On behalf of the Board of Directors and myself, I am writing to withqraw the
application to expand our current preschool in order to accommodate an additional
classroom of two and three year old children in the parsonage.
As stated in a previous letter, we have spent over $3,000 on this proposal, a
significant sum for a small, non-profit organization. The noise impact study mandated by
the City Council, on behalf of neighbors in opposition to the project, would cost an
additional $3,000 - $5,000. With no guarantee from the City Council on a path forward
if the study demonstrates acceptable noise levels, we are unable to take on this additional
financial risk. Additionally, we worry about the financial implications of legal action
promised by the neighbors if the project would be approved.
Again, we truly appreciate the Planning Commission's acceptance of our proposal
and understanding of the need to create more educational opportunities in Tiburon for our
very youngest citizens. We regret not being able to accommodate these children and
their families. In a town with a shortage of preschool space, it is unfortunate that the
objections of an outspoken few outweigh the needs of the greater community. As
Emmett 0 'Donnell said in the first Planning Commission Meeting, a community needs
schools and schools belong in neighborhoods.

Attached is an announcement from Golden Gate Bridge Highway and Transportation District
related to transit services in Tiburon.
Most notably, GGBHTD is proposing the elimination of Route 9, the free shuttle-style service to
the Tiburon ferry dock. According to GGBHTD, ridership on this route has declined over the
past 10 years even while ridership across their service area has grown.
GGBHTD's stated goal is to reallocate resources to "better serve more customers". A guideline
of an average of 20 or fewer passengers per bus trip is typically used by GGBHTD to determine
whether a commute trip should be cancelled or combined. Two Tiburon routes, 8 and 9, have
been on GGBHTD' s self-described "watch list" for some time. Route 8 is service between
Tiburon and the financial district. Route 9 is the ferry feeder service.
GGBHTD staff proposes the elimination of Route 9, as it currently averages only 3.6 passengers
per trip (two morning and three evening trips). They also propose the combination of two Route
8 evening return buses into one, again due to low ridership (11 on average per trip), but the rest of
the Route 8 service between the peninsula and the city would be preserved.
As the attachment states, GGBHTD will be conducting a public hearing on this issue on
November 20. The Ark is covering this issue, and I will advise the public of the hearing in the
October 31 issue of Tiburon Talk.

ACTIONS
Recommendation
The Transportation Committee recommends that the Board of Directors approve the following
actions relative to Golden Gate Transit services:
1. Authorize the setting of a public hearing at 9:30 a.m. on Thursday, November 20, 2008,
in the Board Room of the Golden Gate Bridge Toll Plaza, Administration Building, to
receive public comment on a staff proposal to:
a. Redeploy unproductive commute service from Routes 8, 9, 60 and 75 to address
overcrowding on other routes; and,
b. Reconfigure regional basic service on Routes 10 and 80 to improve travel times and
service productivity.
2. Endorse guideline of assigning high-capacity buses to trips averaging more than 35
passengers per trip, effective immediately.

staff at the October 23, 2008, Transportation Committee meeting.
Fiscal Impact
There is no fiscal impact associated with the recommendation to make these changes.

Dear Homeowners Associations:
On November 5,2008 at 7:30 p.m., the Tiburon Town Council will conduct a
public hearing to consider the first reading of an ordinance for the creation of
Marin Clean Energy. This is an important step regarding an important program so
we want to make sure everyone is aware of it.
What is Marin Clean Energy? A movement has been underway in recent years
aimed at increasing the amount of electrical power Marin County receives from
renewable "green" resources. Since 2002, state law permits local governments to
procure electricity on behalf of customers within their jurisdictions, and the
County and the eleven incorporated cities and towns within Marin have been
investigating doing just that in order to improve the renewable profile of Marin's
electricity and to help stabilize rates over time.
Here's how it would work: Marin County and participating municipalities would
enter into a Joint Powers Authority to operate Marin Clean Energy (MCE). This
separate legal entity would have the ability to enter into contracts to purchase
renewably-generated electricity from independent producers. This power would
be distributed by PG&E, which would provide the balance of electricity needed
and would continue to own and operate the distribution network of power lines.
PG&E would also continue to provide billing and customer service. Customers in
participating municipalities and the unincorporated County would have the ability
to subscribe to power from MCE or could "opt out" and stick with PG&E for all
of their power. Customers in MCE could choose between two levels of
participation: "light green" or "deep green". Initially, "light green" would
provide twice as much renewable energy as customers currently receive,
increasing to approximately 50% within five years, at rates equal to or less than
PG&E's, with rates projected to decrease over time. Those selecting the "deep
green" option would agree to pay 8-10% extra to receive 100% renewable power.
Marin Clean Energy is based on a fairly complicated business plan that makes
many assumptions about the availability and reliability of both renewable and
non-renewable resources into the future. All of the entities that would be a party
to MCE want to have the highest possible level of certainty that the predicted
outcome of greener and, eventually, rate-stabilized power is achieved and that all
possible downsides have been anticipated and addressed in advance. Toward that
end, the plan has received great scrutiny, including a recently commissioned
independent review. That review found that MCE " ... creatively proposes a

workable path to providing green power to those in Marin who want it while
offering rates comparability and predictability to those who need it." The
reviewers also posed some questions that they believe should be answered prior to
participating cities making a binding commitment to MCE (a decision point that
will present itself approximately one year from now). The conclusion was a
recommendation that the parties proceed to form the Joint Powers Authority at
this time with the understanding that, if business plan projections do not
materialize as anticipated, it will be possible to withdraw from MCE without
penalty during the upcoming year.
The Joint Powers Authority will only happen if the County and a critical mass of
cities and towns in Marin come together to form it between now and December.
The Tiburon Town Council is scheduled to make its determination of whether or
not to join MCE on November 5,2008. We wanted you to be aware of this and
encourage your attendance at the meeting.

RE: Road concern - Marinero Circle, Tiburon
Dear Town ofTiburon:
I had sent a previous letter inquiring about Marinero Circle, and the possibility of
preventing parking on one side of the street.
My company represents the Marinero Heights Homeowners Association located on this
street. The owners are concerned that in an emergency situation; fire, flood, earthquake,
injury, etc., that the emergency vehicles would have difficulty maneuvering amongst the
cars parked on both sides of the street. They would like to suggest making one side of
the street a no parking zone.
Please advise on this matter.

Dear Councilmember Slavitz:
RE: The blind comer on Juanita Lane behind the Tiburon Playhouse.
As I drive to work I sometimes have to drive down Juanita Lane to find a parking space. I
find this to be hazardous because cars park just beyond the blind comer when you are
entering the alley from Tiburon Boulevard. The alley itself is also narrow and it is
hazardous to drive through it at that comer because it is nearly impossible to tell whether
or not there is oncoming traffic. Personally, I have just barely avoided a collision with
those cars parked around the comer many times. It would be nice if a convex street
mirror was placed on the side of the Tiburon Playhouse at this blind comer so that other
drivers can see what lies around that blind comer. It would be much appreciated.
