MINUTES
CALL TO ORDER
Chair Gram called a meeting of the Tiburon Redevelopment Agency to order on Wednesday,
May 2,2007, at 7:30 p.m. in the Town Council Chambers at 1505 Tiburon Boulevard, Tiburon,
California.

PUBLIC HEARINGS \
1. Implementation Plan Update - Consider Adoption of Update to the Implementation
Plan for the Tiburon Redevelopment Project Area (Director of Community
Development Anderson)
Director Anderson said that that the agency last updated its Implementation Plan for the Tiburon
Redevelopment Project in 1997. He said that the Agency's project area focused on the old
railroad yard, now known as Pt. Tiburon. Although no longer collecting tax increment revenue,
Anderson said that the agency was working to fulfill its affordable housing production
requirements for the project area and had marshaled substantial housing set-aside funds for that
purpose. He said that based on the Town's recently adopted General Plan Housing Element, 5.5
units of very low income housing still needed to be built.
Anderson said that the most likely sites for this housing were the Delano's IGA [former Bell
Market] site and the parking lot adjacent to it. He said that additional sites were also listed in the
plan in the event those sites did not produce the required housing units. Anderson stated that
there was sufficient money in the set-aside fund for the project, especially if it was combined
with Town housing in-lieu fund monies.

Chair Gram asked what that amount was. Mr. Anderson said the combined funds totaled $2.5
million; he added that they could be used to subsidize other projects as a means to ensure
construction of the very low income housing units.
Anderson said that current state law required such project's rental housing to remain in
affordable status for at least 55 years and ownership housing for a period of at least 45 years.
The Director said that is was not likely to see development of any housing until the end of the
five-year Implementation Plan period, due to current lease/ownership issues.
Vice Mayor Slavitz asked whether development would happen only if the property owner
decided to redevelop the properties. Mr. Anderson said that this was the most likely scenario.
Chair Gram opened the public hearing. There was no pubic comment.

To adopt resolution adopting an updated Implementation Plan for the Tiburon
Redevelopment Project area, as submitted.

There being no further business of the Tiburon Redevelopment Agency, Chair Gram adjourned
the meeting at 7:40 p.m., to the regular meeting of the Tiburon Town Council.
