In short, these classrooms will not be built at this juncture. This is so for two reasons= chiefly because our construction budget in the end, after such a protracted approval process, simply could not accommodate the additional cost, once having sorted out the more pressing cost requirements for a new sanctuary, multi purpose room and redeveloped site. Secondarily, our Hebrew school enrollment has declined and the student population presently does not warrant adding new classrooms. We have no imminent or planned intention to build these classrooms. However, given the planning history surrounding these classrooms and the ebb and now of both synagogue finances and student enrollment based on membership, we may be in a position to build them at some as-yet-unknown future point. It would be our expectation that we would apply for that addition, at that time, as a new applicant. We are very excited by our plan for the specific location in lieu of the four classrooms, as we expect the Town will be as well. Our plan is to build a community garden, replete with herbs and edible vegetation. Its exact location and associated irrigation system will be precisely described on the planting plan to be submitted from our landscape architect, April Phillips. Dan, it is our hope and expectation that repurposing the area where the four classrooms were to have gone will be welcomed by the Town as a notable improvement to the entire landscape plan and that the Town will approve that whole landscape plan in short order, to keep us on track on our critical path. As many of you know Blue & Gold also provides year-round ferry service to Sausalito and Angel Island as licensed by the California Public Utilities Commission (CPUC). In January of this year Red and White Ferries made application to the CPUC to operate seasonal (summer only) ferry service in Sausalito. The application also requests that Red and White be granted permission to freely enter/exit the Sausalito ferry market, to unilaterally raise or lower fares without CPUC review, to have complete flexibility in scheduling its vessel arrivals and departures, and to expand its new ferry service as it sees fit. Blue & Gold Fleet continues to oppose this application, as does Golden Gate Ferry, on the grounds that the additional ferry service is unnecessary and will negatively affect ridership for both existing operators l . In July Red and White failed to obtain CPUC approval of its request for interim authority that would have allowed Red and White to begin service this past summer on a temporary basis even before the formal public hearing process on its application took place. A formal CPUC hearing on Red and White Ferries' request to obtain permanent authority to operate ferry service beginning next year is scheduled for November. As some of you know from previous public meetings and rate increase applications, the destinations of Sausalito, Tiburon and Angel Island are managed as one "North Bay" service within Blue & Gold. For example, during the winter we run only one ferry on weekdays which serves all three destinations; in summer we use two boats to shorten transit times and increase service frequency. The fiscal reality is that the busy summer period financially supports ferry service to each of the North Bay destinations we serve during the slower winter months. Red and White's application to operate seasonally amounts to "cherry picking" and, if approved, will likely divert a significant number of Sausalito excursion passengers away from Blue & Gold (as well as Golden Gate Ferry). Fewer riders and less revenue will likely and necessarily result in future service cuts to Blue & Gold's North Bay destinations. Since Blue & Gold is a private company, it cannot make up this potential revenue shortfall by applying for a public transit subsidy. North Bay ridership In. addition to the many reasons the Application is being opposed, Golden Gate Ferry also has a separate claim relating to Red and White's demand to use GGF's landing facility in Sausalito. has declined over the last 10-15 years for a number of reasons - increased telecommuting, rising fares on the ferry, changing demographics - and Blue & Gold has been working to reverse this trend, for example, by securing the GEMINI for use in Tiburon which has made the service more reliable. Unfortunately Red and White's application poses a new and very real threat to the strides we've made and the future ferry schedule that Blue & Gold can afford to provide for its North Bay service routes. Equally troubling for Tiburon residents is the potential ripple effect that Golden Gate Ferry passenger losses may have on Golden Gate Transit bus service to and from the peninsula. The CPUC is holding two public participation hearings on Red & White's application in advance of the formal evidentiary hearing in November one on 9/15 at 1:30 pm at the CPUC Commission courtroom at 505 Van Ness Ave in San Francisco, and the other at 7:00 pm on 9/22 at the Sausalito City Hall in order to get input from the general public on Red & White's proposed new service to Sausalito. I encourage riders to voice their concerns about this issue by attending these meetings or writing the CPUC at 505 Van Ness Ave, SF, CA 94102. Curran Town Manager addresses whether alternative vehicular access points to the project are feasible. Such access points would include, but not be limited to, an extension of Straits View Drive to access proposed Lots 10-19, and alternative access points from Paradise Drive or other streets to access areas suitable for construction and/or to provide a secondary means of entry and/or egress. Town of Tiburon Dear Town Council: RECEIVED SEP 17 2009 TOWN MANAGERS OFFICE TOWN OF TIBURON Thank you for holding last night's meeting regarding the Martha property and the current lawsuit over the property. It really helped to clarify the issues. The development of the Martha property will be difficult for everyone, but for those of us that live on Paradise Drive, as we do, it will be especially difficult under the current proposal because all construction traffic will go right by our home, for many years until all construction is completed. As our neighbor Ed Lynch pointed out at the town meeting, those of us on Paradise Drive will have to take the brunt of the development, and possible decline in property values, while those in the rest of Lyford Cove/Old Tiburon and Hill Haven will not. It is not equitable and we feel strongly that the pain of the development needs to be shared by all of us. Construction of homes off Ridge and Mountain View should be accessed off Diviso and homes built off Paradise Drive should be accessed from Paradise Drive and there should be no building of a temporary construction road at the water tower. We were also very pleased to hear Bill Lukens mention the possibility that the time may be right to try to purchase the Martha property for open space. This would of course be the best solution.
