RESOLUTION NO. 290
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TIBURON RECOMMENDING CONTINUING ACTIONS
TOWARD THE IMPLEMENTATION AND EXECUTION OF
THE GENERAL PLAN FOR DOWNTOWN TIBURON.
WHEREAS, the General Plan for Downtown Tiburon has been adopted
as a guideline for future development of the Downtown Area; and
WHEREAS, it is the City Council's intention to continue the
planning process in order to maintain the plan's compatibility with
the goals of the residents and merchants of the City of Tiburon;
NOW, THEREFORE, BE IT RESOLVED:
This Council does hereby initiate the following actions toward
implementing cnd executing the General Plan for Downtown Tiburon:
A. The Planning Commission shall be responsible for initiating
studies toward resolving goal conflicts between various
resident groups and toward coordinating other general plan
elements and the zoning ordinance with the goals of the
Downtown Plan. The Planning Commission shall refer all
matters to the Parks and Recreation Commission prior to
taking action and, insofar as practicable, action on any
items affecting the Downtown Plan or implementation there-
of shall be made at joint meetings between the two bodies.
To begin the continuing planning process, the Planning
Commission shall begin by initiating the following studies:
1. A Transportation Element (all potential modes) of the
Tiburon General Plan, with particular emphasis on
methods of decreasing automobile traffic and parking
in the Downtown Area;
2. A Housing Element, with particular emphasis on achieving
methods of locating low-and moderate-income housing for
the elderly in the Downtown Area;
3. A study for the program and location of a City Hall
site in the Downtown Area, with particular emphasis
on the inclusion of an adjacent community open space;
4. A study of the open space patterns as opposed to land
use intensities, with emphasis on achieving larger
open spaces by intensifying building densities in
certain areas;
5. A more detailed study of the building masses, with
emphasis on developing a l!view-shedil plan.
B. The Planning Commission and Parks and Recreation Commission
shall jointly render a semi-annual report to the Council on
the status of the Downtown Plan and its application.
C. The City Council shall create an ad-hoc committee consisting of
councilmen, representatives of the Chamber of Commerce and other
groups with interest in the Downtown Plan to formulate specific
~rograms and criteria and seek out appropriate prospective
developers and tenants for Downtown.
