RESOLUTION NO. ~
A RESOLUTION OF THE CITY eOUNCIL OF THE CITY OF TIBURON OPPOS-
ING LOCATION OF ABM SITES IN POPULOUS URBAN AREAS - AND URGING
THAT THIS DEFENSE SYSTEM CONCEPT BE RE-EXAMINED BY THE PRESIDENT,
THE CONGRESS AND THE DEFENSE DEPARTMENT.
WHEREAS, The eity Council of the City of Tiburon, having previously
expressed its opposition to locating an ABM site on Angel Island in San Francisco
Bay on the basis of both land use and of the people of the community placing
upon this site park purposes as being paramount; and
WHEREAS, some significant evidence indicates that nuclear weapons
should not be located in the midst of densely populated urban centers in the
interests of the public health, welfare and safety; and
WHEREAS, some evidence, as yet unresolved, suggests that the ABM
Sentinel System poses a mathematical possibility of an accidental explosion
of one of the cluster of hydrogen bomb warheads stored within Sentinel sites;

WHEREAS, even proponents of the so-called "thin" missile defense
system have themselves expressed lack of certainty as to whether it will actu-
ally work; and
WHEREAS, it has been suggested within Congress and the Pentagon that
the placing of sites in urban areas may be unnecessary and undesirable;
NOW, THEREFORE, BE IT RESOLVED:
THAT the City Council of the eity of Tiburon. California, in re-
flecting the unanimous resolution of both the Board of Supervisors and the
Planning Commmission of the County of Marin, urges upon the President of the
United States, the Congress of the United States and the Department of Defense
a very careful reconsideration of the ABM Concept as a defense method; that,
in particular, reconsideration be given to placement of a potential for disaster
in densely populated'urban areas; that the San Francisco Bay area be recognized
as one of the nation's most populous areas already having within it many
defense installations making it a potential target area.

City of Tiburon held on February 24, 1969, by the following vote:
