There followed a discussion of the pr0visions of
the Master Service agreement pertaining to street
maintenance, striping, and sweeping. It was
suggested that Mro liose draft a maintenance
schedule for the consideration of the Council to
allow bedgetary flexibility in the aroa of stroet
maintenance. it was also suggested that Mro Rose
invostigate the possibility of eliminating from
the County Contract provisions for stroot sW8eping
and the possibility of contracting with tho City
of Belvedere for this service. Thoro being no
objections it was so ordered.

It was sugGosted that a resolution be drawn up
appointing Mr. Roso as City Clerk of the City of
Tiburon. There boing no objections it was so

It was suggestod that tho mattor of the P.G.&E.
franchise be continued to the next regular mooting
of the Council, August 10, 1964, to allow timo for
Mr. Rose to study and become familiar with tho
franchise proposal. Thero being no objections it
was so ordered.
Mr. John A. Sproul, Attorney at Law, ropresenting
tho Pacific Gas and Electric Co., addressod the
Council on a proposed franchise to be granted by
the City to the P.G.&E. ftt. Sproul statod that
the P.G.&E. was willing to sign an agreement
making revonuos to the City retroactive to tho
dato of tho City's incorporation.

The City Manager, speaking to the adoption of the
Ordinance, noted that its adoption would not place
a noratoriun on all construction within the City,
but would require that every proposed land use with
the exception of those located in areas presently

by the City.
Mr. Lee Jordan addressed tIle Council on behalf of his
client, Mr. Fred Zelinsky, in opposition to the adop-
tion of the Ordinance. Mr. Jordan inquired as to
whether or not the provisions of the ordinance, if
adopted, would apply to natters presently pending
before the City. It was the opinion of the City
Attorney that the ordinance would take effect iillnediately
and its provisions would appl~ to all matters pending,

be granted to Harbor Carriers without stipulating a
parking requirement and that the parking needs of

Mr~antegani stated that he supported the position
of Mr. Harvey
Councilman Souza questioned the desirability of
providing for static parking in the downtown area.
He advocated additional time to study the over-all
parking problem before making a final decission on
the application of Harbor Carriers.

It was the sense of the Council that the Committee report be reconsi-
dered by the Council after receipt of ~ report on the propospl from

referred to the City .rttorney prior to further consider~tion by the
Council.
The Mayor asked If it were the sense of the Council that the City

lines. After a discussion recognizing the
urgency of ndopting an adequate planning
policy, but also recognizing that the
selection of Q planning consultant was

perty Owner's Association addressed the
Council on the subject of the filling of
Tidelands.
Motion of Councilman Souza to amend the

the City Manager to advise the Marin County
Board of Supervisors that the City requests
that the Board of Supervisors take no action
on the application for Excavation Permit,
Salt Works Canal, until the City has had an
opportunity to study the application and

introduced their request that the city determine and state a policy or attitude with
respect to the question of the annexation of the City of Belvedere to the Tiburon
Sanitary District, which proceedings are presently pending before the district. After
discussion, motion of Souza, seconded by EI linwood, to authorize the Mayor to send a
letter to the City of Belvedere asking them to consent to the delay in further pro-
ceedings so as to permit the City of Tiburon to study the long range effect of the
