the New Town Hall Committee in terms of trying to ascertain one or both of these organizations to assist in defining or clarifying what sort of uses can be done with the current Town Hall property; wanted to emphasize that the Housing Committee's number one priority for the next few years is to try to assure The Hilarita remains in the same status as it has now, serving low and moderate income needs; hope to the extent that is appropriate, whatever is done with the Town site, that it will also hopefully embrace some longer term permanent solution for Hilarita if that can be obtained. Terry Watt, consultant, noted the State Housing and Community Development Department requires an adequate Housing Element be adopted by July 1, 1990; needed to update information; ABAG's Need Assessment calls for 385 units and that's broken down by very low, low, moderate and upper income housing; Town Hall site is one of the few possible sites for affordable housing; required to identify site for emergency shelters; how to outline steps to retain existing affordable housing such as Hilarita. Site Value Estimates Churck Brombach of Art Gimmy Appraisers reviewed potential land values of the current Town Hall site depending upon types of development. 2. Mar West Property/Site a. Environmental Analysis - Expanded Initial Study Gene Miller, Harlan Miller Tait, reviewed the geotechnical report. b. Consultant's Comments Bob Harrison, traffic consultant, reviewed the traffic studies. D. QUESTIONS & COMMENTS Randy Greenberg, Kirk Hanson, Sandra Swanson and Stewart Hopkins addressed the merits and disadvantages of the proposal to build Town Hall at Mar West and senior citizen housing on the current Town Hall site. E. CLOSED SESSION Mayor Logan adjourned the meeting to Closed Session at 9:50 P.M. to continue litigation discussion. F. ADJOURNMENT There being no further business before the Town Council of the Town of Tiburon, Mayor Logan adjourned the meeting at 10:45 P.M. sine die. (20- PETER B.
