HomeMy WebLinkAboutTC Min 2009-01-07 TOWN COUNCIL MINUTES CALL TO ORDER 'l Mayor Fredericks called the regular meeting of the Tiburon Town Council to order at 7:30 p.m. on Wednesday, January 7,2009, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: Collins, Fredericks, Gram, Slavitz ABSENT: COUNCILMEMBERS: Berger PRESENT: EX OFFICIO: Town Manager Curran, Town Attorney Danforth, Director of Administrative Services Bigall, Director of Community Development Anderson, Director of Public Works/Town Engineer Nguyen, Chief of Police Cronin CLOSED SESSION - cancelled CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (Section 54956.9(a)) Wayne et al. v. Town ofTiburon CLOSED SESSION ANNOUNCEMENT Mayor Fredericks said there was no announcement due to the cancellation of the closed session. ORAL COMMUNICATIONS None. CONSENT CALENDAR 1. Town Council Minutes - Adopt minutes of December 3,2008 meeting (Town Clerk Crane Iacopi) Town Council Minutes #01-2009 January 7, 2009 Page 1 2. Town Monthly Investment Summary - Accept October 2008 and November 2008 reports (Director of Administrative Services Bigall) 3. Agreement re: Annexation of 4080 & 4082 Paradise Drive - Authorize Town Manager to execute an Agreement regarding Annexation of Re;l Property on behalf of the Town (Associate Planner Tyler) Property Address: Property Owner: Assessor Parcel Nos. 4080 & 4082 Paradise Drive Heidi E. Bolton 039-043 03 & 04 4. Vacancies on Town Boards and Commissions - Announce pending vacancies on Town Boards and Commissions (Town Clerk Crane Iacopi) 5. Slavitz, seconded by Gram AYES: Unanimous ABSENT: Berger ACTION ITEMS 1. Town Council Committee Appointments - Recommendation to update Appointments list to reflect any changes to Council committee appointments (Town Clerk Crane Iacopi) Town Manager Curran reviewed the 2008 list with the Council to see if there were any changes or revIsions. She noted that Community Choice Aggregation had become the Marin Clean Energy Authority. Councilmember Collins agreed to continue to serve as the town's representative to the new Board of Directors. Town Council Minutes #01-2009 January 7, 2009 Page 2 Ms. Curran clarified that the town's appointment to Water Emergency Transit Authority was actually to the Citizen's Advisory Committee of that body. She said she had spoken to Vice Mayor Berger earlier in the day who indicated his willingness to continue to serve as the town's representative to that committee. 'l Ms. Curran clarified with Councilmember Gram that he was the Town's liaison to the Jt. Recreation Committee, rather than an appointed representative. Councilmember Gram concurred. Town Manager Curran reviewed the list of ad hoc Council committees and recommended that several of the committees be deleted from the list because their original missions had been accomplished. The four ad hoc committees in this category were the Downtown Economic Committee, the Library Negotiating committee, the Caprice Appeal committee, and the Green Building Standards committee. Council concurred. Ms. Curran asked whether the Council was interested in retaining an ad hoc committee for the library expansion proj ect. Mayor Fredericks commented that the library was embarking on its EIR process and said that she could not think of anything that the agency would have to meet with a subcommittee of the Council at this juncture. Council agreed to not have an ad hoc library committee at this time. Mayor Fredericks' asked about the composition of the Council's legislative subcommittee since she is Mayor (one representative) and also currently serves as the MCCMC (second) representative and Chair of the committee. Councilmember Slavitz agreed to continue to serve as one of the representatives in order to continue the Council subcommittee. Mayor Fredericks reported that the Marin Community Foundation City Liaison Committee had not met since she was appointed in 2001. She said that it did not seem to warrant Council representation if the Foundation did not request attendance at any of its meetings. Council concurred. Town Manager Curran agreed to make the changes to the list and re-circulate it to the Council. TOWN COUNCIL REPORTS None. TOWN MANAGER'S REPORT Town Manager Curran said that MTC's Pavement Management Index report had been released by the Marin IJ yesterday which showed the Town with a rating of 68, up from 66. She said that while the Town had made a substantial monetary investment in streets, the numerical increase was not higher because most of the work had been to repair failed streets. She said that while this work was necessary, it did not reflect a higher numerical "payback." Town Council Minutes #01-2009 January 7, 2009 Page 3 Councilmember Gram said that the index would probably rise again once the streets in the Del Mar neighborhood were repaired. Director of Public Works/Town Engineer Nguyen said that the MTC report was updated every two years in order for its participating agencies to qualify for federal funding. Mayor Fredericks said that it would be interesting to receive a copy of the report in order to compare the indices of other cities in Marin and the county.
