On behalf of the Tiburon Town Council and Belvedere City Council,we are writing the
California Public Utilities Commission(CPUC) today to express our displeasure and deep

concerns regarding the passenger ferryservice currently being Provided by Blue and
ToNn Maliagcr
Gold Fleet, L.P.,(Blue and Gold) between Tiburon and San Francisco.
For many years, Blue and Gold has provided commuter passenger ferry service between ,
the Town of Tiburon and the Ferry Building in San Francisco. This weekday onlyf
commuter service currently consists of four morning departures from Tiburon to the
Ferry Building and tour afternoon departures from the Ferry Building to Tiburon. In
addition to this commuter service, Blue and Gold also operates weekday and weekend
ferry service between Tiburon and Pier 41 in San Francisco,with some of these trips
incorporating stops at Angel Island State Park. "
Since mid-2015, Blue and Gold has been in negotiations with the Golden Gate Bridge,
Highway and Transportation District(GGBHTD), and the owner of the ferry landing in x
Tiburon to reach an agreement that would result in the GGBHTD taking over the
p.
weekday commuter trips between Tiburon and the Ferry Building,with Blue and Gold h,;
continuing to provide the more lucrative weekday and weekend service between {„
Tiburon,Angel Island, and Pier 41. We understand the parties are close to an
)z
agreement and that the GGBHTD may assume operation of the weekday commuter
service as early as February 2017.
Although we support the transfer of commuter service to the GGBHTD,we remain
concerned regarding the ability of Blue and Gold to provide consistent non-commuter
service between Pier 41,Angel Island and Tiburon. Throughout the period the parties
have been negotiating the transfer of commuter service,we have experienced a

dramatic decrease in the level of service provided by Blue and Gold on all of its trips
serving Tiburon.This has included several changes in the vessels that serve our
communities,with each being older and slower than the previous.This has resulted in
ever increasing delays and the near constant inability to adhere to the posted schedule.
This is a particular concern on the weekday commuter trips, where hundreds of our
residents expect and rely on consistent service to get to their workplaces on time. a r

Throughout this time, Blue and Gold has shown little interest in addressing these
concerns,and a disregard for the affect these chronic deficiencies in service have on our hwr �S
residents. Rather,they appear intent on 'running out the clock' on the weekday
commuter service, knowing they will retain the more profitable non-commuter service a
after the transfer to GGBHTD occurs.
We feel Blue and Gold is failing to provide adequate ferry service to our communities,

and has been unresponsive to our concerns. It is important that the CPUC, as the entity u
responsible for regulating vessel common carriers in California, is made aware of this
situation. We appreciate the opportunity to provide input on this important issue and
would be happy to discuss it further with CPUC staff if there are any questions regarding
the information provided in this letter.

In accordance with Section 24 of the Richardson Bay Joint Exercise of Powers Agreement dated
October 5, 2000 the City of Sausalito (the "City") is hereby notifying you of its intent to
withdraw from the Richardson's Bay Regional Authority ("RBRA") effective July 1, 2017.
The City remains hopeful that the issues which have led up to this notice of intent can be
resolved in a manner which would allow Sausalito to remain part of the RBRA.

Housing Future: Challenges and Opportunities - Public
Draft.

options for where we live have far-reaching impacts in our lives - from our job
opportunities to our physical and mental health, from our children's success in school to
our environmental footprint.
This Statewide Housing Assessment provides in depth research into California's far
reaching housing challenges:
• Production averaged less than 80,000 new homes annually over the last 10 years,
and ongoing production continues to fall far below the projected need of 180,000
additional homes annually.

• Lack of supply and rising costs are compounding growing inequality for younger
Californians.
• One-third of renters pay more than 50% of income toward rent.
• Homeownership rates are at their lowest in California since the 1940s.
• California accounts for a disproportionate 22% of the nation's homeless population.
• Continued sprawl will decrease affordability and quality of life while increasing
combined housing and transportation costs on families.
In addition to analyzing housing needs and condition, "California's Housing Future" presents
preliminary recommendations to address California's housing challenges through a ten-year
forward looking policy framework.
Stakeholder Enqaqement:
With this release of the California's Housing Future: Challenges and Opportunities -
Public Draft, HCD will engage in a robust stakeholder process to discuss and receive
feedback on the Assessment, as well as its preliminary recommendations. The Statewide
Housing Assessment is expected to be complete by summer 2017.

Golden Gate Ferry (GGF) will soon begin its first
new service route in forty years.
GGF will carry passengers between Tiburon and
San Francisco, taking over weekday commute trips
` from Blue & Gold Fleet. There will be four runs in
the morning and four runs in the evening, on a

Larkspur Ferry Terminal parking fees DO NOT apply on New Year's Day, Presidents' Day, Memorial Day,

Parking fees are enforced on all other days, including days when Larkspur Ferry is
running reduced or holiday service. All spaces (including HOV, disabled, and . ;
motorcycle) in the Terminal and overflow lots are subject to the parking fee.
Parking is $2 on weekdays from 5 am to 1 pm and $20 for a monthly permit.
