MINUTES
CALL TO ORDER
Mayor Gram called the regular meeting of the Tiburon Town Council to order at 7:30 p.m.
on Wednesday, May 17, 2000, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon,
California.

1) AD HOC COMMITTEE FOR EXPANDED FERRY SERVICE - (Councilmember
Matthews)
Councilmember Matthews said he was pleased to report that Blue & Gold Fleet had added late
night Saturday ferry service between San Francisco and Tiburon, beginning May 27,2000. He
said the service was in response to the positive response to a questionnaire distributed by the ad
hoc committee & Blue & Gold Fleet.
Matthews gave credit to committee members Allan Littman and Anne Kasanin, as well as Steve
Sears and Angelo Servino for their input. He thanked Pip Elles of Blue & Gold Fleet for "sticking
her neck off" to try this service. He said it was now up to everyone to make it worthwhile, and
noted that Blue & Gold said their "break even point" was 120 riders per trip for the late night
service.
Committee member Allan Littman said the committee was also working with Councilmember
Stratigos of Sausalito on the issue of expanded service.
2) AIR TRAFFIC ISSUES - MARIN COUNTY - (Councilmember Matthews)
Councilmember Matthews said he had attended a meeting on the topic at the County Board of
Supervisors the day before, and that of the 40-50 people in attendance, 10 were from Tiburon.

"" Matthews said he would keep the Council posted on the status of the proposed expansion of the
San Francisco and Oakland airports, which would definitely have an effect on Marin County and
Tiburon.

Mayor Gram said the Town requested that Item NO.3 be continued until next meeting pending
some further discussions with the neighbors concerning the deck.
Councilmember Matthews asked to amend Item No.5, April 19,2000 minutes, page 7, third
paragraph, regarding the appeal to install carport enclosures at 2024 Paradise Drive. He said he
voted to "turn it down because the Design Review Board denied it on a 3-1 vote and Town staff
had recommended against view blockage," in addition to the other reasons stated in the minutes.

6) HERITAGE & ARTS COMMISSION - (One Vacancy) - (Valerie Castellana, Applicant)

7) GREENWOOD BEACH ROAD DRAINAGE PROJECT - (Authorize Town Engineer to
go out to Bid for Project)
Town Manager Kleinert said that all four homeowners had signed the Agreement and noted that
the provision for the Town to become the Contract Administrator for the project was part of the
Agreement.
Kleinert thanked Nancy Peterson for her help in obtaining the signatures and acknowledged her
letter, which was part of the Council packet. He said that the Town Engineer, Ms. Peterson and
the Town Manager had met on the site and agreed to try to improve the situation vis a vis the
catch basin and drainage between 444 & 448 Greenwood Beach Road. Kleinert said the Town
,- Engineer was working on a design, as Stuber-Stroeh's was only conceptual.

f'" Town Manager Kleinert asked that the Town Council accept the executed copies of the
Agreement, and authorize the Town Engineer to go out to bid for the project when the drawings
were complete.
Nancy Peterson, 444 Greenwood Beach Road, thanked the Town Manager, Town Engineer and
Town Attorney for their help and said, "we all now agree on the direction we're going in, and now
have a good solution."

Lalita Waterman, Appellant) - Notice a/Continuance

Mayor Gram noted the Town's request for a continuance to the June 7, 2000 Town Council
meeting.
9) DOWNTOWN AREA STREET PARKING REGULATIONS -
a) Amend Chapter 23 of Town Code to allow implementation of regulations
pertaining to certain new and existing Downtown Parking, Loading & Unloading
Zones, Curb Colors and Signage associated with the Main Street Reconstruction
Project - (Introduction and I" Reading of Ordinance)
b) Establish and designate Parking and/or Loading Zones in the Downtown Area
associated with the Main Street Reconstruction Project - (Adopt Resolution)
Pl~ng Director Anderson said the adoption of an urgency ordinance amending the Town Code
would allow the Town to establish and enforce the new curb colors and parking regulations on
Main Street and Paradise Drive without waiting the 30 days after adoption.
He said the Council should also adopt a Resolution establishing times in the [existing] yellow and
white zones and noted that there were prohibitions on bus loading/unloading in both of these
zones.
Town Attorney Sharp said that although the Planning Director had structured the ordinance to be
an urgency ordinance, it was not so stated on the agenda. He therefore recommended that the
Council adopt the urgency ordinance but bring it back for a second reading, as well, pursuant to
r Government Code Section 36937.

r- Mayor Gram opened the public hearing.
Jay Key, 108 Paradise Drive, member of the Board of Directors of the Pt. Tiburon Homeowners
Association, said he was in favor of the establishment of a "white zone" along the Waterfront
Parks as long as buses were prohibited. He said the current signage seemed okay, but requested
that language be added to prohibit buses if enforcement became an issue.
Mayor Gram commented that the new regulations could be refined "as we go along."
