Subject: Town of Tiburon Workshop November 29, 2016 and Meeting
Dr. Lynch:
I am Co-Chair of the Bicycle Pedestrian Safety Sub-Committee of the Town of Tiburon's Parks Open Space
and Trails Commission. My fellow Commissioner, Park Allen and I have been asked by the Town of Tiburon
to gather public input regarding bicycle, pedestrian and automobile safety. Vice-Mayor Jim Fraser convened
this Task force to look at improving safety among automobiles, bicycles, and pedestrians.
A critical component of that work will involve the Town of Tiburon working closely with the District and
schools to gather information from parents, educators, and others on what can be done to improve education and
outreach.
The Town of Tiburon and our Subcommittee have scheduled a Public Workshop and would like to ensure the
parents are fully informed and have an opportunity to participate in sharing their ideas with the Town of
Tiburon. We wanted to personal invite you also to attend if your schedule permits.
The following are the details for the Workshop: November 29, 2016 at The Tiburon Town Council Chambers
from 6:00 PM -7:00 PM. It would be great if we could notify the parents regarding this upcoming workshop, so
please let us know how this is best accomplished.
Park and I would also like to meet with you directly to explore how we can best engage the parent community,
and also to hear your thoughts based on your experience here in Tiburon. Here are a few dates and times, but
please feel free to suggest others that might be a be a better fit for your schedule:

DAVIDUTIIVEEJ. IDIRECTOR On November 8,2016,California voters will decide whether to approve Proposition 64,
Control,Regulate and Tax Adult Use of Marijuana Act.If Proposition 64 passes:

711 related products remain subject to sales and use tax,and there will be no excise tax or
cultivation tax imposed.
If Proposition 64 passes,what would qualify for the sales and use tax exemption?
The sales and use tax exemption would only apply to the retail sales of medical cannabis,
_ medical cannabis concentrate,edible medical cannabis products,or topical cannabis as
L e7 those terms are defined in the Business and Professions Code section 19300.5.To obtain the
exemption,qualified patients or their primary caregiver would need to provide their valid
Medical Marijuana Identification Card issued by the California Department of Public Health,

under section 11362.71 of the Health and Safety Code,and a valid government issued

How would a retailer claim the sales and use tax exemption?
Medical marijuana retailers would be able to claim the exemption on their sales and use tax
return. Retailers would need to retain supporting documentation to substantiate exempt
transactions.
If Proposition 64 passes,what would be subject to excise tax and cultivation tax?
If Proposition 64 passes,effective January 1,2018,a 15 percent excise tax,based on
the gross receipts from the retail sale,would be imposed upon retail purchasers of all
marijuana and marijuana.products,including medical marijuana.In addition,a tax on
cultivators of marijuana would generally be imposed as follows:
• $9.25 per dry-weight ounce of marijuana flowers
• $2.75 per dry-weight ounce of marijuana leaves

TO INCREASE RATES FOR THE 2016 CATASTROPHIC EVENT MEMORANDUM ACCOUNTS

Summary
On October 31,2016, Pacific Gas and Electric Company(PG&E)filed an application with the California Public Utilities Commission
(CPUC)for approval to increase rates for the recovery of costs recorded to its electric and gas Catastrophic Event Memorandum
Accounts(CEMA). The 2016 CEMA Application seeks recovery of$141 million in electric distribution and gas distribution and gas
transmission revenue requirements to be put into rates on January 1,2018.
Background
California state law authorizes PG&E to record to the CEMA the costs associated with declared emergencies as necessary for(a)
restoring utility services to customers; (b)repairing, replacing or restoring damaged utility facilities;and (c)complying with governmental
agency orders in connection with events declared disasters by state or federal authorities.The costs from declared disaster events are
different from the costs associated with"normal"and"major"emergencies. Unlike the costs for"normal"and"major"emergencies,
forecasts for CEMA events are not included in the General Rate Case or Gas Transmission and Storage Rate Case.
How will PG&E's application affect me?
This application will be examined by the CPUC to determine if costs are reasonable and eligible for recovery from customers.If
approved,this application would result in a rate increase that would start on January 1,2018. The rate changes for each customer class
will depend on the CPUC's final decision.
A table presenting a more illustrative description of the impact of this application was included in a bill insert announcing this filing that
was sent directly to customers in the October 2016 billing cycle.
Estimated impact on electricity rates
The proposed increases in rates for bundled electric service customers,those who receive electric generation as well as transmission
and distribution service from PG&E. For 2018,the forecasted electric revenue requirement increase is$133 million.
PG&E's request would increase electric rates for customers who receive electric generation and distribution services from PG&E. For a
typical residential Non-CARE customer using 500 kWh per month,the rate would increase from$97.77 to$98.90 or 1.2 percent.
Individual customer bills may vary.
How will PG&E's application affect non-bundled customers?
Direct Access(DA)and Community Choice Aggregation(CCA)customers only receive electric transmission and distribution service
from PG&E.The net impact of PG&E's application on DA and CCA customers is an average increase of 1.4 percent.
Departing Load(DL) customers do not receive electric generation,transmission or distribution services from PG&E.However,they are
required to pay certain charges by law or CPUC decision. PG&E's request would increase the system average revenue for DL
customers$153 thousand or 0.5 percent
Estimated impact on gas rates
For 2018,the forecasted gas distribution revenue increase is$6.4 million and the gas transmission revenue increase is$1.6 million.
How the increase is distributed to each customer class will ultimately depend on the CPUC's final decision.
For a typical bundled residential Non-CARE customer using 34 therms per month,their bill would increase from$56.67 to$56.77 or 0.2
percent. Individual customer bills may vary.

This application will be assigned to an Administrative Law Judge(Judge)who will determine how to receive evidence and other related
documents necessary for the CPUC to establish a record upon which to base its decision.Evidentiary hearings may be held where
parties will present their testimony and may be subject to cross-examination by other parties.These evidentiary hearings are open to
the public, but only those who are formal parties in the case can participate.
After considering all proposals and evidence presented during the hearings,the assigned Judge will issue a proposed decision which
may adopt PG&E's proposal, modify it or deny it.Any of the five CPUC Commissioners may sponsor an alternate decision.The
proposed decision,and any alternate decisions,will be discussed and voted upon at a scheduled CPUC Voting Meeting.

with a legislative mandate to represent investor-owned utility customers to obtain the lowest possible rate for service consistent with
