Subject: Project Update
Del Mar Valley Undergrounding Assessment District
As you probably are all now aware, the lengthy legal battle that entangled this utility
assessment district has been settled, paving the way for the project start anew. We are
all excited to move the ball along.
The construction plans for the "joint utility trench" that were completed back in 2005
are no longer completely applicable to today's revised project boundaries and
engineering standards. The original district, which had 221 parcels, has been paired
down to 164. This necessitates some re-engineering of the plans. We have had to
engage PG&E, Comcast, and AT&T to redevelop the project with them, as well as a
new engineering firm, as we are no longer using Harris and Associates. Fortunately,
we do anticipate that much of the prior work can be carried over.
There are three components to the utility undergrounding process: 1) the joint utility
trench, 2) private property service laterals, and 3) utility company conversion. The
Town's main area of responsibility is the construction of the joint utility trench,
underground vaults and service connection boxes. You, the property owners, must hire
your own contractors to install conduits from your home to the property line where the
service connection boxes will be located. Our engineering team will be sending to
each parcel a diagram of where these connection boxes will be located in your
vicinity. Finally, the utility companies will independently convert their aerial lines to
the underground facilities and take ownership of them. The Town will have no control
over their schedules, although we will of course urge them to make this a priority.
The following is our preliminary schedule of the new effort:
• Select new engineering firm and engage utility companies
to redevelop construction plans Sept - Oct 2010
• Complete revised construction plans of the joint trench January 2011
• Receive Council approval to bid the project January 2011
• Bid Project Jan -Feb 2011
• Council award of construction project to a contractor March 2011
• Begin construction of joint trench April-May 2011

The above schedule is subject to change depending on coordination and weather.

Dear Town of Tiburon:
I am writing to express my dissatisfaction with two items at Congregation Kol Shofar
(CKS).
The first issue is with regard to the parking lot lights and lighted sign on Blackfield
Drive. The CUP states "Parking lot lighting shall be on timers to turn off no later than
10:00 pm on weekdays..." The lights are on all night and have been since the beginning
of September. I have contacted CKS directly many times over the past month to let them
know of this issue. One time they were fixed for approximately a week in early
September, however, the lights continue to be on all night in direct conflict with the CUP.
CKS is aware that they are on because I have repeatedly told them. No action has taken
place.
Second, landscaping on the outer property is abysmal. I have enclosed some photos of
the current state and views from Blackfield Drive. The property has been open for over a
month yet there is a mix of weeds, dead grasses, woodchips, and dirt as the current
landscaping as one approaches the property. The CUP states "Approved landscaping
shall be professionally maintained at all times in a healthy, weed-free and litter free
condition." Additionally, there is broom being used as an attempt at shielding the lower
parking lot from the road and houses. Again, the CUP states "The landscape plan shall
call for the removal of invasive plant species such as French broom and pampas grass
from the site." The woodchips are on half of the perimeter as if someone has forgotten to
put the rest.
Landscaping is an essential part of all projects as well as how our neighborhood is
viewed. I am extremely dismayed at the lack of adherence to the Town's CUP as well as
the lack of attention to the aesthics of the property in the neighborhood.
I have waited a month to make a formal complaint to the Town so that CKS could "work
the kinks out" but these two problems do not seem to have any action. I hope that the
Town can require some action on adherence to the CUP. _

D. NEW BUSINESS
96 SUGARLOAF DRIVE; File No. 21016; Capucine & Andrew Hoybach, Owners; Site Plan
and Architectural Review for construction of an addition to an existing single-family dwelling,

2. 130 STEWART DRIVE; File No. 710103; Susan Beecroft, Owner; Site Plan and Architectural
Review for construction of an addition to an existing single-family dwelling. The applicant
proposes to remodel the existing dwelling, and convert 700 square feet of crawlspace at the lower
level into floor area. APN: 055-091-14
The applicant has submitted a request to remodel and construct an addition on property located at 130
Stewart Drive. Currently the property is improved with asingle-family dwelling. The main level of the
home includes an entry foyer, a living room, family room, kitchen, two bedrooms, a bathroom and a
master bedroom suite. The lower level includes a two-car garage and crawlspace. The proposal would
convert seven hundred square feet (700 sq. ft.) of the lower level crawlspace into a family room, bedroom
and bathroom. A new deck would also be constructed off the main level living room at the front of the

home. Existing decks and exterior stairways would be re-built to comply with current building codes, and
all of the windows would be replaced as part of the overall remodel of the structure.
The proposal would result in lot coverage of 2,045 square feet (26.57%) which is below the maximum
permitted lot coverage in the R-1 zoning district (30.0%). The proposal would result in a gross floor area
of 2,544 square feet, which is below the maximum permitted floor area ratio for a parcel of this size
(2,769.4 sq. ft.).
Susan Beecroft, owner, said that the house is in need of repair and she hoped to bring it up to modern
standards. She stated that there is a large 6-8 foot crawl space that she would like to develop into a family
room, bathroom, and bedroom. She described other proposed changes to the house, including decks,
stairs and doors. She presented the colors and said that the darker brown color would be at the bottom,
with lighter brown at the top and white trim.
Chair Tollini asked about the roof materials. Ms. Beecroft said that they cannot use shingles because of
the slope, but the roof will look better than it does currently. Chair Tollini said he thought that the
skylights were fairly modest.
There were no public comments.
Boardmember Emberson said that she loved the Eichler-type design of the house and thought that it was
great that the applicant would keep the original style.
Vice Chair Kricensky agreed and thought that the applicant had done a good job of keeping the essence of
the architecture, and that capturing the square footage underneath the house was a logical way to expand.
Boardmember Chong said that he visited the project and it seemed like a good way to improve the home.
Chair Tollini agreed with the other Boardmembers and said that he appreciated the modesty of the
proposed changes. He said that the project would be quite innocuous from the neighbors' perspectives,
both the building underneath and the color choices.
ACTION: It was M/S (Chong'Emberson) that the request for 130 Stewart Drive is exempt from the
California Environmental Quality Act and approved the project, subject to the attached conditions of
approval. Vote: 4-0.
E. APPROVAL OF MINUTES #15 OF THE 8/2/10 DESIGN REVIEW BOARD MEETING
Chair Tollini noted a typographical error on page 4. In the first paragraph the last sentence should read
"should adhere" instead of "should adhered."
ACTION: It was M/S (Emberson/Chong) to approve the minutes of the August 2, 2010 meeting as
amended. Vote: 4-0.

Notice of Intent to Adopt
a Supplemental Mitigated Negative Declaration
& Notice of Public Meeting
for Sonoma-Marin Area Rail Transit Todd Road Operations and
Maintenance Facility Project
The Sonoma-Marin Area Rail Transit (SMART) District has prepared a Supplemental Mitigated Negative Declaration
(SMND) and supporting Initial Study (IS) for a proposed operations and maintenance facility (OMF) in unincorporated
Sonoma County, southwest of the City of Santa Rosa. The site is west of Highway 101 and is bounded on the north by
Todd Road, on the east by South Moorland Avenue, on the west by the existing SMART right of way, and on the south
by private property. An OMF is required along the corridor to service the SMART project, a passenger train project that
will provide rail service along 70 miles of the former Northwestern Pacific Railroad alignment. The SMART project Draft
and Final Environmental Impact Reports (2005 and 2006) evaluated the entire rail project, including two sites for the
OMF. The SMND evaluates a new alternative site at Todd Road. The OMF would include administrative offices for
SMART staff and facilities for train maintenance. Based on this SMND/IS, it has been determined that the location of the
OMF at the Todd Road site would not result in any new or substantially more severe significant effects on the
environment than previously analyzed, and all effects of the proposed OMF have been reduced to less than significant.
