MINUTES
CALL TO ORDER
Mayor Fredericks called the regular meeting of the Tiburon Town Council to order at 7:32 p.rn.
on Wednesday, July 21, 2004, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon,
California.

INTRODUCTION OF NEW TOWN EMPLOYEE
Police Officer Gunnar Googins
Chief of Police Odetto introduced the new officer, Gunnar Googins, and his fumily to the Council.
The Chief noted that GWlIIlIr was a native ofTiburon and had previously been an intern in the
Tiburon Police Department. He also said that Gunnar had completed his training at top ofhis
class at Sonoma State University.
Officer Googin's wife Katie pinned his badge. Officer Googin said that he was looking forward
to being part of the Tiburon "family."

PLANNING COMMISSION - One Vacancy
Mayor Fredericks said that the Council had interviewed four candidates of intelligence and
accomplishment whose experience and values made for a very difficuh selection by the Council.
She mentioned that George Salerno, a former Parks & Open Space Commissioner, had recently

run for Town Council, and that Jim Hermann, a current POSC commissioner, was active on the
Downtown Task Force. But in her mind, the Mayor said that there were two candidates who
stood out and who met the criteria she thought important for this appointment.
Mayor Fredericks said that Christopher Wand had most recently served as the community
representative to the County Transportation Plan advisory committee, and was president ofhis
homeowner's association, the Reedlands. She said that this kind of neighborhood involvement
was an important component of political decision-making that took place in the Town.
In addition, Mayor Fredericks noted that Chris Benediktsson had extensive experience in the EIR
process and had no conflicts of interests because his business interests were outside of the Town.
Councilmember Gram said that he would nominate Jim Hermann to fill the Planning Commission
vacancy. He said that Hermann had been involved in the Town ever since he arrived and that he
had read the General Plan and been to all the meetings and workshops since applying for the
position.
Vice Mayor Berger said that he would second Councilmember Gram's motion while noting that
the other candidates were also well qualified. In addition, he noted that Mr. Benediktsson had
actual experience writing EIR's.
The Vice Mayor said that he had served with Jim Hermann on the Downtown Revitalization
r- Committee and spoke highly of his leadership on that task force. He said he was certain that Jim
would learn the Open Space elements and other important aspects of the General Plan as part of
his tenure on the Commission. He said that Jim showed passion and deep knowledge ofthe
downtown and the changes it faced in the future and was really "digging into" the process.
Councilmember Slavitz concurred that all four would make excellent commissioners but that what
separated Jim Hermann from the others was the extent of his current involvement with the Town,
as well as a quality of "stick-net-it-ness" that he brought to the job.
Councilmember Smith agreed with the above comments. He said that Mr. Wand had attended
nearly all of the Design Review Board meetings during Smith's tenure on the Board. In addition,
he said that George Salerno had received between 800-900 votes in the Council race and that he
had great respect for him.
Smith said that Mr. Benediktsson's candidacy was "tempting" because ofhis experience in
environmental review, especially as a replacement for Commissioner Greenberg. In the end,
however, Smith said that he thought Mr. Hermann's "focus" would be beneficial to the
Commission.
Mayor Fredericks said that she was certain that Mr. Hennann would bring the same passion he
showed for the Downtown task force to the business of the Planning Commission.

COUNCIL. COMMITTEE AND COMMISSION REPORTS
Councilrnember Smith said that the RBRA had again discussed the deterioration ofthe Elephant
Rock Pier and wondered what the actual extent ofthe damage was and whether there was any
warranty to the [recent] work that that been done.
Vice Mayor Berger said that the Downtown Task Force was exploring ideas on lots of fronts,
including visitor and marking packages (in process), a "manned" kiosk, downtown Friday nights,
and continued discussions regarding parking.
Councilmember Smith asked whether there was any place in the downtown area where visitors
and residents could come to launch kayaks, similar to the water access in downtown Sausalito.
