Hi Peggy,
I recently read of some "improvements" to the parking area near Reed School. I hope they aren't
going to pave the area--every time I turn around another area is being paved and then we wonder
why the lagoon threatens to flood (or someone has to spend several million on drainage
improvements). I noticed recently that the TPC parking lot is gravel with a plastic grid-work
imbedded in it. This very practical solution keeps the gravel from shifting and the parking lot seems
almost like a paved surface but has the advantage of drainage as opposed to run-off in the rain. I
hope this is what will be used in that area. Also, it didn't sound like much of an improvement to lose
so many parking spaces there--we already lack enough parking in downtown Tiburon and I don't see
the advantage of eliminating some of this casual parking. It's not the most attractive place in town
but large trucks need a place to park near downtown at times and ferry riders can park there for free,
among others.
I sometimes question this constant beautification that takes place and think about the pictures of
Tiburon in the early 20th century with dirt roads. The money just wasn't around for these types of
projects and somehow everyone got along fine. Why mess with something that works okay,
especially in this economy?

Hello, Diane:
There is a plan afoot to reconfigure and improve the informal parking area on the south side of Tib
Blvd just east of Lyford Drive. It is envisioned as both a safety improvement and an aesthetic one. A
planted median would be installed along the shoulder to screen the parking and control ingress and
egress. By routing cars one-way behind a median to diagonal parking, vehicles would no longer back
out onto traffic but would exit facing forward at only one point on the Blvd.
It is true that there would be some loss of parking, which would go from the current estimated '40 to
50' down to 34. The project is designed to enable a second row of parking in a subsequent phase if
desired, which would raise the count to 54.
The point you make about impervious surfaces is an interesting one. With anticipated daily truck
parking a sturdy surface is needed, but there are lots of innovative materials on the market these days
so it's possible one would be both affordable and meet project requirements. It is worth exploring
and I'll pass the suggestion along to our Town Engineer.
I hope this info is useful. I do understand the tension over potentially excessive "improvements", but
in this case I hope the trade off is a good one.

As you know, Tiburon Talk is issued the last Friday of the month (except December).
We also issue Special Bulletins when appropriate. Special Bulletin topics have included
the oil spill, sewage spills, winter storm alert, Angel Island fire, mail thefts and, most
recently, swine flu.
Whenever Special Bulletins are issued, we invariable get a few e-mail responses from
residents expressing appreciation for receiving them. We have not normally passed
these along, and they are usually just a few sentences in length, but I thought I would
forward one as a fairly, typical example of what we receive. The message below is one of
two e-mails we received after the recent swine flu bulletin.

Some confusion exists concerning the timing of closure of Main Street between Tiburon Blvd.
and the NES building and the signage that is required as a direct consequence of such closure.
The closure of Main Street on Sunday, April 26, 2009 for Opening Day was probably not
warranted based on the number of pedestrians on Main Street.
Waters Edge Hotel guests, members of the Corinthian Yacht Club and their guests and, to a
lesser degree, residents of Corinthian Island are impacted by the closure. Drivers of
automobiles destined for any of these destinations had not a clue as to the fact that they could
not use Main Street from Tiburon Blvd as a route. No signage was in place to direct them to
turn right on Beach Road and left on Main Street.
Zelinsky Properties LLC believes, since the Town of Tiburon has the sole responsibility for street
closure, that it is attendant upon the Town of Tiburon to place, remove and store the signage.
If possible we would appreciate receiving notification in advance as to when the Town of
Tiburon plans to close Main Street between Tiburon Blvd. and the NES building.

I received the enclosed letter from the Marin Municipal Water District and wish to
oppose their ability to cut trees because of the Water District's breach of promise to the
community.
When the second tank was proposed, I went to the Mount Tiburon Neighbors Association
and spoke on behalf of the second tank being located next to the first tank on Roundhill. The
Water District gave such,an exaggerated snow job on how their plantings would cover the tanks,
stating that we would not really be seeing them as we drove past, and they have breached this
promise to the community and I am assuming whatever conditions they have with the city of
Tiburon.
Now the Water District wants to take the cheap way out and remove the trees so that they
do not have to do annual trimming.
I believe my fellow neighbor should have minimal view obstruction if certain trees are in
their way, but this can be done with annual trimming. It is just going to cost the Water District
more money.
Unless the planting that the Water District now proposes will cover the obstruction of the
ugly bulk tank space view that we now suffer in driving past the tanks on Roundhill, they should
not be allowed to remove any greenery that is now hiding the tanks.
Had they put a more dense lower level surrounding landscape as I believe I was promised
when I personally spoke to the District prior to the second tank being approved, then at least one
would not see the tanks driving past. A double row of a low, hedge and a bushy tree in back,
compatible with our irrigation and landscaping guidelines that I have had to agree to, would be
more appropriate. Again, I don't want neighbors to lose views, but all of us have to put up with
the ugly bulk space tank view in such a beautiful area. The only consolation is because of our
excellent police force and their constant protection of our neighborhoods, the tanks have not yet
been tagged by graffiti vandals.

INSTALLATION AND PLANTING
Marin Municipal Water District is applying for a permit with the Town of Tiburon to remove trees
on our Mount Tiburon tank site. The tank site is located at the end of Mount Tiburon Rd. An
irrigation system will be installed, as with new trees and shrubs that are more appropriate for the
site. This fall there will be extensive tree trimming performed. You will be notified in advance of
the work. This work is being done at the request of a neighbor adjacent to our tank site, who by
the way, is paying for all the work.
The trees to be removed will be marked with orange tape on the trunk for- ease of visibility. We
request that you not access our property without first contacting us. If you have any questions
regarding this work, would like to view plans for the work, or want us to show you the exact
location of the trees, please contact Roger Bucholtz, Support Services Manager at (415) 945-
1150, or Augustin Gerena at (415) 945- 1148. No work will be done until the permit has been
approved by the Town of Tiburon.

I am writing to request that the Town of Tiburon participate in funding Marin Housing Authority's
Rebate for Marin Renter's - Housing Stability Program for fiscal year 2009-10. This program helps
to support efforts required in Marin County's Housing Element.
Thank you for Tiburon's generous contribution of $4,018.00 in 2008-09. Marin Housing continues
to use the Marin County 2000 Census population statistics to determine each community's
suggested contribution share to the program. Marin Housing suggests Tiburon's contribution for
2009-10 be $4,018.00.
As you know, the Rebate for Marin Renter's - Housing Stability Program serves low income
seniors, people with disabilities, and families with children who are at risk of losing their housing.
The program provides one-time assistance of up to $1200.00 to an eligible household. This
assistance is particularly beneficial for those households who are having difficulty paying their rent
and who require an emergency rental subsidy. For these households, many of whom are paying as
much as 90% of their income for rent, this emergency rental subsidy can mean the difference
between housing stability and homelessness. During the past fiscal year, Marin Housing has also
provided information, assistance and referral services to 10 unduplicated households in Tiburon,
with a total of 1090 unduplicated households throughout Marin County.
I hope that the Town of Tiburon will once again choose to continue participation in this unique,
locally-controlled housing stability program. Please do not hesitate to contact me or June Miyake,
